Meeting Minutes
June 23, 2014
Meeting was called to order at 4:07pm. Agenda and minutes of the previous meeting
were approved.

Mayor Stephanson: Congratulated Andrea Tucker for sticking with city on Bayside
Park development and on the celebration. He complimented Andrea and Bayside for their
work.
Regarding City Council action on the budget, he thanked in particular Council members
Anderson, Bader, Murphy and Moore for their support for ordinances on utility taxes
which will help city avoid serious program cuts. This is phase one of the work the city
has to do to balance budget for 2015. Council has approved pursuing a consultant to look
at fire department in great depth. Many cities across the country are looking at
restructuring fire departments due to the changing nature of what fire departments have to
do. More and more, they are in the medical business. Fire trucks are half million to
million dollars each. City will be looking at ways to improve service. Also city is looking
at in depth studies for police next and transit.
The Community Streets Initiative meetings will start in mid-July with facilitator, and a
focus on homeless, mental illness, addiction, positive community spaces. Mayor is
considering a list of people from cross section of all areas of interest to serve on the
committee. On advice of the facilitator, the group is not including elected officials. This
will be a community effort led by community members without influence by city
officials. City will publish dates of meetings so people can observe and make comments.
City will set up website for comments, looking forward to recommendations from
committee.
Record-setting Sorticulture event this year with 16,000 attendees - double the number on
buses from prior year. Lots of activities with 4th of July, Cinema Under the Stars, Jetty
Island starts soon.
Inquiry about task force and how to express interest – referred to Anne Pogson.
George asked about sewer outfall monitoring in our city, and mentioned Tacoma
monitoring.
Mayor’s response: City does monitor. George is interested in monitoring for new
pollutants that are being dumped.
Michael asked about vote on utilities and whether there was support. Vote was 4-3 in
favor. Two public meetings indicated people are willing to pay more to keep services.
Impact is an average of $7 per home as result of utility tax. We can control our energy
use, and type of cable package we use, so impact can be lessened. Taxes will start in
January of next year. Increased taxes and new taxes will raise revenues of about $4.2
million for 2015. Another savings will come from elimination of about 15 positions.
Comment on evaluating contracting out services for parks or other services. Mayor said
union contracts determine what can be distributed out. Union employees are protected.
There are opportunities for new work to consider more cost effective ways to do work,
this is being looked at all the time. Work that is seasonal or circumstantial is more
possible for contracting out.
City Council Liaison Scott Bader: Most interesting thing coming up this week is city’s
push-back on growth goals from Puget Sound Regional Council. Mailer from Sound
Transit included projections for growth which are unrealistic targets for Everett. Allan
Giffen, Planning director, will make presentation at City Council on these numbers.
Shooting for PSRC targets would prompt un-acceptable infill housing. PSRC goal of
61,000 new residents by 2030 is not workable. Councilmember Bader attended the
opening of Goodwill’s new employment training center in old Circuit City business.
Also he noted that Olive Garden shutting down, moving across the street for re-opening
in Everett Mall. Walmart will be opening in Sept. Councilmembers are interested in
attending NNO events.
JT Dray reported on attending a Planning Commission meeting recently and hearing
discussion on new population requirements. Planning Commission member mentioned
South Lake Union which has changed a lot recently. Amazon employees will need a
place to live that is affordable, which South Lake Union is not. Maybe city could make
proposal for people to get on Sound Transit, live in Everett downtown.
Council member Bader commented that even if Everett annexes more area, the growth
target goes up even more in those areas.
Steve Bugge suggested that affordable housing growth is aligning with Hwy 99 corridor,
and Highway 9 widening needs to be completed to encourage more housing there.
George indicated that growth will go where improved design and planning go. Evergreen
Way corridor, brilliant design will make a better city.
City Reports:
Matt Coomes from Everett Transit updated the group on Summer Sunday Route 6 to
travel between Everett station and waterfront farmers market and waterfront music.
Also there are lots of July 4th events coming up, Yankee Doodle Dash, Parade, AquaSox
game and annual fireworks. Everett transit is fare free that day. Festivities are accessible
via bus and park and ride options to get to fireworks. Matt can be reached at 425 257-

