CIVIL SERVICE COMMISSION MEETING
Minutes from Meeting on March 23, 2023
The meeting commenced at 9:30 a.m. Staff members in virtual attendance were Danielle Marks, Michael Duerr,
Chelan Robbins, and Bernice Delgado.
ROLL CALL OF THE COMMISSION
Present via Teams were Commission Chair Ethel McNeal, Commissioner Scott Bader, and Legal Counsel Amy
Allison and Christine Svihus. Commissioner Jo Metzger-Levin excused absence.
SUBMITTAL AND APPROVAL OF THE MINUTES
Commission Chair Ethel McNeal moved to approve the meeting minutes of the February 23, 2023.
Commissioner Scott Bader seconded the motion. The motion was approved unanimously.
PUBLIC COMMENT
No public in attendance. No public comment submitted by correspondence.
REVIEW OF THE PERSONNEL ACTION REPORT
Commissioner Scott Bader moved to approve the Personnel Action Report for February 2023. Commission
Chair Ethel McNeal seconded the motion. The motion was approved unanimously.
REVIEW OF THE CHIEF EXAMINER APPROVAL OF CALLS FOR APPLICANTS
Commissioner Scott Bader moved to approve the Chief Examiner Approvals of Calls for Applicants for March
2023. Commission Chair Ethel McNeal seconded the motion. The motion was approved unanimously.
REVIEW OF THE CHIEF EXAMINER CERTIFICATIONS OF ELIGIBLE REGISTERS
Commissioner Scott Bader moved to approve the Chief Examiner Certifications of Eligible Registers for March
2023. Commission Chair Ethel McNeal seconded the motion. The motion was approved unanimously.
NEW BUSINESS
New Classification Specifications
Commissioner Scott Bader moved to approve the new classification specification of Firefighter. Chair Ethel
McNeal seconded the motion. Commissioner Bader and Chair Ethel McNeal asked for clarification on the new
class spec. Staff reported the request was to establish recent work history to be within most recent 2 years
for Experienced Firefighter. The motion was approved unanimously.
OTHER BUSINESS
Approval of Eligible Register
Commissioner Scott Bader moved to approve the eligible register for the position of Utilities Maintenance
Technician I. Chair Ethel McNeal seconded the motion. Staff reported there was a challenge from a
candidate stating that nature of a question was beyond the scope of the class specification. Staff reported
that the challenge was reviewed by Human Resources, City Safety, and Public Works. It was determined
that the question was within the scope of the classification. Challenge was subsequently denied by the
Chief Examiner. The motion was approved unanimously.
ADJOURNMENT
The meeting adjourned at 9:39 a.m.
