CIVIL SERVICE COMMISSION MEETING Minutes from Meeting August 24, 2023 The meeting commenced at 9:30 a.m. Staff members in virtual attendance were Michael Duerr, Danielle Marks, Chelan Robbins, and Bernice Delgado. ROLL CALL OF THE COMMISSION Present via Teams were, Commissioner Scott Bader, Commissioner Jo Metzger-Levin, and Legal Counsel Christine Svihus. Commission Chair Ethel McNeal excused absence. SUBMITTAL AND APPROVAL OF THE MINUTES Commissioner Scott Bader moved to approve the meeting minutes of the July 2023. Commissioner Jo Metzger- Levin second the motion. The motion was approved unanimously. PUBLIC COMMENT No public in attendance. No public comment submitted by correspondence. REVIEW OF THE PERSONNEL ACTION REPORT Commissioner Jo Metzger-Levin moved to approve the Personnel Action Report for August 2023. Commissioner Scott Bader seconded the motion. The motion was approved unanimously. REVIEW OF THE CHIEF EXAMINER APPROVAL OF CALLS FOR APPLICANTS Commissioner Jo Metzger-Levin moved to approve the Chief Examiner Approvals of Calls for Applicants for August 2023. Commissioner Scott Bader seconded the motion. The motion was approved unanimously. REVIEW OF THE CHIEF EXAMINER CERTIFICATIONS OF ELIGIBLE REGISTERS Commissioner Jo Metzger-Levin moved to approve the Chief Examiner Certifications of Eligible Registers for August 2023. Commissioner Scott Bader seconded the motion. The motion was approved unanimously. NEW BUSINESS A. Class Specifications Item A1- Revised classification for Transportation Center Security Officer Chief Examiner Duerr explained that the changes were made in an effort to broaden where this classification so it can be utilized elsewhere in the City, with an immediate impact in the Everett Public Library. Commissioner Jo Metzger-Levin moved to approve the revision of class specification for Transportation Center Security Officer. Commissioner Scott Bader seconded the motion. The motion was approved unanimously. Item A2-Revised classification for Firefighter Chief Examiner Duerr explained that the City is proposing these updates in an effort to clearly identify what the requirement are regarding academy and experience. Commissioner Jo Metzger-Levin moved to approve the revision of class specification for Firefighter. Commissioner Scott Bader seconded the motion. The motion was approved unanimously. B. Civil Service Rule Revisions Chief Examiner Duerr provided an overview of the proposed rule changes, which included: Civil Service Commission Meeting August 24, 2023 Page 2 Rule 4.61: An update to Time-in-Service Points for Open/Competitive processes, employees of the city who are a Day Laborer or temporary work at the city would be awarded a 2.5% incentive or bonus on their final composite grade and regular city employees would receive a 5.0% bonus on their final composite grade, assuming they pass all the elements of the testing process and that they were not terminated by the city. Rule 4.70: An update that memorializes a practice of calculating time and service points for promotional exams based on adjusted hire date. Rule 4.82: An update that aligns the Firefighter/Paramedic eligibility requirements to align with the IAFF collective bargaining agreement. Rule 2.71: An update to memorialize an existing practice, this rule specifies that if a promotional list and an open/competitive list exist at the same time, the City will default to the promotional list as the primary hiring list. Commissioner Scott Bader moved to approve the revised Civil Service Rules 4.61, 4.70, 4.82, and 2.71. Commissioner Jo Metzger-Levin seconded the motion. The motion was approved unanimously.
