July 14, 2021 President Stonecipher announced that the Council is still abiding by Governor Inslee' s Healthy Washington guidelines, and as a result, City Council meetings will continue to be held remotely with all meetings scheduled at 6: 30 p. m. each Wednesday, except the fourth Wednesday of the month when the meeting is scheduled at 12: 30 p. m. She stated a reopening plan is being developed, and the Council will be prepared to make an announcement at a future meeting. President Stonecipher announced that citizens are encouraged to view meetings live on Comcast Channel 21, Frontier Channel 29, and on the City website at www. everettwa. gov/ citycouncil. She meeting stated the public is welcome to provide comments on any matter via email at council@everettwa. gov, and for community members wishing to participate by phone during the meeting, a conference ID number may be obtained by calling the Council office at 425. 257. 8703 or via email at council@everettwa. gov. She asked that comments be respectful, and remarks limited to three minutes. She added that the Council does not allow comments on certain issues such as: campaigning of any kind — whether for or against ballot measures or candidates running for office— is legally prohibited at the meeting, and comments focused on personal matters that are unrelated to City business. The regular meeting of the Everett City Council was called to order at 6: 32 p. m., July 14, 2021, Council President Stonecipher presiding. Upon roll call, it was found that Mayor Franklin and Council Members Roberts, Murphy, Vogeli, Bader, Stonecipher, and Tuohy were present. Council Member Moore was excused. The minutes of the July 7, 2021, City Council meeting were approved as printed. MAYOR Mayor Franklin spoke about the number of citizens who have expressed concern about the increasing numbers of unhoused individuals in the downtown Everett and surrounding areas. She stated that addressing homelessness continues to be a top priority, and the City is working with Snohomish County, health care providers, and faith- based organizations on solutions. She also added that the new S. 1  July 14, 2021 pallet shelter project welcomed approximately 20 individuals this week. Mayor Franklin stated that she would ask Police Chief Templeman to provide a future briefing on recent legislation out of Olympia that may make addressing street- level issues more challenging. COUNCIL Council Member Roberts reported on his liaison meeting this week with Yorik Stevens- Wajda and Julie Willie of Community, Planning and Economic Development. Council Member Roberts also moved to establish a climate advisory committee that would be attached in some form to the Planning Commission. Council Member Bader seconded the motion introduced by Council Member Roberts. Council Member Bader commented on the increase in homelessness, and proposed the Council consider an amendment to the no- sit no- lie ordinance that would add additional zones for those areas that are disproportionately affected. He also added that with school starting up in a couple of months, it may be appropriate to look at the hours of operation for the Library. Council Member Bader requested a future briefing from the Library director. President Stonecipher stated she would work with Administration to schedule a future briefing. Council Member Murphy provided a liaison briefing from his meeting with Police Chief Templeman. He announced that the Chief and command staff released EPD' s annual report last week, which is available on the City website. He thanked the Chief and staff for the effort extended to make this report available. Council Member Tuohy thanked the Mayor for providing an update on homelessness. She stated she was pleased with the opening of the pallet shelter project and looked forward to more updates in the future. Council Member Vogeli reported that she met with President Stonecipher and Council Member Roberts to discuss various actions relating to the installation of S. 2 S July 14, 2021 public toilets for tourists, Transit, and the general public, and she looked forward to collaborating with Administration on this issue. She provided an update from her participation on various National League of Cities' committees relating to public safety and crime prevention. Council Member Vogeli commented that the role of a new climate advisory committee, as suggested by Council Member Roberts, would be redundant as the Planning Commission and Transportation Advisory Committee ( TAC) already perform this work, but perhaps they could be tasked with specifically adding the climate element. She also suggested a mandate to add more electric vehicle supply equipment ( EVSE) at each newly constructed residence was cost prohibitive to development and would encourage car ownership rather than using transit options. She also stated that abolishing homelessness requires a multi- faceted approach and no- sit no- lie legislation is still not the answer. President Stonecipher announced that next week' s meeting scheduled for Wednesday, July 21, 2021, has been cancelled. She stated the next meeting will occur on Wednesday, July 28, at 12: 30 p. m., which is anticipated to last two hours. ADMINISTRATION UPDATE Deputy Mayor Nick Harper had no comments. CITY ATTORNEY City Attorney David Hall had no comments. AGREEMENT AMENDED — DESIGN- BUILD CONSTRUCTION OF THE WFP EAST CLEARWELL ROOF REPLACEMENT To authorize the Mayor to sign Change Order # 1 with Shearer and Associates, Inc. for the design- build construction of the Water Filtration Plant East Clearwell Roof Replacement in the amount of$ 17, 415. 96, not including Washington State Sales Tax. AGREEMENT AMENDED— GRAND AVENUE PARK BRIDGE To authorize the Mayor to sign Unilateral Change Order No. 26 with ICI for the Grand Avenue Park Bridge in the amount of$ 19, 847. 00.
