CIVIL SERVICE COMMISSION MEETING Minutes from Meeting November 16, 2023 The meeting commenced at 9:33 a.m. Staff members in virtual attendance were Michael Duerr, Chelan Robbins, Danielle Marks, and Bernice Delgado. ROLL CALL OF THE COMMISSION Present via Teams were Commission Chair Ethel McNeal, Commissioner Jo Metzger-Levin, and Legal Counsel Christine Svihus. Commissioner Scott Bader was absent. SUBMITTAL AND APPROVAL OF THE MINUTES Commissioner Jo Metzger-Levin moved to approve the meeting minutes of the October 26, 2023. Commission Chair Ethel McNeal second the motion. The motion was approved unanimously. PUBLIC COMMENT No public in attendance. No public comment submitted by correspondence. REVIEW OF THE PERSONNEL ACTION REPORT Commissioner Jo Metzger-Levin moved to approve the Personnel Action Report for October 2023. Commission Chair Ethel McNeal seconded the motion. The motion was approved unanimously. REVIEW OF THE CHIEF EXAMINER APPROVAL OF CALLS FOR APPLICANTS Commissioner Jo Metzger-Levin moved to approve the Chief Examiner Approvals of Calls for Applicants for November 2023. Commission Chair Ethel McNeal seconded the motion. The motion was approved unanimously. REVIEW OF THE CHIEF EXAMINER CERTIFICATIONS OF ELIGIBLE REGISTERS Commissioner Jo Metzger-Levin moved to approve the Chief Examiner Certifications of Eligible Registers for November 2023. Commission Chair Ethel McNeal seconded the motion. The motion was approved unanimously. NEW BUSINESS A. Class Specifications Item A1- Approval of the new classification for Procurement Technician. Commission Chair Ethel McNeal requested an overview of the new specifications. Chief Examiner Duerr explained that the classifications are designed as a series so that the responsibilities grow from one to the next. A great deal of specialization and knowledge, skills, and abilities that are now required to put together contracts, and the acquisition of products/services in many cases requires competitive bids, requiring contract agreements that adhere to both national standards and City regulations. Commissioner Jo Metzger-Levin moved to approve the classification specification for Procurement Technician. Commission Chair Ethel McNeal seconded the motion. The motion was approved unanimously. Item A2- Approval for the new classification specification for Procurement Specialist. Commissioner Jo Metzger-Levin moved to approve the classification specification for Procurement Specialist. The motion was approved unanimously. OTHER BUSINESS The December Civil Service meeting will be held on December 21 due to the holiday.