Deborah Wright updated members on the latest activities at Everett Animal Shelter –
Contest underway to adopt 1,600 pets as goal for increasing adoptions. Shelter could win
up to $100,000, which could fund spay and neuter. Over 350 volunteers spend thousands
of hours at shelter making the services possible, otherwise could not operate.
Facebook shows adoptable pets online. During the adoption challenge, animals come
from high kill shelters to be adopted. ARF (Animal Rescue Foundation) focuses on
medical/vet clinic needs. Golden Paws event this weekend to fundraise for shelter.
4th of July Open House Outreach Booth - volunteers are still needed. Robin Gossett, JT
Dray, Nikki Oku and Tim will help out. If we can get a few more, the booth will be a go,
if not, it will be cancelled.
Communication Hubs update – Roger Hoot described the Formidable Footprint exercises
which are done on line with a series of problems to deal with on various types of
disasters. Log in on internet, discuss problems, what would we do, note lack of info, look
up info helpful to find shortfalls in neighborhood. Consider how best to communicate
within and across neighborhoods. Annual Field Day Ham Radio day is this Saturday at
Harborview Park. For online exercises on July 26th people will be able to log in earlier in
day log on around 9am, play until done.
Community Reports:
Andrea has asked and Wendy arranged for Dave DeHaan Everett Emergency
Management to attend in Sept. to discuss train safety including oil and coal trains.
Boating Classes are coming up offered by police dept. Requirement that those 55 yrs old
and under must take classes on boater safety. Local classes are offered by police dept. -
free class, offered twice a year.
Andrea described “This Place Matters” which is a program of Washington Trust for
Historic Preservation. It is a potential way to bring pride back to neighborhoods. She
asked whether there is interest in a guest speaker attending the council meeting. Positive
response so she will arrange for a speaker.
Monte Cristo Update - Members discussed goal of developing sponsorships for Monte
Cristo event to raise money to help cover costs for larger anniversary event. Committee
members are asking local businesses to consider sponsoring event. Andrea read aloud
draft sponsorship levels and described sponsor benefits of reaching “target market”.
Individuals can sponsor also.
Neighborhood Reports:
Bayside - had police report, 13 people attended. The group will meet in July.
Wendy McClure was guest speaker in June to help Bayside develop vision and goals.
July meeting will continue goal setting work. NNO event at Clark Park will be held.
Boulevard Bluffs – At June 26 meeting, will have Paine Field rep Bill Dolan as
speaker. Neighborhood has seen an increase in mail theft on Mukilteo Blvd. Perpetrator
is prying locked boxes to break into locked boxes mostly in evening. Found mail in other
areas. People aren’t picking up mail each day. Have your checks delivered to bank.
Cascade View/Twin Creeks – met June 16, 10 in attendance, had police report.
Dave DeHaan was speaker, about neighborhood risks. Dave showed Mary’s slideshow
on Hwy 530 mudslide and response. Dave Ramstad spoke about Sawdust Trail, and
Karen Erickson from Everett Mall Farmers Market spoke. Sgt. Trevor Townsend, new
south precinct admin sergeant, is attending meetings. Ice cream social planned for
Evergreen Branch library for NNO. Teaming with Westmont and Holly neighborhoods
will participate with them. Having magician, balloon artist, door prizes.
Delta – Met on June 17th, 17 attended, Smile Mobile presentation from Everett
Boys and Girls Club. Officer Jeff Nevin will be guest speaker at July meeting. Starting
planning for neighborhood clean-up event.
Evergreen – June 2 with 8 attending. Had police report. No show guest speaker.
Clean up event on Saturday at Madison-Morgan Park, 15+ in attendance. Boeing
workers also attended and helped with clean up. Pile of debris to be hauled off.
Glacier View no report
Harborview Seahurst Glenhaven – no meeting in June. Had a clean-up of Pump
house site on Seahurst at Mukilteo Blvd. – “garden party” weeded and cleaned up area.
Geocache is located there. Good turn-out for that event. Northshore beach restoration
project taking place soon, which will to add sand to several creeks to enhance salmon
spawning. Tom invited people to visit sandy beaches of the parks in his neighborhood.
Had a Madrona Ave block watch party, called St. Leon’s party, mostly a social get
together, held halfway between last Christmas and next Christmas. Planning outdoor
movies, four or five movies for block watch group. Madrona Ave has had a lot of
criminal activity but neighbors are collaborating, have caught people through neighbor to
neighbor communication. Planning NNO picnic at Howarth Park, 6pm. All are welcome.
Lowell – no regular meeting but Alex Alexander called a special meeting and
spoke about Lowell history. Planning NNO event, 6-8pm at Lowell Park.
Northwest – 27 in attendance. Terri Amburgy described her crime fighting
strategy to NW neighborhood. Next meeting in September. No NNO event.
Pinehurst – June 17 meeting, 7 people, no report, no speaker. No meeting in July
or August, June 26 radio check at 6:30pm on Ch. 13. Planning for their August 5th 6-8pm
NNO event, with DJ, Smoke house from fire dept. to teach children about fire safety.
Port Gardner – Had 18 people, police report. Dean spoke about oil trains and
coal trains – big issue. Sno-Isle Co-op did presentation and brought snacks and Peak
Health and Fitness discussed exercises to improve strength and health. NNO events will
be held in two Park sites.
Riverside – no one present
Silver Lake – no report
South Forest Park – 12 in attendance, Port of Everett gave a presentation of
plans for Port improvements, walking trails, etc. Opened up trails down near Port. Ice
cream social planned for NNO. No meeting in August, but there will be a meeting in
July.
Valley View – no meeting, working on getting cross walk flag boxes re-installed.
Issue is that flag containers for cross walk over bridge have not been restored. George
also commented on Map Your Neighborhood as great tool for both crime prevention and
preparedness.
View Ridge- Madison – met on June 4, 10 people, crime mapping was discussed.
Solicitors need id. Harbor tours will be starting. Everett Recovery Café being planned
for fall implementation. Due to Labor Day and school schedules, there will be a meeting
in late August, for Sept. meeting. Two events - NNO at Memorial Church and also at
South Everett Community Center.

