January 12, 2022 The regular meeting of the Everett City Council was called to order at 6: 30 p. m., January 12, 2022, President Stonecipher presiding. President Stonecipher announced that the Council is still abiding by Governor Inslee' s Healthy Washington guidelines, and as a result, City Council meetings will continue to be held remotely with all meetings scheduled at 6: 30 p. m. each Wednesday, except the fourth Wednesday of the month when the meeting is scheduled at 12: 30 p. m. She stated the City Council is prepared to open the Council chambers when public health considerations indicate it is safe to do so. President Stonecipher announced that the public is encouraged to view meetings live on Comcast Channel 21, Frontier Channel 29, and on the City website at www. everettwa. gov/ citycouncil. Individuals may also call in to listen to the live meeting at any point by dialing 425. 616. 3920, Conference ID 724 887 726#. She stated the public is welcome to provide comments on any matter via email at council@everettwa. gov. She also provided instructions for community members wishing to participate live during a future meeting. She asked that comments be respectful, and remarks limited to three minutes. She added that the Council does not allow comments on certain issues such as: campaigning of any kind— whether for or against ballot measures or candidates running for office, which is legally prohibited at the meeting, and comments focused on personal matters that are unrelated to City business. Upon roll call, it was found that Mayor Franklin and Council Members Fosse, Zarlingo, Rhyne, Schwab, Vogeli, Tuohy and President Stonecipher were present. On behalf of the City Council, Council Member Rhyne acknowledged the original inhabitants of this place, the sduhubs people and their successors, the Tulalip Tribes. Council Member Zarlingo led the Pledge of Allegiance. MAYOR Mayor Franklin recommended that the following applicants be appointed to a City of Everett Board or Commission. Each candidate has been interviewed by staff. With each appointment recommendation, equity, geographic location, diversity of thought, and applicable background was all taken into consideration. Council Member Vogeli asked if the same person could serve on more than one board or commission. Mayor Franklin replied that individuals can serve on more than one board or commission during any given term. 3  January 12, 2022 Roll was called with all council members voting yes. Motion carried. COUNCIL Council Member Fosse attended the Riverside Neighborhood Association meeting at which a status update was requested regarding some of the parks restrooms. She requested follow- up information on that issue. She attended the Puget Sound Regional Council Growth Management Policy Board and received a briefing on the upcoming 2022 Legislative Session, which focused on growth management bills. She mentioned that she is Chair of the Planning Committee, will serve on the Economic and Cultural Vitality and Public Safety Committees, and will also be an alternate for Snohomish County Tomorrow. She is looking forward to attending the Cultural Arts Commission and Historical Commission meetings soon. Council Member Zarlingo wanted to thank staff for preliminary briefings on a number of items in advance council assignment meetings, which will allow them to get off the ground as quickly as possible. He also thanked Council Member Vogeli for getting underway with the Parks Committee duties and is looking forward to meeting with them in the future. Council Member Rhyne stated that she will be starting liaison meetings next week. She looks forward to meeting with community members to discuss how Everett can be a great partner in the interests they have been working on. She is also excited to get in touch with individuals who applied for the districting commission to discuss qualifications and interests. Lastly, she made comments on the Providence Hospital situation relating to the pandemic. According to the Snohomish Health District, of the ICU beds that are filled with COVID patients, ninety percent are unvaccinated. She encouraged people to get vaccinated to protect themselves and others. Council Member Schwab wanted to thank the Mayor' s staff for working on the boards and commissions and thanked Deb Williams for her work in bringing the new council members on board. He also stated that he will be interviewing applicants who applied to serve on the Districting Commission. 4  January 12, 2022 Council Member Vogeli attended the Westmont- Holly Neighborhood Association meeting at which quality- of- life issues were discussed. She also attended a Municipal Research Services Center ( MRSC) webinar on local climate response, building resiliency, and adapting to impacts. The webinar provided information on the Puget Sound Climate Preparedness Collaborative. Council Member Vogeli believes the City should join the Collaborative to improve outcomes of climate change preparedness efforts. She offered to complete the membership forms and serve as the contact person, if appropriate. She also spoke on personal care and safety regarding the ongoing COVID- 19 pandemic. President Stonecipher stated that next week there would be an opportunity to nominate individuals to serve on the districting commission. She also noted that she will be absent at the next Council meeting and will provide her nominations to the City Attorney. Council Member Vogeli will preside over next week' s meeting. President Stonecipher announced that the Council Retreat is scheduled for January 28th from 4: 00 to 8: 00 pm. She also provided an update on Providence Hospital. Providence has over 180 COVID patients admitted— most of whom are unvaccinated— which is more than double from the past few months. She encouraged the public get vaccinated and follow masking protocols to help stop the spread of the virus. ADMINISTRATION UPDATE ON PRIOR BUSINESS Deputy Mayor Nick Harper had no updates. CITY ATTORNEY City Attorney David Hall had no comments but requested a 15- minute Executive Session to discuss a legal matter, pursuant RCW 42. 30. 110( i) with no action to follow. 5  January 12, 2022 PUBLIC COMMENT Deb Williams stated the Council received no written comments from the public and no one from the public wished to speak. CONSENT ITEMS: Moved by Council Member Tuohy, seconded by Council Member Vogeli, to approve the following consent items: RESOLUTION - CLAIMS To adopt Resolution No. 7735 authorizing claims against the City of Everett in the amount of $ 1, 966, 562. 04 for the period of December 25, 2021, through December 31, 2021. Parks, Recreation, and Open Space ( PROS) Plan— General Briefing Presented by Parks and Facilities Director Bob Leonard, Parks and Community Services Department; and Lisa Grueter from BERK Consulting Discussion followed among Council Members Fosse, Zarlingo, Rhyne, Schwab, Vogeli, and Tuohy, President Stonecipher, Mayor Franklin, Lisa Grueter, and Bob Leonard. Mayor Franklin acknowledged and thanked Council Member Touhy for her support and BERK Consulting, Bob Leonard, and city staff for their continued efforts.
