January 30, 2019 The regular meeting of the Everett City Council was called to order at 6: 30 p. m., January 30, 2019, in the City Council Chambers of the William E. Moore Historic City Hall, Council President Bader presiding. Upon roll call, it was found that Mayor Franklin and Council Members Roberts, Moore, Vogeli, Bader, Stonecipher, and Tuohy were present. Council Member Murphy was excused. Council Member Stonecipher led the Pledge of Allegiance. The minutes of the January 23, 2019, City Council meeting were approved as printed. MAYOR OATH — POLICE OFFICERS Moved by Council Member Moore, seconded by Council Member Tuohy, to concur with the appointments of Jim Crissman and Corissa Calico as new police officers. Roll was called with all council members voting yes, except Council Member Murphy who was excused. Motion carried. The City Clerk administered the oath of office, and Mayor Franklin presented the officers with their badges. Mayor Franklin thanked members of the Police and Fire Departments for their outstanding work in response to tragic incidences that occurred this week. COUNCIL Council Member Vogeli expressed her appreciation for the opportunity to spend time last week with city first responders. 36  January 30, 2019 Vice President Tuohy provided an update on the districting process, and she distributed the final draft version of the Districting Commission application form to council members across the dais. She stated a final version and timeline should be available on the city website in approximately one week. Vice President Tuohy encouraged citizens to sign up. To ensure timely publication on the website, Mayor Franklin asked council members to submit changes by the end of the week. President Bader asked Council Member Roberts to introduce the following proposed resolution. RESOLUTION — DECLARING EMERGENCY REGARDING WFP BACK UP POWER GENERATION EQUIPMENT Moved by Council Member Roberts, seconded by Council Member Moore, to adopt Resolution No. 7333 declaring an emergency pursuant to RCW 39. 04. 280, and Section 9 of the City' s Purchasing Guidelines, authorizing the Public Works Department to secure emergency generation capacity that will support the Water Filtration Plant temporary backup power generation equipment. Roll was called with all council members voting yes, except Council Member Murphy who was excused. Motion carried. Council Member Roberts stated for the record that a failure of systems occurred during the January 9, 2019, windstorm; therefore, the need to move expeditiously is critical. President Bader reported on his first meeting attendance of the Animal Shelter Advisory Committee. He announced that the Budget Subcommittee is scheduled to meet next Wednesday, February 6, at 5: 30 p. m. President Bader also mentioned that the question " What is Everett?" was featured on Monday' s television episode of Jeopardy. 37  January 30, 2019 ADMINISTRATION UPDATE ON PRIOR BUSINESS At the invitation of Chief of Staff Lyle Ryan, Fire Chief Demarco provided an update on the temporary closure and subsequent major maintenance of Fire Station 2. He provided a scope of work, which will include gender- neutral restrooms and female accommodations, as well as potential impacts to response times. CITY ATTORNEY City Attorney Iles requested an executive session, anticipated to last no longer than 10 minutes,concerning a legal matter pursuant to RCW 42. 30. 110( 1)( i)( 3) with no announcement to follow. CITIZEN COMMENTS Elizabeth Coelho, Lake Stevens, spoke about an anonymous memo sent to Mayor Franklin that contained recommendations for the gang reduction directive. COUNCIL BRIEFING AGENDA: Voter Approved Snohomish County Proposition 1, a Sales Tax Increase of One- Tenth of One Percent to be used for Emergency Communication Systems and Facilities. Presented by Snohomish County staff: Susan Neely, Nathan Kennedy, and Brian Haseleu Discussion ensued about details of the Interlocal Agreement between Snohomish County and Snohomish County 911. Council Member Stonecipher requested the Council be provided the full- scale financial aspects of the project to ensure there is no over collection of the tax. 38  January 30, 2019 PROPOSED ACTION ITEMS: COUNCIL BILL 1901- 03 FIRST READING: AN ORDINANCE closing a Special Improvement Project, entitled Citywide Safety Improvements," Fund 303, Program 095, as established by Ordinance No. 3300- 12 COUNCIL BILL 1901- 04 FIRST READING: AN ORDINANCE closing a Special Improvement Project, entitled Pacific Avenue and Broadway Safety Improvements," Fund 303, Program 096, as established by Ordinance No. 3301- 12 COUNCIL BILL 1901- 05 FIRST READING: AN ORDINANCE closing a Special Improvement Project, entitled Citywide Intersection Signing," Fund 303, Program 105, as established by Ordinance No. 3447- 15 CONSENT ITEMS: Moved by Council Member Roberts, seconded by Council Member Moore, to approve the following consent items: RESOLUTION — CLAIMS To adopt Resolution No. 7334 acknowledging the payment of audited and approved claims against the City of Everett in the amount of 337, 798. 23 for the period of January 12, 2019, through January 18, 2019. 39  January 30, 2019 AGREEMENT AMENDED — WETMORE STORMWATER BYPASS PROJECT To authorize the Mayor to sign Change Order No. 3 with Interwest Construction Inc. ( ICI) for the Wetmore Avenue Stormwater Bypass Project, in the amount of$ 9, 660. AGREEMENT AMENDED — ELECTRICAL ENGINEERING SERVICES To authorize the Mayor to sign Amendment No. 1 to the Professional Services Agreement with KDW Salas O' Brien to extend electrical engineering services through December 31, 2021, for an additional 20, 000. JOB COMPLETE — 2018 HOT MIX OVERLAY PROJECT To accept the Hot Mix Overlay 2018 Project as complete, and authorize the Mayor to sign the Certificate of Completion with Granite Construction Company, Inc. allowing the release held in retention. ACTION ITEMS: RFP AWARD — OPEN DATA PLATFORM Moved by Council Member Tuohy, seconded by Council Member Roberts, to award Request for Proposals # 2018- 038 Open Data Platform to Socrata Inc., and authorize the Mayor to execute a two- year contract with three one- year options. 40  January 30, 2019 Roll was called with all council members voting yes, except Council Member Murphy who was excused. RESOLUTION — ACCEPTING PETITION AND SETTING PUBLIC HEARING FOR PROPOSED VACATION Moved by Council Member Moore, seconded by Council Member Tuohy, to adopt Resolution No. 7335 accepting the petition and setting March 6, 2019, at 6: 30 p. m., as the date and time of the public hearing for the proposed vacation of a portion of State Street, a portion of 17th Street, and alleyways within Blocks 324 and 325, Plat of Riverdale Addition.
