CIVIL SERVICE COMMISSION MEETING Minutes from Meeting on August 22, 2019 I. CALL TO ORDER The meeting commenced at 10:01 am. Those in attendance were Chelan Robbins, Michael Duerr, Kandy Bartlett, and Joe Neussendorfer. II. ROLL CALL OF THE COMMISSION Present were Commission Chair Roland Behee, Commissioner Eileen Simmons, and Legal Counsel Amy Allison. III. SUBMITTAL AND APPROVAL OF THE MINUTES Commissioner Simmons moved to approve the minutes of the July 25, 2019 meeting. Commissioner Behee seconded the motion. The motion was approved. IV. REVIEW OF THE PERSONNEL ACTION REPORT Commissioner Simmons moved to approve the Personnel Action Report for July 2019. Commissioner Behee seconded the motion. The motion was approved. V. OLD BUSINESS A. Approval of Eligible Registers 1. Engineering Technician / Emphasis Engineering Design (Open/Competitive) Commissioner Simmons moved to approve the Eligible Register for Engineering Technician / Emphasis Engineering Design (Open/Competitive). Commissioner Behee seconded the motion. The motion was approved. 2. Police Officer Entry Level (Open/Continuous) Commissioner Simmons moved to approve the Eligible Register for Police Officer Entry Level (Open/Continuous). Commissioner Behee seconded the motion. The motion was approved. 3. Paratransit Operator (Open/Continuous) Commissioner Simmons moved to approve the Eligible Register for Paratransit Operator (Open/Continuous). Commissioner Behee seconded the motion. The motion was approved. 4. Parking Enforcement Officer (Open/Competitive) Commissioner Simmons moved to approve the Eligible Register for Parking Enforcement Officer (Open/Competitive). Commissioner Behee seconded the motion. Water Pollution Control Operator II (Promotional) - Handout Commissioner Simmons moved to approve the Eligible Register for Water Pollution Control Operator II (Promotional) - Handout. Commissioner Behee seconded the motion. The motion was approved. VI. NEW BUSINESS A. Class Specifications and Call for Applicants (CFAs) 1. Approve the Revised Class Specification for Firefighter Commissioner Simmons moved to approve the Revised Class Specification for Firefighter. Commissioner Behee seconded the motion. Approve the Call for Applicants for Paratransit Operator (Open/Competitive) Commissioner Simmons moved to approve the Call for Applicants for Paratransit Operator (Open/Competitive). Commissioner Behee seconded the motion. The motion was approved 4. Approve the Call for Applicants for Experienced Police Officer (Open/Continuous) (Note: Experienced Police Officer is Open/Continuous and is being continued without change). Commissioner Simmons moved to approve the Call for Applicants for Experienced Police Officer (Open/Continuous). Commissioner Behee seconded the motion. OTHER BUSINESS Chief Examiner Michael Duerr discussed the Call for Applicants for Veterinary Technician (Open/Competitive) that was approved at the June 27, 2019 meeting. He noted that due to the low number of applicants, the closing date was extended to August 21, 2019. Commissioner Simmons moved to extend the Call for Applicants for Veterinary Technician from July 29, 2019 to August 21, 2019. Commissioner Behee seconded the motion. The motion was approved Human Resources Director Kandy Bartlett informed the commission of the City’s intent to review and revise several areas of the current Civil Service rules and ordinance. She indicated that the proposed changes would be provided to the affected labor groups, and that she intended to bring the changes before the commission before the end of the year. VIII.
