SPECIAL CIVIL SERVICE COMMISSION MEETING VIA TEAMS Minutes from Meeting on July 23, 2020 I. CALL TO ORDER The meeting commenced at 10:02 am. The meeting was called to order by Civil Service Examiner Michael Duerr and conducted via Teams rather than in person due to COVID -19 precautions. Those in virtual attendance were: Michael Duerr, Kay Barnes, and Chelan Robbins. II. ROLL CALL OF THE COMMISSION Present via Teams were Commissioner Ethel McNeal, Commissioner Eileen Simmons, and Legal Counsel Jordan Stevens. III. Mayor Cassie Franklin provided the Commission with a brief presentation regarding and update on the budget process for the City. IV. SUBMITTAL AND APPROVAL OF THE MINUTES Commissioner McNeal moved to approve the minutes of the May 28, 2020 meeting. Commissioner Simmons seconded the motion. The motion was approved unanimously. V. REVIEW OF THE PERSONNEL ACTION REPORT Commissioner McNeal moved to approve the Personnel Action Report for May through June 2020. Commissioner Simmons seconded the motion. The motion was approved unanimously. VI. REVIEW OF THE CHIEF EXAMINER APPROVAL OF CALLS FOR APPLICANTS Commissioner McNeal moved to approve the Chief Examiner Approvals of Calls for Applicants for May through July 2020. Commissioner Simmons seconded the motion. The motion was approved unanimously. VII. REVIEW OF THE CHIEF EXAMINER CERTIFICATIONS OF ELIGIBLE REGISTERS Commissioner McNeal moved to approve the Chief Examiner Certifications of Eligible Registers for May through July 2020. Commissioner Simmons seconded the motion. The motion was approved unanimously. VIII. REVIEW OF THE CHIEF EXAMINER CERTIFICATIONS OF REHIRE REGISTERS Commissioner McNeal moved to approve the Chief Examiner Certification of Rehire Registers for June 2020. OLD BUSINESS Commissioner McNeal moved to approve the Police Sergeant Promotional Register. Commissioner Simmons seconded the motion. The motion was approved unanimously. X. NEW BUSINESS A. Class Specifications 1. Commissioner McNeal moved to approve the revised class specification for Police Officer Entry-Level. Commissioner Simmons seconded the motion. The motion was approved unanimously. 2. Commissioner McNeal moved to approve the revised class specification for Firefighter. Commissioner Simmons seconded the motion. The motion was approved unanimously. 3. Commissioner McNeal moved to approve the revised class specification for Firefighter/Paramedic. Commissioner Simmons seconded the motion. The motion was approved unanimously. 4. Commissioner McNeal moved to approve the new class specification for Division Chief. Commissioner Simmons seconded the motion. The motion was approved unanimously. 5. Commissioner McNeal moved to approve the new class specification for Environmental Technician. Commissioner Simmons seconded the motion. The motion was approved unanimously. XI. OTHER BUSINESS Commissioner McNeal moved to approve the proposed Civil Service Rule Change 4.53. Commissioner Simmons seconded the motion.
