February 19, 2020 The regular meeting of the Everett City Council was called to order at 6: 30 p. m., February 19, 2020, in the City Council Chambers of the William E. Moore Historic City Hall, Council President Tuohy presiding. Upon roll call, it was found that Mayor Franklin and Council Members Roberts, Murphy, Vogeli, Bader, Stonecipher, and Tuohy were present. Council Member Moore was excused. Mayor Franklin led the Pledge of Allegiance. The minutes of the February 12, 2020, City Council meeting were approved as printed. Council Members Roberts and Vogeli abstained from the vote. MAYOR Mayor Franklin had no comments. COUNCIL Council Member Roberts spoke about the 27th Annual Wendt and Mayor' s Arts Awards ceremony. He also provided a liaison report on his attendance at the Delta Neighborhood meeting. Council Member Roberts reported on his attendance at the Globe Forum in Vancouver, BC. He also provided a recap from the General Government Subcommittee meeting held earlier this evening. Council Member Vogeli reported on her attendance at the Westmont- Holly Neighborhood meeting. Council Member Stonecipher provided a liaison report from the Library Board meeting. Council Member Murphy stated he attended the 27th Annual Wendt and Mayor' s Arts Awards ceremony. He also reminded the public about an online tool provided by the Snohomish County Assessor that shows a breakdown on the property taxes. 411 48  February 19, 2020 President Tuohy also reported on her attendance at the 27th Annual Wendt and Mayor' s Arts Awards ceremony and thanked participants and organizers for their work. President Tuohy announced that the City Council retreat is scheduled for February 26, 4 p. m., in the council chamber. She stated the regular City Council meeting of February 26 is cancelled. ADMINISTRATION UPDATE ON PRIOR BUSINESS Chief of Staff Lyle Ryan had no report. CITY ATTORNEY City Attorney David Hall had no comments. PUBLIC COMMENT Hawk Mummey and Marco Mummey, Everett, spoke about the Everett Jets FC soccer team. Mayor Franklin expressed her appreciation to Hawk and Marco Mummey for their community involvement. Sean Renfro, Everett, spoke about library fees and a police matter. CONSENT ITEMS: Moved by Council Member Roberts, seconded by Council Member Murphy, to approve the following consent items: RESOLUTION - CLAIMS To adopt Resolution No. 7483 acknowledging the payment of audited and 49  February 19, 2020 approved claims against the City of Everett in the amount of$ 1, 673, 083. 31 for the period of February 1, 2020, through February 7, 2020. RESOLUTION — PAYROLL To adopt Resolution No. 7484 authorizing payroll claims against the City of Everett in the amount of$ 4, 178, 241. 88 for the period ending February 1, 2020. PURCHASE— CATERPILLAR 430F2 HRC BACKHOE LOADER To award and authorize purchase of one Caterpillar 430F2 HRC Backhoe Loader from NC Machinery using Sourcewell Contract # 032199- CAT/ EVT# 2020- 002 in the amount of$ 163, 887. 45, including Washington State sales tax. BID CALL— 2020 PAVEMENT MAINTENANCE OVERLAY PROJECT To authorize call for bids for the 2020 Pavement Maintenance Overlay Project. RESOLUTION — 2003 STERLING LT- 9513 DUMP TRUCK To adopt Resolution No. 7485 declaring a 2003 Sterling LT- 9513 Dump Truck surplus and authorizing sale at public auction. PURCHASE — SIX FORD VEHICLES To award and authorize purchase of six Ford vehicles from Bickford Ford from Snohomish County, contract # 062- 16SR/ EVT# 2018- 065 in the amount of 223, 049. 11, including Washington State sales tax and vehicle taxes. PURCHASE — PETERBILT 567 CHASSIS To award and authorize purchase of one Peterbilt 567 Chassis from Washington State contract # 01513/ EVT# 2019- 007 in the amount of $ 165, 917. 68, including Washington State sales tax. 50  February 19, 2020 BID AWARD— FORD AUTOMOTIVE PARTS To award Bid# 2019- 112 Ford Automotive Parts to Bill Pierre Ford for two years, with three additional one- year extension options for approximately $ 125, 000 annually. PURCHASE — FIVE FORD FUSIONS To authorize purchase of five Ford Fusions from Columbia Ford from Washington State Department of Enterprise Services Contract#- 05916/ EVT# 2018- 117 in the amount of$ 139, 505. 39, including Washington State sales tax. Roll was called with all council members voting yes, except Council Member Moore who was excused. Motion carried. ACTION ITEMS: COUNCIL BILL 2002- 6 THIRD AND FINAL READING: AN ORDINANCE relating to Stormwater Controls in the Combined Sewer Area, amending Ordinance No. 1506- 88 Moved by Council Member Roberts, seconded by Council Member Bader, that this is declared to be the third and final reading of Council Bill No. 2002- 6. The City Clerk was directed to call the roll for the final disposition of the ordinance.
