Council of Neighborhoods Meeting Minutes June 26, 2017 Meeting was called to order at 4pm. Agenda and minutes of the previous meeting were approved. Attendance: Carol Jensen, Cya Arroyo, Michael Trujillo, Tom Norcott, Colleen Kain, Elly Smith, Stephanie Prothero, Art Olson, Gary James, Maxwell Gregory, Victor Harris, Linden Kimbrough, Rodney Shimogawa, Dennis Dudder, Jim Grieco, Ethel McNeal, George Lockeman, Vanessa Randall Staff: Sarah LaVelle, Jaimee Hudson, Wendy McClure Citizen Comments: None New Chairperson Jim Grieco expressed condolences on behalf of NW representative GeorgaDee MacLeod, whose husband passed away last week. Several new members have joined the council and all the representatives introduced themselves. Mayor Stephanson: At Sorticulture there was record attendance of close to 20,000 people. City staff are gearing up for 4th of July - the parade, festival and fireworks Thunder on the Bay. www.ThisisEverett.com Police are helping with Casino Road Soccer Camp, Junior Police Academy and Badges for Baseball Phase 2 of Hoyt improvements - adding new sidewalks, amenities on Hoyt between Wall and Pacific, and on Rucker between Pacific to Everett in next phase beginning this year. Rucker will become more pedestrian oriented like Hoyt. Grand Ave Park pedestrian bridge contract to be awarded this month, contract work to be started this fall. South Everett branch library expansion – credit to Council member Tuohy who has been a moving force to get it off the ground. The new design is geared to what patrons want. There will be more public meetings about the library project in July and August. Safe Streets initiative steps keep moving forward. Recent data on CHART shows 80% reduction in EMS contracts with Everett Fire, 92% reduction in jail days, and 80% reduction in Everett Police arrests All Everett patrols officers carry Naloxone kits and so far, have 21 saves from Naloxone to prevent/reduce the impacts of opioid overdoses. Riverfront Development progress is happening, with more housing development occurring. Port area – new sidewalks and paving going in. Lots of development in the works. Paine Field, will see local air service and routes to be announced in Dec Jan with service by Alaska Airlines. Children’s Hospital building north of Hospital will be a big improvement in services to children. August ribbon cutting for WSU campus. Lots of progress across city, things moving forward. Council approved contract amendment with Police dept, to allow incentives for hiring lateral officers. Working hard to get up to full staff. City Council Liaison: Council President Judy Tuohy There will be another briefing on YMCA pool at new site at 47th and Colby, requesting info on annual maintenance costs and options for non-YMCA residents. Trade –off is that some parks would not get the upgrades that were being planned in order to accommodate project. Funko Aug 19 grand opening. Delta Mariott opening in fall. Carol asked about Vision Committee report – public roll out of report. Suggestion to ask Bob Bolerjack. City and Community Reports: Hazard Mitigation Update – Sarah LaVelle, Office of Emergency Management – The updated Hazard Mitigation report outlines goals for making our city more resilient. Series of meetings were held the last few months, gathered input on what do people value here, what do we want to protect, how do we prepare before a disaster? Met with Port, Business community, neighborhood folks. Core key values included parks and wild places, jobs that are close to home, deep port and Navy, activities and cultural things to do as well as transportation, transit, roads and trails in area, opportunities to volunteer (CERT) and sunsets. Sarah shared information about the draft action item list to work on over next few years. She also announced CERT class this summer, starting July 13 on Thursday evenings – opening up registration right now. Sarah also reported on July 4th – about 70 volunteers will be coordinating July 4 parade, using Unified command system, which is great training for a disaster. Teamwork: Tom reported on plans for the Candidate nights – multiple forums to be held separately for each group of positions. Moving these events a month earlier, divided into two evenings: Sept 11 Mayoral candidates, one week later Sept 18 for City Council and School District candidates, with a tentative event for Sept 28 for ballot measure on districts for city council races. Each event will use a panel approach, not a debate. Candidates will have time to speak, respond to pre-planned questions, and then take questions submitted and selected from audience. Other forums: July 6 6:30pm League of Women Voters is holding a forum July 17 7pm Cascade View Neighborhod has invited