CIVIL SERVICE COMMISSION MEETING Minutes from Meeting on November 21, 2019 I. CALL TO ORDER The meeting commenced at 10:00 am. Those in attendance were Michael Duerr, Kay Barnes, Chelsi Foote, Chad Cabe, Kimberly Shelton, and Brandon Gill. II. ROLL CALL OF THE COMMISSION Present were Commission Chair Roland Behee, Commissioner Eileen Simmons, and Legal Counsel Jordan Stephens. III. SUBMITTAL AND APPROVAL OF THE MINUTES Commissioner Simmons moved to approve the minutes of the October 30, 2019 meeting. Commissioner Behee seconded the motion. The motion was approved unanimously. IV. REVIEW OF THE PERSONNEL ACTION REPORT Commissioner Simmons moved to approve the Personnel Action Report for October 2019. Commissioner Behee seconded the motion. The motion was approved unanimously. V. OLD BUSINESS A. Approval of Eligible Registers 1. Experienced Police Officer (Open/Continuous) Commissioner Simmons moved to approve the Eligible Register for Experienced Police Officer (Open/Continuous). Commissioner Behee seconded the motion. The motion was approved. 2. Police Officer Basic Law Enforcement Academy (BLEA) Certified (Open/Continuous) Commissioner Simmons moved to approve the Eligible Register for Police Officer Basic Law Enforcement Academy (BLEA) Certified (Open/Continuous). Commissioner Behee seconded the motion. The motion was approved. 3. Firefighter Entry-Level (Open/Continuous) Commissioner Simmons moved to approve the Eligible Register for Firefighter Entry-Level (Open/Continuous). Commissioner Behee seconded the motion. The motion was approved. 4. Utility Laborer (Open/Competitive) Civil Service Commission Meeting November 21, 2019 Page 2 Commissioner Simmons moved to approve the Eligible Register for Utility Laborer (Open/Competitive). Commissioner Behee seconded the motion. The motion was approved. 5. Water Service Technician (Promotional) Commissioner Simmons moved to approve the Eligible Register for Water Service Technician (Promotional). Commissioner Behee seconded the motion. The motion was approved. 6. Equipment Service Worker (Open/Competitive) Commissioner Simmons moved to approve the Eligible Register for Equipment Service Worker (Open/Competitive). Commissioner Behee seconded the motion. The motion was approved. VI. NEW BUSINESS A. Class Specifications and Call for Applicants (CFAs) 1. Approve the Call for Applicants for Experienced Police Officer (Open/Continuous) (Note: Experienced Police Officer is Open/Continuous and is being continued without change.) Commissioner Simmons moved to approve the Call for Applicants for Experienced Police Officer (Open/Continuous). Commissioner Behee seconded the motion. The motion was approved unanimously. 2. Approve the Call for Applicants for Police Officer (Entry-Level) (Open/Continuous) Commissioner Simmons moved to approve the Call for Applicants for Police Officer (Entry-Level) (Open/Continuous). Commissioner Behee seconded the motion. The motion was approved unanimously. 3. Approve the Call for Applicants for Police Officer Basic Law Enforcement Academy (BLEA) Certified (Open/Continuous) Commissioner Simmons moved to approve the Call for Applicants for Police Officer Basic Law Enforcement Academy (BLEA) Certified (Open/Continuous). Commissioner Behee seconded the motion. The motion was approved unanimously. 4. Approve the Call for Applicants for Police Captain (Promotional) (Note: Experienced Police Officer is Open/Continuous and is being continued without change.) Commissioner Simmons moved to approve the Call for Applicants for Police Captain (Promotional). Commissioner Behee seconded the motion. The motion was approved unanimously. 5. Approve the Call for Applicants for Applicants for Police Lieutenant (Promotional) Commissioner Simmons moved to approve the Call for Applicants for Police Lieutenant (Promotional). Approve the Call for Applicants for Records Information Specialist (Open/Competitive) Commissioner Simmons moved to approve the Call for Applicants for Records Information Specialist (Open/Competitive). Commissioner Behee seconded the motion. The motion was approved unanimously. 7. Approve the Call for Applicants for Animal Control Officer (Open/Competitive) Commissioner Simmons moved to approve the Call for Applicants for Animal Control Officer (Open/Competitive). Commissioner Behee seconded the motion. The motion was approved unanimously. 8. Approve the Call for Applicants for Applicants for Firefighter/Paramedic (Promotional) Commissioner Simmons moved to approve the Call for Applicants for Firefighter/Paramedic (Promotional). Commissioner Behee seconded the motion. The motion was approved unanimously. 9. Approve the Revised Class Specification for Park Ranger & Animal Control Supervisor Commissioner Simmons moved to approve the revised class specification for Park Ranger & Animal Control Supervisor). Commissioner Behee seconded the motion. The motion was approved unanimously. Chief Examiner Michael Duerr discussed the role of supervision prior to and after the change in class specification. He noted AFSCME is agreeable to the change per the incumbent be provided additional training on animal control. Assistant Parks Director Kimberly Shelton spoke regarding the supervisory responsibilities and the similarity of work between the two positions. 10. Approve the New Class Specification for Utilities Electrician & Departmental Administrator Chief Examiner Michael Duerr noted a name change to Utilities Electrician & Electrical Safe Worker Program Administrator. Commissioner Simmons moved to approve the new class specification for Utilities Electrician & Electrical Safe Worker Program Administrator. Commissioner Behee seconded the motion. The motion was approved unanimously. VII. OTHER BUSINESS A. Notice to Commission: a. Proposed Civil Service Rule Changes Chief Examiner Michael Duerr stated that in addition to presenting the initial rule proposal at the September meeting, it was also presented with labor groups, departmental supervisors, and Directors. Feedback received resulted in changes which were reviewed with the Commission. Civil Service Commission Meeting November 21, 2019 Page 4 Commissioner Simmons asked for clarification on the term “being made regular” referenced on page 11, section 3.24. Chief Examiner Michael Duerr noted that it refers to an employee who has passed probation and is defined in section 7.28. Commissioner Simmons asked for clarification on section 4.80 - time in service, as it did not read well. Legal Counsel to the Commission advised that “…however, longer periods of time-in- service required to have been completed…” should read “…however, longer periods of time-in- service may be required to have been completed…”. Commissioner Behee motioned to adopt the proposed amendments to the Civil Service Rules with the addition of the phrase “may be” in section 4.8. Commissioner Simmons moved to approve the proposed changes to the Civil Service Rules. Commissioner Behee seconded the motion. The motion was approved unanimously. b. December’s Civil Service Meeting will be held on Thursday, December 19th due to the holiday the following week. c. The Mayor’s holiday reception for recognition of board of commission members will be held on Thursday, December 12th at 4:30 PM. VIII.
