Council of Neighborhoods Meeting Minutes May 22, 2017 Meeting was called to order at 4pm. Agenda and minutes of the previous meeting were approved. Poverty level in Everett, one third of Snohomish County struggles to make ends meet. Most do not own a car, and depend on mass transit. It’s a long ride to Bellevue, bus is important to large segment of population. Everett Transit is paying three consultants a quarter of million dollars to decide future of Everett Transit. ET is 100 years old, a public company until 1969, when it became part of city government. Technology is changing rapidly. New tech for next 20 year not known. Please review documents distributed to council reps to review, carefully consider Everett Transit planning. Special Guest: Officer Yuliya Wold introduced herself. She has just stepped into the position of Crime Prevention Officer. She has worked with Everett Police for 6 years. She is from Ukraine and she speaks Russian and Ukrainian in addition to English. Eddie Golden, formerly the crime prevention officer, has retired from EPD and now has taken a position in Code Enforcement. Officer Wold looks forward to connecting with all the neighborhoods. She worked mostly in the north end on patrol and will be working to get to know all the groups. The Council welcomed her. Mayor Stephanson: Mayor was unable to attend. City Council Liaison: Council President Judy Tuohy – Announced Westmont Holly had meeting, had 20 people present and were led by Liz Vogeli. The final meeting will be held tonight for Everett Vision committee. Councilmembers are looking forward to seeing final report. Thanks for participants on committee, including Ethel McNeal and Michael Rinner from the Council of Neighborhoods. At the recent library board meeting, members were able to see first of library expansion drawings from the architect. Drawing and information is to be presented on May 31 at City Council. City and Community Reports: Engineering – 6 Year Transportation Improvement Plan (TIP) – Richard Tarry, engineering services manager at Public Works passed out information on the 6 year TIP. The TIP has been through Transportation Advisory committee, and will go to city council in June. The TIP is a list of projects that could be accomplished over next 6 years, but is a financially unconstrained list, so not everything on the list will be built unless funding is found. It doesn’t mean project is approved or will be constructed. Council authorizes staff to go seek funding, from state, federal and grant funds. As a project becomes closer to possible funding, then the public process kicks in with all the typical reviews and public input. New projects are shown in bold. There are new items including bridges, waterfront/riverfront connector projects, park and ride, and SR529 W Marine View Drive bulkhead rehabilitation. Six year transportation plan is available in more detail on city webpage with maps of each project. Type TIP in search box to take you there. Comments and questions: Edgewater Bridge replacement – how to deal with traffic over bridge will be part of discussion process. Could be partial closure, engineers decide how to approach the work. Capital projects – what will city spend this year for capital projects? Feds give 60-80% of funding, but city has to put funds in as well. List is not prioritized, number or order doesn’t mean anything. Rush hour is getting longer. Madison and 52nd are each horrible pinch points on South Broadway. South Broadway corridor 5 lane proposal could help – this is gradually being funded and constructed. Question about “Next generation ORCA project”. Response - it is to work on things in the future, to work with paratransit and other places to pay fares to keep project up on technology. Everett Transit – Long range Plan – Sabina Popa oversees service planning. She detailed the process for this planning cycle. In Dec of 2016, Transit decided to hire consultant team to develop a 20 year plan. Looking at newly updated comprehensive plan and need to fit transportation into plan. Where do we want city transit network to be in 20 years? Asking neighborhoods for input on core values, services, partnerships with other transit agencies. First phase outreach is to inquire about values of public such as service, frequency, cost of fares and other input. Financially constrained view, and transit will grow based on input of public. Online open house, info June 1 – June 22, on line survey. There will be opportunity to learn more and give input on June 8 at Weyerhaeuser Room at transit center from 6-8pm during an Open House. Also a few drop in sessions are planned, north and south at college, and at mall. Also will attend Planning Commission, Transportation Advisory committee. Contact Sabina if you wish to invite her to neighborhood meetings. Questions/Comments: What outreach is being done? Utility mailing list, interior bus ads, exterior bus ads, distribution lists to several employers, Sorticulture, Facebook posts on city and Everett Transit sites. Some materials will be available in Spanish. Parking is free at Transit Center, Eastmont and other locations. Will Everett Transit offer parking at church lots etc? Twenty year plan – how will technology updates impact plan? Part of plan will look at emerging tech, service plan, ideal network, thresholds, and updates will be made every 5 years. Everett Planning – Metro Everett Open House – Niels Tygesen – open house for plan is set for July 13 at Everett Performing Art Center – doors open at 6pm, main meeting at 6:30pm. Third and last open house with Everett Metro Plan, will work on draft in fall. Three topics – zoning changes, height proposals and parking. There are numerous zones now, a lot have overlays and development standards. One proposal is to merge zones to make planning and land use simpler. Heights – expansion of ideas of heights based on topography, tier down heights as they approach residential buildings. Parking – broadening to include on street parking discussion. Finalizing document to be published next week. June 13 is the Open House. Website: www.everettwa/metroeverett Teamwork: Candidate Forums – Kate Larsen (Friends of Library), Tom Norcott (CON) – met recently to begin planning a fall Candidate Forum. With three city council positions, a contested mayoral