Citizen Comments:
Dave Ramstad, Historic Everett, presented info on a proposal to name a key Everett recreational trail. He
is visiting neighborhoods to discuss the trail naming proposal. This existing trail goes around the
perimeter of the city already – about 10K long. Route is from East Grand, East Marine View Drive,
around the point, past Legion park, onto West Marine View Drive to Hewitt, to Bond Street. It has no
formal identity yet, but historians think this trail should have a name, and if it is promoted, and included in
things to do around Everett, this could bring people to Everett to try out the Sawdust Trail. A promotional
effort ties into city budget by bringing people into the area, boosts visitors and economy. The proposal of
Sawdust Trail as an umbrella name is historically appropriate name. Dave expects it could become a
project to add historical signage along the route to show Everett’s wood industries before 1980. Dave can

Mayor Stephanson: Mayor was unable to attend.
Mary Schoenfeldt, Everett Emergency Management - Mary presented information on the mudslide event
and community resilience of residents in Oso, Arlington and Darrington. Mary was duty officer that day
when the Hwy 530 Slide event occurred on March 22. She responded to county emergency operations
center and worked on issue for the next 30 days. Mudslide came down at over 60 mph.
In most disasters, 90% of citizens are rescued by citizens. Neighbors were essential and jumped in to help
with sets of skills that emergency managers didn’t have. Neighbors helped neighbors.
The river was rising 12-24 inches every 30 minutes behind an earthen dam of the mudslide. Decision was
made by emergency managers to evacuate downriver from blockage. Rural community residents
evacuated effectively and responded to the evacuation call. Neighbors were communicating a lot, sending
messaging out to other neighbors. The response was a blend of traditional first responders and non-
traditional responders. Residents worked side by side with emergency response folks, melding local
equipment, loggers stuff, and fire equipment. Neighbors stepped in to donate so much food that it was
parceled out to food banks because the donations exceeded the need. Neighbors gathered clothes to be
washed, neighbors made huge difference in basic steps. Devastating event but isolated.
In our case, in an event here, Everett needs all neighborhoods to be organized. It would be more
widespread most likely.
CERT – very important part of the response
MYN – concepts of vulnerability within neighborhood areas and also skills.
Communication Hubs – Darrington had no communication for 2 days. No crews could get in for two days
because mud was still sliding. Amateur radio made a big contribution.
Community Leadership – it’s about relationships, knowing about what you can depend on within your
community, your neighbors.

