CIVIL SERVICE COMMISSION MEETING Minutes from Meeting on September 19, 2019 I. CALL TO ORDER The meeting commenced at 2:00 pm. Those in attendance were Chelan Robbins, Michael Duerr, Kay Barnes, Chelsi Foote, Joe Neussendorfer, and Deana Dean. II. ROLL CALL OF THE COMMISSION Present were Commission Chair Roland Behee, Commissioner Eileen Simmons, Commissioner Janice Greene, and Legal Counsel Jordan Stephens. III. SUBMITTAL AND APPROVAL OF THE MINUTES Commissioner Simmons moved to approve the minutes of the August 22, 2019 meeting. Commissioner Greene seconded the motion. The motion was approved unanimously. IV. REVIEW OF THE PERSONNEL ACTION REPORT Commissioner Simmons moved to approve the Personnel Action Report for August 2019. Commissioner Greene seconded the motion. The motion was approved unanimously. V. OLD BUSINESS A. Approval of Eligible Registers 1. Experienced Police Officer (Open/Continuous) Commissioner Greene moved to approve the Eligible Register for Experienced Police Officer (Open/Continuous). Commissioner Simmons seconded the motion. The motion was approved unanimously. 2. Engineering Technician Emphasis GIS / Utility Mapping (Open/Competitive) Commissioner Simmons moved to approve the Eligible Register for Engineering Technician Emphasis GIS / Utility Mapping (Open/Competitive). Commissioner Greene seconded the motion. The motion was approved unanimously. 3. Veterinarian Technician (Open/Competitive) Commissioner Greene moved to approve the Eligible Register for Veterinarian Technician (Open/Competitive). Commissioner Simmons seconded the motion. Treatment Plant Operator-In-Training (Open/Competitive) Commissioner Simmons moved to approve the Eligible Register for Treatment Plant Operator-In- Training (Open/Competitive). Commissioner Greene seconded the motion. The motion was approved unanimously. VI. NEW BUSINESS A. Class Specifications and Call for Applicants (CFAs) 1. Approve the Call for Applicants for Police Officer Entry-Level (Open/Continuous) Commissioner Greene moved to approve the Call for Applicants for Police Officer Entry-Level (Open/Continuous). Commissioner Simmons seconded the motion. The motion was approved unanimously. 2. Approve the Call for Applicants for Experienced Police Officer (Open/Continuous) (Note: Experienced Police Officer is Open/Continuous and is being continued without change.) Commissioner Simmons moved to approve the Call for Applicants for Experienced Police Officer (Open/Continuous). Commissioner Greene seconded the motion. The motion was Approved unanimously. 3. Approve the Call for Applicants for Utility Laborer (Open/Continuous). Commissioner Greene moved to approve the Call for Applicants for Utility Laborer (Open/Continuous). Commissioner Simmons seconded the motion. The motion was approved unanimously. 4. Approve the Call for Applicants for Water Service Technician (Promotional). Commissioner Simmons moved to approve the Call for Applicants for Water Service Technician (Promotional). Commissioner Greene seconded the motion. The motion was approved unanimously. 5. Approve the Call for Applicants for Equipment Service Worker (Open/Competitive). Commissioner Greene moved to approve the Call for Applicants for Equipment Service Worker (Open/Competitive). Commissioner Simmons seconded the motion. The motion was approved unanimously. VII. OTHER BUSINESS A. Proposed Change of Civil Service Rules: Chief Examiner Michael Duerr opened the discussion on the proposed changes to the Civil Service Rules as well as changes to the ordinance under the Everett Municipal Code by summarizing each change. He indicated the proposed changes have been sent to the labor groups and the directors and feedback is Civil Service Commission Meeting September 19, 2019 Page 3 actively being sought. Clarification was made on the process with the commissioners having the authority to amend and change the civil service rules and the city council having the authority to amend the ordinance and municipal code. Legal Counsel Stephens stated there is an overlap between the rules and the ordinance, so the ordinance would need to be amended first and then the rules. In summary, feedback is being sought by the labor groups and directors with a mid-October deadline. Then the matter will need to go before the City Council to amend the Ordinance. Then the matter will be brought before the Civil Service Commission to amend the Civil Service Rules. The City anticipates bringing modifications to the commission at the October meeting. Any comments the Commissioners have should be sent to Michael Duerr. VIII. ADJOURNMENT The meeting adjourned at 2:21 p.m. Respectfully submitted,
