December 2, 2020 President Touhy announced that the Council is still abiding by Governor Inslee' s Safe Start guidelines, and as a result, City Council meetings will continue to be held remotely with all meetings scheduled at 6: 30 p. m. each Wednesday, except the fourth Wednesday of the month when the meeting is scheduled at 12: 30 p. m. She encouraged citizens to submit comments and concerns by email to council@everettwa. gov prior to the meeting or to call the Council office at 425- 257- 8703. The regular meeting of the Everett City Council was called to order at 6: 32 p. m., December 2, 2020, Council President Tuohy presiding. Upon roll call, it was found that Mayor Franklin and Council Members Roberts, Moore, Vogeli, Murphy, Bader, and Tuohy were present. Council Member Stonecipher was expected to be a few minutes late. The minutes of the November 25, 2020, City Council meeting were approved as printed. Council Member Moore abstained from the vote. MAYOR Mayor Franklin commented on the 2021 budget, stating this was an especially difficult budget year and the effects of the COVID- 19 pandemic have only increased the budget deficit. She stated the proposed budget focuses on core services and stated the budget going forward, unfortunately, cannot sustain funding of all the past city services and events. Mayor Franklin stated she wished the Council would wait until early 2021 to make changes to the budget rather than this late in the year. Mayor Franklin stated that the final report from the Fiscal Advisory Committee is now published, and she looks forward to reviewing the suggestions with Council. 400  December 2, 2020 COUNCIL Council Member Roberts stated he sent a letter to the Washington State Department of Commerce and the Utilities and Transportation Commission regarding the Clean Energy Transformation Act, which commits Washington to an electricity supply free of greenhouse gas emissions by 2045. Council Member Moore spoke about the budget and encouraged the Council to spend time soon discussing tough budget decisions for City- run programs: the golf courses, Senior Center, Library, and Transit. ADMINISTRATION UPDATE ON PRIOR BUSINESS Deputy Mayor Nick Harper stated that the City has been allocated an additional 641, 000 in CARES grant funds from Snohomish County for small business support. He stated this would be distributed in a third round of CARES grants, which will be disbursed before the end of December per grant rules. Council Member Vogel' asked if the recipients from the last round of CARES grant had received their funds. Deputy Mayor Harper stated he would find out and inform Council tomorrow. Council Member Stonecipher entered the meeting at 6: 51 p. m. CITY ATTORNEY City Attorney David Hall had no comments. PURCHASE - CUMMINS GENERATORS To award and authorize purchase of Cummins Generators from Cummins Inc. using Sourcewell Contract # 120617- CMM/ EVT# 2020- 018 in the amount of 1, 903, 973. 37, including Washington state sales and vehicle taxes. AGREEMENT- ON- CALL MATERIALS TESTING SERVICES To authorize the Mayor to sign the Professional Services Agreements with GeoTest Services, Inc., Krazan & Associates, Inc. and Materials Testing & Consulting, Inc. for 2021/ 2022 On- Call Materials Testing services. AGREEMENT— LANDFILL GAS SYSTEM ENVIRONMENTAL SERVICES To authorize the Mayor to sign the Professional Services Agreement with Herrera Environmental Consultants, Inc. for landfill gas system environmental services. AGREEMENT - EVERETT MUNICIPAL BUILDING — PUBLIC WORKS TENANT IMPROVEMENT PROJECT To authorize the Mayor to sign a Professional Services Agreement with Mackenzie to provide schematic design services for the Everett Municipal Building— Public Works Tenant Improvement Project in the amount of$ 325, 700. ACTION ITEMS: AGREEMENT AMENDED- INTERAGENCY COMMERCE HOUSING ACTION PLAN Moved by Council Member Roberts, seconded by Council Member Bader, to authorize the Mayor to sign the Interagency Commerce Housing Action Plan Amendment No. 1 with the Washington State Department of Commerce. Council Member Roberts asked if the proposed modification would accommodate future light- rail planning and transit- oriented development. 404  December 2, 2020 Julie Community Development, stated that this commerce grant was Willie, amended to incorporate transit-oriented development strategies into the Housing Action Plan, which will allow a dive further into transit- oriented development in relation to light rail. Review Rethink Housing Action Plan project status update and process. Presented by Becky Ableman- McCrary, Community Development r 409  December 2, 2020 Discussion ensued regarding the role of the Rethink Housing Action Plan Advisory Committee, addressing public concerns and hosting public forums during the COVID- 19 pandemic, consumer preferences of single family vs. multi- family housing, and the variety of housing available, and affordable housing. Council Member Vogeli asked for a list of the Rethink Housing Action Plan Advisory Committee members. Becky stated she would provide that to Council tomorrow. Council Member Murphy asked about the City of Everett generational demographics. Becky stated this would be a part of the Housing Needs Assessment. Authorize the Mayor to approve the revised Scope of Work for Amendment No. 1 to the Professional Services Agreement between Nelson/ Nygaard Consulting and the City of Everett for Phase 2 of the Rethink Transit Project. Presented by Richard Tarry, Public Works Discussion ensued regarding the cost, the remaining scope of the project, and the future of transit. President Tuohy announced that the next meeting is a special retreat scheduled for Wednesday, December 9, at 4 p. m.
