Education Food and Outreach, distribution Other advocacy navigation strategies and support Shelter Student Housing homelessness for all in Everett 2023 Buckets of Work Behavioral Health Encampment Funding, Outreach, Overnight Response Contracts navigation and Shelter and support Partners Day Shelter CHIP and Education Income Food and restricted distribution advocacy housing  Using ARPA Funds, the Community Support Team is growing and is providing increased behavioral health supports for our vulnerable and unsheltered residents. • Three Embedded Social Work Teams • PD- COET (existing) • Fire/EMS • Library • Case Management Behavioral • Case Management Coordinator hired in 2022 • RFP for 2FTE Case Managers coming in 2023 (contract) Health • CHART 2.0 to coordinate most affecting city teams • Behavioral Health Outreach, • Opioid Settlement Funds/ County MAC navigation • Sparce Detox and Treatment Reality • Fentanyl Crisis and support  The Hot Meals Coalition, which spawned from the Community Streets Initiative, continues to evolve- in 2022, serving over 9,000 meals at 12 locations. • After 6 years of a contracted coalition lead efforts, in 2023 VOA will assume future coordination, which will also connect programs to the food bank network. Food • Continued goal for centralized meal location and best distribution practices for existing sites.  • Pallet Expansion • EGM – transitioning from original Commerce funded program to City ARPA. • Faith Family Village (8 families)- Congressional Appropriations $- once agreement is returned from HUD, preconstruction phase will begin. • VOA Woman and Children Community (20 families)- Land Use Application process initiated. Overnight Shelter • County Shelter Projects in Everett  ARPA funds have been allocated to explore creation of a new day shelter location. • Meeting with service providers who work with unsheltered individuals to help define the amenities that may be needed in a north / central Everett day center. • The Catholic campus on the 2600 block of Cedar continues to be a possible location for daytime services that may include Day Shelter hygiene, service referral, and meal programs. • Land use regulations, appropriate service delivery, site access, security, and sanitation, and neighborhood impacts and outreach are focus for next steps.  • Interdepartmental encampment response team (Community Development, Public Works, EPD, COET, Parks, Code Enforcement, Legal) to address clean ups and Encampment delineate responsibilities and efficiencies. • Maintain on-going partnerships with external agencies to Response cultivate solutions that reduce encampment issues.  • Advance advocacy and education regarding public safety concerns that intersect with law reforms and the void in adequate and accessible mental health and treatment services. • Development of new tools to assist with gathering and sharing data. • Offer business and residents tools for prevention, such as Education CPTED (Crime Prevention Through Environmental Design) principles. and advocacy  • Partnerships with social service and faith- based providers • Annual Funding Processes (CDBG, HOME, AHTF, Human Funding, Needs) • Citizen Advisory Committee/ Council Action Contracts • Contracts, monitoring and compliance • State and Federal Environmental Reviews and Partners  • CHIP’s continued evolution – housing preservation and homelessness prevention. • Working along side Planning, and Economic Development, for housing options for all.
