June 19, 2019 The regular meeting of the Everett City Council was called to order at 6: 30 p. m., June 19, 2019, in the City Council Chambers of the William E. Moore Historic City Hall, Council President Bader presiding. Upon roll call, it was found that Council Members Roberts, Moore, Murphy, Vogeli, Bader, Stonecipher, and Tuohy were present. Mayor Franklin was excused. Council Member Stonecipher led the Pledge of Allegiance. The minutes of the June 12, 2019, City Council meeting were approved as printed. Council Member Moore introduced a resolution. RESOLUTION — JIM ILES RETIREMENT Moved by Council Member Moore, seconded by Council Member Roberts to adopt Resolution No. 7387 expressing the City' s gratitude to Jim Iles, City Attorney. Council members expressed their gratitude and best wishes to City Attorney Iles on his retirement. Jim Iles gave a farewell address to Council Members, Mayor, and staff. Roll was called with all council members voting yes. Motion carried. MAYOR Mayor Franklin was excused. 189  June 19, 2019 COUNCIL Council Member Murphy reported on his attendance at the American Government class at Mariner High School. Council Member Roberts reported on his attendance at the Delta Neighborhood meeting. He also stated that he and Council Member Stonecipher toured St. Clare' s Place. Council Member Roberts provided a recap from the General Government Subcommittee meeting held earlier this evening. Vice President Tuohy provided a liaison report on her attendance at the Library Board meeting on Tuesday. Council Member Stonecipher provided a liaison report on her attendance at the Cultural Advisory Committee meeting at Denney Juvenile Justice Center. She asked Administration to provide information regarding the Diversity Advisory Board' s agenda and a work plan for this year. Council Member Stonecipher also spoke about her visit to St. Clare' s Place. President Bader announced that due to a lack of agenda items, the council meeting of June 26 is cancelled. The next regularly scheduled meeting will be held on July 3 at 6: 30 p. m. President Bader read Mayor Franklin' s recommendations for the following reappointments: REAPPOINTMENTS Moved by Council Member Murphy, seconded by Council Member Roberts, to concur with the following reappointments: New Market Tax Credits Advisory Board Reappointment of Mark Wolken to Position 1, for a two- year term ending February 28, 2021 190  June 19, 2019 Reappointment of Dan Leach to Position 2, for a two- year term ending February 28, 2021 Reappointment of Pete Grodt to Position 3, for a two- year term ending February 28, 2021 Reappointment of Fred Safstrom to Position 4, for a two-year term ending February 28, 2021 Reappointment of Angela Stahl to Position 5, for a two-year term ending February 28, 2021 Roll was called with all council members voting yes. Fire Chief DeMarco and Assistant Fire Chief Llewellyn presented the Citizen Lifesaving Award to two community members, Julie Plitnik and Jenny Garcia, who helped save a man' s life by administering cardiopulmonary resuscitation ( CPR) after the person collapsed during a soccer game at Kasch Park. ADMINISTRATION UPDATE ON PRIOR BUSINESS Lyle Ryan, Administration, had no report. CITY ATTORNEY City Attorney Iles had no comments. CITIZEN COMMENTS John Van Dalen, Everett, thanked the Mayor and Council for proclaiming June 22- 23 as Amatuer Radio Days, and encouraged citizens to attend Amateur Radio Field Day at Legion Memorial Park and learn about the HAM radio club. 191  June 19, 2019 Victor Harris, Everett, spoke about housing projects in Everett, and thanked the Mayor and Council for their vision and leadership. PROPOSED ACTION ITEMS: COUNCIL BILL 1906- 32 SECOND READING: AN ORDINANCE concerning the City' s Shoreline Public Access Plan, repealing Ordinance No. 2692- 03 adopting the 2003 Shoreline Public Access Plan RESOLUTION — 2019 SHORELINE PUBLIC ACCESS PLAN Adopt Resolution adopting the 2019 Shoreline Public Access Plan. CONSENT ITEMS: Moved by Council Member Murphy, seconded by Council Member Moore, to approve the following consent items: RESOLUTION - CLAIMS To adopt Resolution No. 7388 acknowledging the payment of audited and approved claims against the City of Everett in the amount of $ 1, 891, 160. 95 for the period of June 1, 2019, through June 7, 2019. RESOLUTION — MEDICARE COVERAGE To adopt Resolution No. 7389 authorizing the Mayor to execute an agreement with the State of Washington to provide Medicare coverage to eligible employees of the City of Everett. 192  June 19, 2019 ROAD USE PERMIT — WASHINGTON STATE DEPARTMENT OF NATURAL RESOURCES Authorize the Mayor to sign Road Use Permit No. 50- 095653 with the Washington State Department of Natural Resources. AGREEMENT — EQUIPMENT RENTAL, FREE PUMP LOAN, AND FREE SAMPLING BADGES To authorize the Mayor to sign the Equipment Rental, Free Pump Loan, and Free Sampling Badges Agreement with SGS Galson Labs. BID CALL— SMITH STREET CLEAN- UP AND FILL PROJECT To authorize a Call for Bids for the Smith Street Clean- up and Fill Project. Roll was called with all council members voting yes. Motion carried. PUBLIC HEARING: President Bader opened the public hearing regarding a proposed Resolution adopting the Annual Transportation Improvement Program ( TIP) Update for 2020- 2025. President Bader invited public comment. There were no citizens who wished to speak. RESOLUTION — ANNUAL TRANSPORTATION IMPROVEMENT PROGRAM ( TIP) UPDATE FOR 2020- 2025 Moved by Council Member Roberts, seconded by Council Member Tuohy, to adopt Resolution No. 7390 adopting the Annual Transportation Improvement Program ( TIP) update for 2020- 2025. Roll was called with all council members voting yes. Motion carried. ACTION ITEMS: REAL ESTATE PURCHASE — CITY OF EVERETT WATER TRANSMISSION LINE CORRIDOR Moved by Council Member Roberts, seconded by Council Member Moore, to authorize the Mayor to execute the Real Estate Purchase and Sale Agreement with Douglas and Cherie Rhoades for purchase of property in the City of Everett Water Transmission Line Corridor in the amount of$ 40, 000. RFP AWARD — ASSET CONDITION ASSESSMENT Moved by Council Member Moore, seconded by Council Member Tuohy, to award Request for Proposal 2019- 017 Asset Condition Assessment to EGM Inc., 194  June 19, 2019 doing business as MENG Analysis, and authorize the Mayor to sign the contract in the amount of$ 197, 023, including Washington State sales tax.
