Council of Neighborhoods Meeting Minutes Oct 27, 2014 Meeting was called to order at 4pm. A moment of silence was held in memory of those in Marysville-Pilchuck High School. Agenda and minutes of the previous meeting were approved. Attendance: James Grindle, Traci Weaver, Roger Hoot, Liz Hawkins, Michael Trujillo, Steve Bugge, Sandy Macham, Colleen Kain, GeorgaDee MacLeod, JT Dray, Art Olson, Jim Prissel, Andre Tucker, Victor Harris, Laurel Hasley, Jo Brodersen, Teresa Schultz Excused: Ben Blacker Citizen Comments: None Mayor Stephanson: Meghan Pembroke, Public Info Director, shared information in Mayor’s absence. Everett fire, police and emergency management crews did respond to Marysville/Pilchuck incident, and continue to offer support and assistance. Mayor is giving his annual budget address on Wednesday. The Community Streets Initiative Task Force meets this week for it’s 2nd to last meeting, and will finalize recommendations. Broadway Bridge discussion with contractor will occur tomorrow to set a definitive start date. City staff are working on a new website – to be built to replace old system. Need ongoing maintenance of website, and chose CivicPlus firm to develop the new website. City is on a quick timeline to launch in March, with increased responsive ability. It will work well from phone or tablet. Online payment will be part of the new system. Updates on-line, and new system will allow community voice to give comments on city projects. The CivicPLus consultant made suggestions to all departments to consolidate what we have. Consultant recommended there be 1 page from each neighborhood. Question – re: ADA link to appear on front page. New site will have ability to be translated into other languages. Logo update – city determined this is a good time to update logo, in line with website. Came up with creative way to involve community and received over 850 designs. Voting on line is underway. Cultural Arts will lead effort to make final recommendations on logo selection. Changes to logo can be costly, but city will replace logo only on as needed basis as new printing needs or other items are updated. City Council Liaison: Councilmember Scott Bader acknowledged the Marysville/Pilchuck tragedy. He is interested to find out how to prevent this from occurring in the future. City Council is working on budget amendments for 2014 and preparing to consider 2015 budget. Mayor’s budget address will take place this week. Nov 19 Council will hear an update on Legion Park and tree cutting. In December, an update on downtown parking study and how parking is used, on and off street. Marriott Hotel in works, loss of parking but will be better for Everett in the long term. Steve Bugge, increasingly likely there is another budget crisis coming with bubble or recession in the works. Councilmember Bader indicated budget office staff are carefully considering future trends. JT Dray noticed house restoration of a site that is possibly a CHIP program recipient. Boards and Commissions applications – Deborah Wright announced that this is the last week to apply for positions on various boards and commissions. City is taking applications now until Friday. City and Community Reports: Eric Hicks – Fire Dept. – Assist Fire Marshal – Eric is planning to work more visibly and directly with neighborhoods in city. The goal is to get fire safety message out to neighborhoods. He has attended meetings, answered questions. Fire Dept does a wide variety of stuff, responds to lots of calls. Eric also wants to get to neighborhood groups when a major fire occurs to share information since this is an opportunity for more education. He asked the group to consider their plans. Fire safety – do you have a fire drill at home with your families, go to family meeting place? Need to have locations for at night, during day. Fliers for info on preventing fires, especially in winter time related to heaters. Wintertime brings emphasis on trying to prevent fires due to combustibles near heater units. 3 foot distance from heaters. Holiday season issue- Christmas trees needed to stay well hydrated, don’t put wrapping paper in fireplace. Question about CERT training – It’s such a limited offering, why is that so limited? Staffing for CERt requires specific people to teach and timing is challenging. Question regarding McCrossen and Hodges buildings – is Fire Dept responsible to get owner to make them safer? These two buildings were fires caused within private areas of residents. Have to get out and educate public and tenants education to fire safety measures. Victor asked about what kind of tack you intend to take with neighborhoods? Are you going to address questions like risk in individual neighborhoods? He will focus on incidents that occur, and other fires, as well as fire safety – on track for 20,000 medical calls likely this year. 85-90% re medical calls 257-8123 Eric Hicks CPR or medical 1st aid. Inquiry - Medic One can come out on CPR training. Basic first aid, etc can be talked about at meetings. Community Reports: Deborah Wright – She reported on Mayor’s Diversity board which is interested in linking up to support ties between schools and PTAs with all the neighborhoods. Diversity board partnered with senior center on inclusion and diversity of participants. Senior Center attracted more diverse participants by offering more events and attracted more diverse attendees as a result. Hoping Diversity board will work with Neighborhoods Council to encourage more participation. Civic engagement as the goal – how does it work? Asking neighbors to participate is a good way to connect with people. Andrea – She suggested NNO elements to attract diverse cultures. Starting at schools is possible point of contact. In Delta, language translators are needed to help overcome barriers with some populations. Several languages are spoken in Delta area. Have to overcome barriers of perceptions of government and police from other countries. Need to reach the kids, younger people to let them know what they can do, what they can accomplish through community involvement. Need to take long term view to recruit people for future. Teamwork: Monte Cristo - Viola Oursler Park – lightly attended clean up event took place, sparsely attended. Better to have a park clean up in summer. Pressure washing benches, etc is needed. Place on March agenda for planning a future workparty. Syendy Parmalee Vintage Apts. interested in participating in clean up. Neighborhood reports: Bayside – 20 attendees, public safety speaker Sgt. Jack Jessup. Sharon Gunnerson spoke about the Recovery café. Blvd Bluffs – no meeting Cascade/View Twin Creeks – 31 in attendance Had several police officers. Sgt Zeka, spoke. Mayor Stephanson attended, Bob Hillman and John Petersen from parks spoke about new Bruskrud Road park project. Parks sent postcards out to people about that portion of meeting. Jim Greico is new alternate rep for neighborhood. Nine new homes on 3rd Ave. Michael passed out postcards door to door, and two gentlemen from those homes attended. Delta – had 13 in attendance. Got another tutorial on crime mapping.com from EPD. Port of Everett presentation on waterfront development plans was informative. Glacier View - Sandy participated at Monte Cristo and could not attend his neighborhood meeting which occurred on same evening. H-S-G – 26 people attended. Candidates night was focus, well attended and had prepared questions, and took questions from audience, had book exchange. HSG will have large candidate event next year. Mayor will be guest next month. NW – 30 people attended. Sgt. Jessup spoke. Sawdust Trail and Hibulb Overlook were discussed. Dave Koenig discussed the Comprehensive Plan and waterfront development. One attendee was from Whittier. The Halloween event this Thursday needs volunteers. Pinehurst – met Sept 23, 18 attended, Mayor spoke, Lt. Irving spoke also. Had round table discussion on crime issues. Next meeting tomorrow at Cascade HS. Port Gardner – had about 40 people, Mayor spoke. Officer Eddie Golden spoke about crime mapping. Mayor gave update to community. Riverside – 2 officers, Officer Golden and Sgt. Jessup spoke. 22 people attended. Home of the Month at 16th and McDougall. David Dilgard spoke about Riverside history specifically. Annual Halloween decorating contest – Boo! Is theme this year. Little Free Library vandalized recently. View Ridge Madison – Teresa was ill and could not attend. Nov 7 PTA carnival at Madison Elem 6pm start time. Announcements: Historic Everett – free talk about free speech, Nov 2nd 2pm – 4pm in library auditorium. Roger Hoot showed off Emergency Magazine, photo of Mary Schoenfeldt.
