January 3, 2022
The special meeting of the Everett City Council was called to order at 4: 00 p. m.,
January 3, 2022, in the City Council Chambers of the William E. Moore Historic City
Hall, Council President Stonecipher presiding.
President Stonecipher announced that citizens are encouraged to view meetings
live on Comcast Channel 21, Frontier Channel 29, and on the City website at
www. everettwa. gov/ citycouncil. Individuals may also call in to listen to the live
meeting at any point by dialing 425. 616. 3920, Conference ID 724 887 726#. She
stated the public is welcome to provide comments on any matter via email at
council@everettwa. gov. She also provided instructions for community members
wishing to participate live during a future meeting. She asked that comments be
respectful, and remarks limited to three minutes. She added that the Council does
not allow comments on certain issues such as: campaigning of any kind— whether
for or against ballot measures or candidates running for office, which is legally
prohibited at the meeting, and comments focused on personal matters that are
unrelated to City business.
On behalf of the City Council, Council Member Vogeli acknowledged the original
inhabitants of this place, the sduhubs people and their successors, the Tulalip
Tribes.
Council Member Tuohy led the Pledge of Allegiance.
Upon roll call, it was found that Mayor Franklin, Council Members Tuohy, Fosse,
Zarlingo, Rhyne, Schwab, Vogeli and President Stonecipher were present.
OATHS OF OFFICE
Superior Court Judge Van Slyck administered the oath of office for newly elected
Mayor Cassie Franklin and Council Members Fosse, Rhyne, Schwab, Vogeli, and
Zarlingo.
MAYOR
Mayor Franklin stated that she is honored to be a part of this historic day; not only
it is the first council elected by council districts, but also the first female led

majority council. She thanked the veteran council females and welcomed all of the
new leaders.
COUNCIL
Council Member Vogeli thanked everyone for being present for the special
meeting and welcomed the new council.
Council Member Fosse thanked everyone for being present. She stated she was
honored to be part of the council going forward and will do her best to build on
past strength and successes the city has brought forward while charting new paths
and new ideas.
Council Member Zarlingo wanted to thank the community and residents for their
support and input during the election season. He also thanked the council and
staff for their work and dedication over the years.
Council Member Rhyne thanked everyone who was present and viewing virtually.
She stated she is honored to be a part of this historic moment— first female council
majority and first as council districts.
Council Member Schwab thanked everyone for being present and thanked his wife
for her support during the election and while in office. He thanked the public and
residents who had reached out to him and whom he had met in person. He also
thanked the past council members for their work and years of dedication.
Council Member Tuohy thanked the new council members and the returning
council members. She stated that she was excited on how dedicated and serious
they are taking their positions.
President Stonecipher congratulated the new council members and the returning
council members. She thanked the staff who organized the council district
elections and is honored to be a part of the female majority council. She thanked
the families of the council members for their support.

President Stonecipher announced that the next meeting of the Council is
scheduled for Wednesday, January 5th at 6: 30 p. m. She encouraged the public to
submit comments to council@everettwa. gov prior to the meeting. Additional
meeting information can be found on the City website.
The City Council meeting adjourned at 4: 22 p. m.