all candidates – 12 will be attending Also on Oct 16 Mayor and other candidates will attend. July 20 Mayoral candidates – Everett Faith in Action at Our Savior’s Lutheran, focus on homelessness, and prepared questions from audience. School Updates: HSG – school students were invited to attend NNO. Working with Ethel on summer feeding program. Ethel – in August - Stuff the Bus project with Everett Public Schools Foundation Michael – neighborhood goodwill project to restore an elderly person’s property Community Sparks – Jaimee Hudson reminded the group that back in January/February the council discussed how to approach unclaimed mini grant matching funds and approved using funds be set aside for Community Sparks program. We are bringing it back, to support fun and engaging projects. Focusing on community groups that we aren’t reaching, to give them opportunity to start community project or event. Allots up to $500 per project, to promote to community engagement among people we are not seeing involved. Applications are being developed but will be easy, one page app. Funds will be available on first come basis, approval based on the project’s level of engagement. Jaimee has developed an online form – find it on city website – on Neighborhoods page, or fill out on paper and send in. Review bi-weekly to approve. About 16 projects worth of funds are available. NNO – We will post list of events on website as they come in. Hoping to launch info soon. A lot of Sparks efforts were NNO events. Examples will be included on website. Help needed to reach out to people to carry out projects. Monte Cristo – Jaimee also reported on progress on nominations. Total of 192 nominations received, with 149 unique nominations. Almost all neighborhoods are represented. Susie Howell, professional photographer, is taking photos. Jaimee is sending out a survey to selection committee to determine when selection meetings will occur, probably in 3rd week July, on 2 separate dates. Neighborhood Reports: Bayside – 20 people, officer report, featured speaker Cassie Franklin city council. Three social events planned this summer. Encouraging neighbors to participate in Thursday night music at Marina, Sail in Cinema (port) at Boxcar park, and AquaSox on Aug 16. NNO to be held at Clark Park on Aug 1st. Cascade View/Twin Creeks – 22 people attended. Had police report. Councilmember Bader attended. Attendees toured 911 SnoPac center. Very interesting tour. Delta – 22 people present, police report. Wendy facilitated exercises and discussion of goals and priorities, and how neighbors want to work together during leadership transition. Jim Grieco and Jaimee supported the session with Delta residents makes plans. Council liaison Murphy attended. Evergreen – 8 people, guest speaker Lori Cummings, Parks director, and Bob Ferguson assistant director, talked with neighbors about park goals and plans at Madison Morgan. Harborview-Seahurst-Glenhaven – next event is NNO, held social and work party at Pump house at Seahurst at Mukilteo Blvd. Block watch. Also coming up is St. Leon’s Day party. Leon is Noel spelled backwards – a holiday made up to celebrate in July - large turn out is typical, and event is holiday themed. Lowell – no report, but had a meeting, Lowell Days coming up on August 12, Saturday. Northwest – 15 people, had a police report, no council liaison. Guest speaker talked about backyard wildlife habitat. Brainstormed about emergencies, and school connections. MOAG Aug 5 garage sale. No NNO planned this year. Pinehurst 16 people attended, Cassie Franklin, liaison, spoke at the meeting. Next meeting is tomorrow, focusing on NNO planning. Port Gardner – 23 people, had police officer. Council liaison Paul Roberts, Council member Tuohy, Brian Sullivan spoke on Carnegie building project, jail transition housing. Cocoon House building in neighborhood. NNO at Kiwanis park, not sure on second location. Riverside – small meeting, 8 attended, no police report, elections held that night. Ritch Carbaugh was re-elected. Held ceremony for new signage at Summit Park, new planting at Riverside Park. South Forest Park - 12 attended, police officer presentation. Guest speakers were Recovery Café rep Sharon Gunnerson and Wendy Grove. Liaison Cassie Franklin attended. Valley View – 14 attendees, police report, Councilmember Tuohy attended as liaison. Two guests, Olmer Rivera Vasquez, WSU Extension, and MJ Donovan-Creamer from League of Women Voters about registering to vote and also spoke about petition for council districts. View Ridge Madison – 18 attended, Forterra spoke about volunteering opportunity to improve parks forested areas. No officer report. Westmont-Holly – no rep present, but group met and continues to grow.
