For additional information, please visit our website at https://www.everettwa.gov/3129/American-Disabilities-Act-ADA-and-Title-. Port Gardner Storage Facility Built Environment Committee, Nov. 13, 2024 Souheil Nasr, Utilities Engineering Manager Zach Brown, Principal Engineer Overview • Background/How did we get here? • Agreed Order/Project goals • Reuse of existing infrastructure • Conveyance system • Project phases and schedule • Financial summary • Questions Background • 13 Combined Sewer Outfalls (CSO) – Seven discharge to Port Gardner and six to Snohomish River • 1985 – Requirement for “greatest possible reduction of CSOs at earliest possible date” • 1987 – Ecology adopted one untreated CSO event per year limit • 1987 CSO Control Plan submitted to Ecology – Plan shows all 13 CSOs in regulatory compliance by 2017 • March 1988 – Ecology approved City’s CSO plan  How did we get here? • 1987 CSO Control Plan; updated seven times • Four outfalls in compliance by 2012 • Northwest Everett sewer separation program, 2010-2019 • Kimberly-Clark (KC) vacated in 2012; City acquired facilities in 2019 • City proposed to bring three additional outfalls into compliance by 2017 • City requested 10-yr extension to bring last six outfalls into compliance • August 2015 – Agreed Order to achieve CSO compliance by 2027 Agreed Order Agreed Order between Ecology and City of Everett • Must reduce combined sewer overflows (CSOs) to no more than one event per outfall per year by December 31, 2027 • Up to $10,000 per day penalty for failure to comply • City may not appeal the Agreed Order Method to comply • Temporarily store excess CSOs at PGSF during wet weather events • Acquiring KC facilities presented the City with opportunity to exceed Agreed Order requirement by reusing existing infrastructure • Allows for City to treat stormwater from separated stormwater systems and discharge stormwater effluent to deep-water outfall through a new pump station (funded by grants from Ecology) Project goals Enhance Puget Sound water quality • Achieve reduction in CSO events as required by Agreed Order • Reuse of existing facility allows future flexibility • Improve water quality in Possession Sound and Port Gardner Bay • Reduce untreated stormwater discharges and combined sewer overflows at nearshore outfalls • Provide stormwater treatment in step with collection system separation projects Reuse of existing infrastructure • Facility constructed in 1980, decommissioned in 2012 • Cost-effective use of existing on-site structures • Enables greater reduction in CSO events than required by Agreed Order for same cost PGSF and conveyance system infrastructure Project phases Phase 1 is complete. • Engineering analysis and report of the sewer system and affected area; approved by Ecology, March 2022 Project phases Phase 2 is ongoing. • Engineering design related to PGSF site and regional conveyance pipelines; select demolition (completed) at the site in preparation for construction Project phases Phase 3 is the final phase. • Site construction and regional stormwater and sewer system improvements • Dec. 31, 2027, deadline to be operational  Project financial summary PGSF site Conveyance pipelines • Funding Ord. #3916-21 = $39.6 M • Funding Ord. #3967-23 = $4.5 M - Design = $15.7 M - Design = $4.5 M - Demolition = $ 3.4 M • Future funding ordinance = TBD - Const mgmt = $ 8.5 M - Construction = $72 M* • Future funding ordinance = TBD Total = $76.5 M* - Construction = $106 M Total = $133.6 M *Estimate based on 30% design  Funding This project is funded through a combination of utility rates and grant funds.
