Various, 7/27/25 – 3/31/26 • Permits minors named in a primary PO to petition for a new PO in their own right after turning 18 • Adds possession of ghost guns while under a PO to the crime of Unlawful Possession of a Firearm in the first degree • Council Action: No SHB 1498 Domestic Violence Co-Responders Eff. 7/27/25 • Adds $100 fee on marriage licenses to fund a DV co- responder account. • Account revenues must be used for new grant program for using DV Advocates to respond to law enforcement scenes to provide family support, resource connection, and care navigation for victims • Council Action: Maybe future grant approval SHB 1811 Crisis co-response Eff. 7/27/25 • Compels UW school of social work to establish a Co- response crisis responder training academy, in conjunction with behavioral health service organizations. • Graduates receive a certification • Operational statewide by 2027 • Council Action: no HB 1484 Rape Sentencing Eff. 7/27/25 • Permits an exceptional sentence above the standard sentencing range for rape that results in pregnancy of the victim, regardless of victim’s age – Previously only if victim under 18 • Council action: No ESHB 1596 Speeding • Permits Intelligent Speed Assistance (ISAs) Devices to be installed on habitual offender’s vehicles in certain circumstances in lieu of license suspension • ISAs use GPS to limit the velocity of a moving vehicle to the posted speed limit • Violations are infractions • Tampering is a gross misdemeanor • Council Action: Maybe. Some provisions of the model traffic code update automatically, others would require adopting by council. ESHB 1829 Tribal Warrants Eff. 7/27/25 • The 2024 the Tribal Warrants Act (TWA) (effective 7/1/25) created a uniform processes by which Washington law enforcement officers may facilitate the return of an individual to a tribe where the individual violated tribal law and sought to avoid tribal jurisdiction by leaving it. • This bill clarifies procedures and permits tribes to file warrants into superior court • Council Action: no SSB 5323 Theft from First Responders Eff. 7/27/25 • The crimes of first-degree theft and first-degree possession of stolen property are expanded to include – stealing or possessing stolen property that is critical to the work of firefighters or emergency medical service providers in emergency settings, – is stolen from a fire station, fire department vehicle, emergency medical service facility or emergency medical service vehicle, – and the loss of that property significantly hinders or delays an emergency response or the property exceeds $1,000 in value • Council action: no 2SSB 5356 criminal justice trainings Eff. 7/1/26 • Requires all officers working patrol to complete training (developed by CJTC) on victim-centered, trauma-informed approach to victim interviews and integrations and calls related to sexual violence • Every 3 years • Council action: No 2024 impacts 2024 impacts: • SHB 1493 Catalytic Converter Theft – New crimes for Trafficking in, Possessing, Selling, or Offering to Sell Catalytic converters or obscuring VINs • 2SSB 5444 Firearms in Sensitive Places – Libraries, zoos, aquariums, and transit facilities • SB 5843 Election Security – New crimes for interferences with ballot and election processes • SSB 6227 Protection Orders/criminal insanity – Civil POs permitted when a person is found not guilty by reason of insanity
