Council of Neighborhoods Meeting Minutes April 25, 2016 Meeting was called to order at 4:03pm. Agenda and minutes of the previous meeting were approved. Attendance: Roger Hoot, Michael Trujillo, Kari Griffith, Tom Norcott, Colleen Kain, Elly Smith, GeorgaDee MacLeod, Shelley Weyer, James Prissel, Victor Harris, Mary Alexander, Dennis Dudder, Jim Greico, Ethel McNeal, George Lockeman, Vanessa Randall, Teresa Schultz Excused: Steve Bugge Citizen Comments: None Mayor Stephanson: Mayor was unable to attend. Paul Kaftanski attendance on his behalf. Paul was formerly Parks and Rec director and previously director of Everett Transit. He moved to Administration two months ago and is now an Executive Director, internally focused primarily on Parks, Planning, Transportation Services and Animal Services and Senior Center which moved into the Parks department. Lori Cummings is the new Parks director, and has been with city more than 25 years. She can be reached at 257-8353. Glynis Frederiksen, animal shelter, will report to Paul. Paul will also work on follow up to structural deficit issues studied previously. Governmental services, police, parks, fire. More than 400 suggestions came forward. His new phone 257-7113 Meghan Pembroke – gave an update on lead testing for water services. She indicated that additional testing of water is being done in Everett out of an abundance of caution after Tacoma’s water testing results. Galvanized pipe in Tacoma was at issue, so Everett is responding by testing within the home to assess whether there is anything of concern here. ST-3 open house this evening, 5:30pm at Transit Station. Residents are encouraged to learn more by attending the meeting. Metro Everett – Open House May 9 at 5:30pm at EPAC. Meghan explained that city is launching a cool tool on website called Community Voice. Residents will e babel to post questions, comments. This new tool will go live later on in conjunction with this Metro Everett planning process. It will allow for an On line forum, people can post ideas, respond to ideas, vote things up and down. Charter Review committee has meeting on May 12 4:30 – 6:30pm. Draft report will be put on line before the public hearing. There is a form on line to make comments. City Council Liaison: Council President Scott Murphy – He did some follow-up on a couple items from last month – regarding burned out light bulbs near event center. Historic bulbs are set to be replaced with LED lighting upgrade. Public Works will replace the bulbs that are out. Full lighting replacement will occur later on. Non-historic lighting is maintained by the PFD and will be replaced soon. Steve Bugge had asked about actuarial assumptions used for retirement for police and fire pension programs. President Murphy reported that 3.5% is assumption, of earning per year. Had a pension board meeting of Police pension board, actual return was 3.2%. Public Safety Committee will meet next Wednesday in Council Chambers, at 5:30pm. Charter review meetings are in HR training room. ST3 – very important to attend meeting this evening at Everett Station. March 24 proposal issued for comment. Has services not reaching Everett station until 2041, 25 years out. Not acceptable time line. Trying to structure a modified proposal, routing and eliminates a couple stations in route. Down I-5, not Evergreen Way toward Everett Station. Would get here by 2033. Sound Transit presentation at 6pm. Neighborhood meetings attended Delta meeting a couple weeks ago. Wants to get to all meetings through the year. Any input for city council, or call 257-8703. Michael commented that Deb Williams has been attending the Charter Review meetings and is helpful with info. Andrea asked about status of trail called Mill Town trail around city which would be a bike and walking trail. Paul K responded that trail was identified in Shoreline Master Plan, from Mukilteo around north Everett to Lowell. Extension of trail north from Lowell to Riverfront area. Problems around the north end conflicting with railroad and around Port area with Waterfront development. Andrea will send Pail the historical commission trail map. Sound Transit – why will it take so long? Second phase, ST2 doesn’t reach Lynnwood until 2023. Next ten years to get service up to Everett. View Ridge Madison has seen a lot of recent accidents due to jaywalking, across Evergreen Way. Question about emphasis patrols and police plans. Getting worse and worse. Missing crosswalks, although they are spread apart. George asked about ST3 – not thinking outside the box. Why not start to build south to Lynnwood from Everett? Is bonding authority the issue? Paul Roberts is city’s