is a great resource for knowing about what should be in your grab bag if you have to evacuate/
Mary also updated the group on plans for July 4th parade organizing through emergency management.
Parade meeting for volunteers tomorrow night. More volunteer helpers are needed. Meeting at 6pm at
upstairs fire office. Call Mary to volunteer at 425 257-7965.
City Council Liaison: Council member Scott Bader commented on recent issues before Council.
Riverside business park – city is on verge of agreement with Port of Everett and Tulalip Tribes, to open
bridge to the business park. On Broadway Bridge, the funding issue is resolved, bridge needs repair.
Handles 30% of north bound project so it is important bridge.
City budget has been in the news. Administration will be forwarding recommendations on Wednesday at
Council meeting. Some consensus on budget at the community meetings and those were informative to
him as a councilmember. Recommendations apply to 2015, but there are continuing funding problems in
the future.
Plenty of time to comment at council meeting this week. sbader@everettwa.gov Eager to get comments
from Everett citizens.
City is planning for a task force to address homelessness – city putting group together, he is eager to see
something happen. Good to evaluate what services are out there, how can we provide services in a better
way to make sure people feel better. There will be a panel of members for task force, still to be
determined. Lots of summer activities coming for families to enjoy the summer.
Comment from Andrea Tucker, that a resident told her the neighbor church was asked by the police
department not to serve lunches. She wondered about role of police in asking not to serve lunches. She
thinks the task force is a great idea and is interested in helping.
Comment from George – Cruising Colby event impacted parking near Presbyterian Church, signage was
not accurate, parking restrictions didn’t allow parking on Sunday for their worship services, so event
planning needs to be better coordinated with church and impacted businesses.
Comment – Steve Bugge recommended inclusion of businesses on task force for homelessness.
Sgt. Townsend, Everett Police, South Precinct – He has met many leaders and visited several
neighborhood groups in past month. Police department has a continuing mission to work with
community. Increase in gang related activity and related violence recently, since January. Increase in
activity at police department and strong interest in working together. Last week, police arrested several
gang members and gang-related folks. (Applause) Department is taking multi-pronged approach and
multi-faceted. Strategy includes involving local groups, schools, businesses, clubs and seeking info and
options. Want to improve on communications and response, so that assistance is delivered. Can’t do this
without community partnerships.
Question about which gangs are showing up.
Response from Sgt Townsend: Surrenos common in south Everett, Wetback Pride, different here than in
southern California. These groups seem different – there is not a traditional structured group with
identified leadership. In this case, these folks know each other, have a conflict. Officers and investigators
are seeing graffiti indicators of conflict between gangs, especially in south end. Young kids involved.
Pro-active response to graffiti tends to resolve a lot of the issues. Neighbors can help reduce graffiti.
Report it on private or business property. A lot of graffiti can occur quickly with active tagging. Graffiti –
Code enforcement unit can assist private property. Code Enforcement – phone report 257-8560.
Abatement fund is being used to help with removal.
Racist or graphic graffiti is different and will be dealt with swiftly. Contractors come out once a month,
code officers are out all the time. Photos are helpful to identify perpetrators.
Big believer in teamwork. Use 911, dispatch center, which prioritizes calls for response. Don’t assume
police know what is going on.
Question - What happens once you get the information?
Response - Tagging can be used to determine who person is, affiliations, street names can be revealing to
track down person.
Richard Tarry – Public Works/Engineering – update on 6 year Transportation Improvement Plan –
(TIP) Rolling six years for plan on transportation improvements– a resolution will be going to council
later this month. $422 million worth of projects on the list. The list authorizes the projects to go forward
for funding, as funding comes available, such as federal and state grants. List is used to move projects
forward. Completed items: the Pacific Ave BNSF grade crossing improved. Riverfront walk way phase
2. Everett Station park and ride parking structure was de-listed. TAC committee reviews list before it
goes to Council. Average of about $8 million spent within 6 years. The list is a broad brush planning list
for projects. Approved 2014 – 2019 is on website. Email Richard Tarry for more details.

Question - what about projects that aren’t on the list – is there a potential for small improvement projects?
Response - City traffic engineer and city engineer help evaluate options for state and federal funding from
preliminary funding for design, to construction phase.
Question - what about improvements from Hwy 2 north on I-5 to Marysville response - this will not be a
new lane, but a hard shoulder running may be option but it is on list to encourage improvements in future.
Dave Koenig – Planning Dept – Comp Plan Update
Thanks to folks who attended community meetings on Comp Plan. The next Planning Commission
meeting will be at 6:30pm, on June 17 in Council Chambers to discuss what came out of community
meetings. Staff are now looking at how to accommodate growth in terms of formulas and numbers with
Snohomish County.
Infill measures report – staff collected info, developed input on growth, met with community, got an
award from Puget Sound Regional Council for this work to explore ways to accommodate growth, for
innovative planning efforts.
Schedule is to have discussion meetings at Planning Commission, produce plan in fall, so people can
comment on it in the fall. Environmental review in fall and Dave and other staff are happy to go out to

Property update – tank farm obtained, KC and Saltchuk in negotiations still.
Question – about clean up event – also will be on June 14th for Marina Clean-up Day.
Everett is not an oil or coal export port.
Questions National Maritime Historic Area did not pass legislature this time.
Teamwork:
Monte Cristo 2014 – committee meeting tonight after Council meeting. Selection
committee meeting to be held July 7 at Wall Street Building to choose winners.

