January 2, 2019 The regular meeting of the Everett City Council was called to order at 6: 30 p. m.,January 2, 2019, in the City Council Chambers of the William E. Moore Historic City Hall, Council President Roberts presiding. Upon roll call, it was found that Mayor Franklin and Council Members Roberts, Vogeli, Bader, Stonecipher, and Tuohy were present. Council Members Moore and Murphy were excused. Council Member Bader led the Pledge of Allegiance. The minutes of the December 19, 2018, City Council meeting were approved as printed. Council Member Bader abstained from the vote. MAYOR Mayor Franklin wished everyone a Happy New Year. COUNCIL Council members wished everyone a Happy New Year. Council Member Vogeli stated that she received a compliment from a citizen regarding a police incident at a city park and thanked the Everett Police for their response. Council Member Tuohy announced the next Public Safety Subcommittee meeting is scheduled for January 9 at 5: 15 p. m. President Robert stated that the next Council Retreat is scheduled for January 12 at 8 a. m., and the next General Government Subcommittee meeting is scheduled for January 16 at 5 p. m. President Roberts thanked the Mayor, fellow council members, Deb Williams and staff for the opportunity to serve as Council President for 2018. 1 January 2, 2019 ADMINISTRATION UPDATE ON PRIOR BUSINESS Lyle Ryan, Administration, had no report. CITY ATTORNEY City Attorney Iles had no comments. CITIZEN COMMENTS There were no citizens who wished to speak. PROPOSED ACTION ITEMS: COUNCIL BILL 1812- 69 SECOND READING: AN ORDINANCE amending the City' s Criminal Code ( Title 10 EMC) adopting State Law by reference for certain crimes, amending Ordinances 1145- 85, 1360- 87, 1521- 88, 1567- 89, 1825- 91, 1974- 93 and 2919- 06, as amended) CONSENT ITEMS: Moved by Council Member Stonecipher, seconded by Council Member Bader, to approve the following consent items: RESOLUTION - CLAIMS To adopt Resolution No. 7324 acknowledging the payment of audited and approved claims against the City of Everett in the amount of 2, 445, 029. 16 for the period of December 8, 2018, through December 14, 2018. 2 0 January 2, 2019 RESOLUTION - CLAIMS To adopt Resolution No. 7325 acknowledging the payment of audited and approved claims against the City of Everett in the amount of 2, 156, 584. 78 for the period of December 15, 2018, through December 21, 2018. RESOLUTION — PAYROLL To adopt Resolution No. 7326 acknowledging the payment of payroll claims against the City of Everett in the amount of $ 3, 991, 320. 03 for the period ending December 8, 2018. RESOLUTION — ELECTRONIC TRANSFER CLAIMS To adopt Resolution No. 7327 authorizing electronic transfer claims against the City of Everett in the amount of$ 7, 879, 720. 93 for the period of November 1, 2018, through November 30, 2018. AGREEMENT — MICROSOFT LICENSING To authorize the purchase of Microsoft Licensing for three projects from SHI International Corp. in the amount of $ 121, 293. 83, including Washington State sales tax. AGREEMENT AMENDED - ENERGY SMART INDUSTRIAL WASTEWATER ENERGY COACHING. To authorize the Mayor to sign Amendment No. 1 to the contract with PUD No. 1 of Snohomish County for Energy Smart Industrial — Wastewater Energy Coaching. AGREEMENT — ENERGY EFFICIENCY INCENTIVE PAYMENT To authorize the Mayor to sign the Participation Agreement with PUD No. 1 of Snohomish County for the City of Everett to receive a $ 15, 000 energy efficiency incentive payment. 3 A January 2, 2019 AGREEMENT - ON- CALL SURVEYING SERVICES To authorize the Mayor to sign the Professional Services Agreements for On- Call Surveying Services selected from the Municipal Research and Services Center Roster. Roll was called with all council members voting, yes except Council Members Moore and Murphy who were excused. Motion carried. ACTION ITEMS: NOMINATION — COUNCIL PRESIDENT Moved by Council Member Tuohy, seconded by Council Member Roberts, to nominate Council Member Bader to be Council President/ Mayor Pro Tempore for the Year 2019. Roll was called with all council members voting yes, except Council Members Moore and Murphy who were excused. Motion carried. COUNCIL BILL 1812- 68 THIRD AND FINAL READING: AN ORDINANCE creating a Special Improvement Project entitled Small Capital Projects," Fund 354, Program 059, for small capital projects Moved by Council Member Bader, seconded by Council Member Tuohy, that this is the declared to be the third and final reading of Council Bill No. 1812- 68 and the City Clerk was directed to call the roll for the final disposition of the ordinance. 4 January 2, 2019 AYES: Roberts, Vogeli, Bader, Stonecipher, Tuohy NAYS: None EXCUSED: Moore and Murphy Ordinance 3653- 19 adopted. President- elect Bader, Mayor Franklin, and council members thanked Council Member Roberts for his service as Council President for 2018. President- elect Bader announced the appointment of Council Member Tuohy as the 2019 Council Vice President. The City Council meeting adjourned at 6: 44 p. m.