rep on the Sound Transit board. Design build should be an option. Worrisome if you think about vote for schools, plus ST3, multiple costs increases for homeowners. Questions about changes between now and that time with transportation. On line survey. Comment period closes on 30th of the month. Concern about spine to Everett, should push for the spurs to come after the spine completion. Regional asset has to be negotiated with King County people, to get on board. Victor – sits on the TAC board, need to keep in mind that the spine was intended to come up I-5 originally, we changed the rules of the came bringing the spine to Paine Field. Going down Evergreen Way makes sense given comprehensive plan for Evergreen Way. City and Community Reports: Kate Larsen – library – monthly calendars for May. Programs in May, civic engagement, coffee with a cop in fall, coffee and chat with Everett City Council on May 25, and Scott Bader on May 14. Screening Frontline Film at library called Chasing Heroin, with local experts on May 22. Tom thanked Kate for time and energy reaching out on these to topics. Cultural Arts events this summer - Wendy Meghan Pembroke – Communications and Community Engagement – Meghan announced another forum on opioids on May 25, finalizing speakers at EPAC. Meghan described changes on staffing since Deborah’s retirement. Meghan is the Communications director, responsible for website, media, Everett channel, communications, press releases, emergency communications, Her staff includes Sarah Reyes – social media, digital engagement specialist and tourism. Mark Somers work on filming and supports Ch 21. After Deborah Wright’s retirement, Wendy became part of Communications team. Wendy and Meghan work on similar projects, social media, help on line, and community outreach.  Update on last couple months of discussions – Wendy did an audit of what’s going on in neighborhoods now, areas of focus, desire to boost participation, younger community members, immigrants, reviewed what other jurisdictions are doing with neighborhoods services and community engagement. We are also looking within the city at different departments and considering their outreach to neighborhoods and community at large. We are interested in outreach and opportunity for meaningful comment by residents and community members. So now the team is called Communications and Community Engagement Team – Office of Neighborhoods is still part of that. We will be adding on broad based outreach – non geographic communities, on line communities, where are people getting their info. We want to tap those, make sure they know about what we’re doing, gather input from among immigrant and diverse communities. New efforts are anticipated- translation, interpreters, tool kits, expectations on meaningful participation and outreach. We want to make sure we are making people aware that Mayor has approved a full time permanent position. Logistics, tech assistance, etc. Mayor is very supportive of where we are going and is excited. Carol Gogarty and Tom Norcott commented on a desire to discuss ideas, meet and talk. Meghan responded with interest on possible approach to dialogue. School District Follow-up - Wendy described a meeting with Dr. Joyce Stewart after the last Council of Neighborhoods meeting. Dr. Stewart is planning a meeting with all principals in the district. It will be an Everett School District meeting in August – Dr. Joyce Stewart talked with Wendy about CRC regarding meeting on Aug 5 – partnership plan Teamwork: Nominations Committee – Bios of candidates were distributed. Next month, each candidate will make a brief presentation. Monte Cristo Committee – GeorgaDee, Carol G, Elly, Vanessa, Tom, Colleen, Shelley, Michael, Andrea, Dennis, Teresa, Ethel, Kari. Selection committee hosts event, reviews nominees, helps choose awardees. Day of event help is needed. Need nominations from all houses and businesses. Announcements: Sound Transit Jackson Park Metro Everett Open House Community Forum Neighborhood Reports: Cascade View/Twin Creeks. 15 attended Lt. Karen White 257-7510, Kevin Fagerstrom from Code Enforcement, were guest speakers. HSG - May 17th -, Lynn Sterbenz and CERT people will be invited, will plan for disaster exercises for neighborhood. May 21st garage sale. CEMEX willing to come in May to respond to questions. Northwest – Providence Hospital will be attending to speak about a new development at 12th and Oakes open field – Children’s Hospital. Meeting is on third Thursday, May 19th at college.  Near CEMEX – on Sievers Duecy – semi parking, May 1st parking changing, restricted parking, no parking allowed from 10pm until 4am.