race and school district positions, there is a lot going on. Proposing two nights for forums and moving to earlier date due to mail-in voting. Current plan is to hold two events in September - on Mondays – Sept 11 and Sept 18. Tentatively scheduled at Evergreen Middle School. Districted voting would be a possible third night for a panel discussion. Tom asked that people promote the event in their newsletters. City will post on websites, and will be asking for input on questions from the public. School Linkages – Wendy reported on meeting with PTA Council and event at Evergreen Middle School. School neighborhood linkages need to go both ways. Karen trying to reach Everett High School. Bayside recruited face painter from tattoo place. Andrea said Jackson and Sequoia principals have been active. A PTA Mom found face painters. Tom Norcott reported on tutoring at schools, several from HSG are volunteering. Ethel reported on very large event with over 1,000 volunteers so far, called One Day with multiple clean up and improvement locations. Wendy and John Macintosh are sponsors. Monte Cristo Nominations – Jaimee Hudson reported on Monte Cristo nominations. Awesome job turning in nomination forms, 103 nominations so far. Still have a week and a half to go. Jaimee distributed a prior nominations list for folks to check out homes that might now be more promising nominees for this year. www.Everettwa/Montecristo has link to online form or to pdf. Selection committee meetings to be scheduled in near future. Jaimee will send out a poll for when to hold meeting dates. CON Election of Officers – Wendy acknowledged the outgoing Executive Committee officers, and all applauded their efforts. For 2017-2018 the executive committee candidates are: Jim Grieco, Ethel McNeal, Victor Harris and Tom Norcott. Candidate statements were given: Victor Harris and Jim Grieco spoke as candidates for chair. Ethel McNeal and Victor Harris spoke as candidates for vice chair Tom Norcott spoke as candidate for secretary Councilmembers voted and results are: Jim Grieco, chair; Ethel McNeal, Vice chair; and Tom Norcott, secretary, and GeorgaDee will return at past executive. All candidates were thanked for offering to serve on the executive committee. Social Practical – Postponed. Neighborhood Reports: Bayside – Met at Everett High Library. Had16 people in attendance excluding the speaker and police officer. Police Officer Raby was present and responded to questions for about 30 minutes. Speaker was Lara Erickson of Damsel in Defense. Upcoming Events: Next meeting TUESDAY, June 20, with Councilmember Cassie Franklin as speaker. Monthly social events: June 29, Music at the Marina; July 28, Cinema Under the Stars; August 16, Aqua Sox. National Night Out in Clark Park on August 1. Boulevard Bluffs – no meeting, no report Cascade View/Twin Creeks – 13 people, Sgt. John Zeka spoke about a lot of items, Councilmember Franklin spoke about Cocoon House. Also councilmember Roberts also attended. Councilmember Bader was not there. Delta – Delta may not meet for a while, had Council member Paul Roberts in attendance, due to disruptive issues among the group, Kari and Steve resigned as co- chairs. Kari wishes to continue on the Council of Neighborhoods. City staff will assist neighborhood with transition. Evergreen – Wendy reported that the group met, had small attendance due to major storm that night, but the group is intent on keeping up with meetings. No rep present but hope to have one next month. Harborview-Seahurst-Glenhaven – No police report. Several neighbors attended Hazard Mitigation event at Horizon School. Sara Brown spoke. She serves on the Marine Resource Council for Snohomish County. She spoke about re-nourishment of beach. Recent landslides on roads to Howarth Park beach are blocking access to beach. Road closed while clean up and repairs are made. Paul Roberts attended on behalf of Brenda Stonecipher. HSG had a work party at the Seahurst pump house site and 10 people attended and cleaned up site. There is a lookout on top. Garage sale was held, well attended with 18 homes participating. Lowell – No report Northwest – 26 people, new chairperson Kari Quaas. Police report provided. Discussed mini grant activities. Naval base commander spoke at meeting, no council liaison attended. Had neighborhood clean-up last Saturday, filled containers, got new people signed up for newsletter. Pinehurst – Council rep Cassie Franklin attended - she spoke instead of Fire Chief. Street signs are still not up. Had a work party to improve security of their supplies cache. Port Gardner – 32 people attended. Police report, Councilmember Paul Roberts, liaison attended. League of Women Voters spoke about districts, and someone who opposes districts also spoke. Port of Everett rep spoke and was very informative. Port doing a lot of great things. Developers from Riverfront project are attending in June.  Riverside – Had meeting with 19 people attend. Officer Snell spoke and responded to lots of questions about crime, neighborhood watch and theft protection operation ID. Also Riverside website was revamped and is mobile friendly. Toni Petersen redid the site, really good. Summit Park interpretive sign event, dedicating sign. On June 17 at 2pm at Summit Park. This is an interpretive sign of Cascade mountains and history of Riverside. Silver Lake – no report South Forest Park – no meeting Valley View-Sylvan Crest-Larimer Ridge – 15 attended meeting. No police report, Councilmember Touhy attended briefly, took questions. Guest speakers were Brent Stainer and Rachael Doniger, who presented on emergency management. Audubon Society approached Valey View Commons about becoming an official back yard sanctuary. Neighborhood is submitting application for native habitat sanctuary. View Ridge Madison – 22 people attended, had police report, Sgt. Braley and embedded social worker Kaitlyn Dowd spoke about homeless services. Westmont-Holly – 20 people attended, discussed ideas and priorities as the group gets started. Councilmember Tuohy and Wendy McClure attended. The group plans to meet on 3rd Monday. Organizer Liz Vogeli in audience since neighborhood is in observer status. Announcements: Several upcoming events, Sorticulture, June candidate night, farmers markets and other event info was distributed.