Disaster preparedness update – Roger Hoot reported on table top exercises that group
worked on at Fire Station #4. Come by on designated date to sit in on the exercise.
Scenario presented and participants are asked to contribute in exercise, resources available.
Hub caps are working on this effort.
Neighborhood Reports:
Bayside – restructuring, will meet on June 17
Bayside Park, Bayside P-Patch celebrating 20th anniversary. During celebration there will be a dedication
of two benches in P-Patch, and a celebration in honor of woman who was killed in Bayside. June 21at
2pm. Another bench has been donated by Aileen Langhans who is a previous Council rep for Bayside.
Boulevard Bluffs – Conducted meeting on 24th, had police report, new couple attended meeting, new
residents from Bellevue.
Also - Roger and Victor attended and observed Hub exercise in Seattle. They are light-years ahead on hub
activity. Would like to have another meeting of Hub partners.
June 28 Amateur radio field day to be held at Harborview Park. Public is invited to learn how radios
operate, reach out around the country, world via the radios.
June 26, next meeting, last BB meeting for the summer.
Cascade View Twin Creeks – Had 10 people present, Lt. Jeraud Irving reported on crime. Guest speaker
David Dilgard spoke about history of flight in Everett, prior to Bill Boeing getting started. Boeing visited
first flight pilot and was fascinated with the planes – thought he “could do better”. Great presentation.
Delta – About 32 in attendance. Mayor was guest speaker, quick survey of budget priorities. Police report
by Sgt. Bosman.
Evergreen - none
Glacier View – none
HSG – Met May 20 and discussed graffiti in neighborhood. Had neighborhood plant swap and had 14
people in attendance. Sgt. Townsend attended. May garage sale very well attended, lots of recycling of
goods from home to home. Lots of volunteer work in Harborview Park. Forterra is working with
volunteers to get rid of noxious weeds, positive changes occurring – there will be beach work coming
soon, Pigeon Creek and Merrill Creek to re-landscape the beaches with clean sand. Starting in November
that park will be closed three months in lower section of Howarth Park. Not meeting in June or July.
Next meeting is NNO in August at Howarth Park
Lowell – Green Cities rep gave a presentation on preserving forests in city. Good presentation on
volunteer work and removal of invasive plants. Elections were held with Alex Alexander, new president,
Kathy Miller vice chair, Secy Diane Jackson, Kathy Miller and Elly Smith are reps.
Northwest – Had 40 plus people in attendance, had Sgt. Bosman there and John Petersen from Parks
spoke about plans at arboretum and part of Legion Park will be closed for clean up of arsenic in Park.
Lisa from Port of Everett spoke and gave slide presentation. NW garage sale is on 2nd of August. “Mother
of All Garage Sales”
Pinehurst – 11 in attendance, Sgt. Townsend discussed graffiti. Speaker was Barry Martin from Parks
about fishing derby at Silver Lake – big fishing event. Also had My Everett News.com Leland Dart

Port Gardner – they had 20 in attendance. Police report from Sgt Bosman. Elections were held and
Andrea is the new chair for Port Gardner. She also announced there will be fundraiser, Historic Everett
High Tea on June 21, Hartley Mansion. Also, 12noon June 14th there will be a Cemetery Tour.
Riverside – 16 in attendance, Sgt. Bosman made report. Dave Ramstad presented information. Garfield
Little Free Library has been restored and the library back in place. Has a real shingled roof. Secret Garden
site is closing, due to sale of property.
July 12 is Riverside garage sale. Garfield Park work party June 14. They will be painting picnic shelters.
Making plans for food canning class for next fall. Halloween contest planning underway.

Silver Lake - no report
South Forest Park – Nine in attendance. Sgt. Townsend gave report, having neighborhood clean up at
Zion Lutheran church on June 7.
Valley View –- No leadership and no meetings. But group still working on Commons. Still weeding,
cutting grass, getting MYN group to meet. George also announced a Jetty Island June 14 event to clean
up island. Volunteers are needed.
View Ridge Madison – 8 in attendance Sgt. Townsend attended and described the July 4th open house at
police headquarters after the parade. Neighborhood clean up will be on June 21. No meeting in July, will
have late Aug 27 at Sunrise Services on Madison.

Marina Concerts – Thurs, Sat and Sunday and Farmer’s Market at Everett Mall site will start up.
