Chair O’Donnell called the meeting to order at 6:34 p.m. APPROVAL OF MINUTES Planner Popelka noted corrections to be made. Commissioner O’Donnell called for action on the May 24 meeting minutes. Commissioner Anderson moved to approve the May 24, 2016 minutes as amended. Motion seconded by Commissioner Fox. Motion passed unanimously. CITIZEN COMMENTS There were no citizen comments. COMMISSIONER COMMENTS Commissioner Anderson shared news of a Historic Everett sponsored cemetery tour that drew about 75 people. Chair O’Donnell noted that Commissioner Olson is moving to Portland and will be leaving the Commission. Commissioner White reported on the passing of Dr. Bill Lucas, a former member of the Historical Commission. Page 1 of 3 Chair O’Donnell called for adding the Everett Massacre Anniversary to the July Commission meeting to discuss involving the Commission in the November event. Commissioner Good reported that Harry Stuchell (Eclipse Mill owner) was pleased with the Commission’s choice for Eclipse Mill Park. ADDITIONS TO AGENDA There were no additions to the agenda. NAMING OF RIVERSIDE PARK Planner Popelka reported on the June Board of Parks Commissioners meeting where they unanimously supported Eclipse Mill Park as the recommended park name. The Board noted that the name best reflected the place and history of the park site. The Board also supported the concept of dedicating a garden area to honor Enid Nordlund. That proposal will be handled separately as a future improvement within the park, and not adopted as part of the naming recommendation to City Council. The Commission discussed the potential for including the Eclipse Mill Company logo in the park project. Commissioner Hunter moved to recommend to City Council that Eclipse Mill Park be adopted as the name for Riverside Park. Motion seconded by Commissioner Anderson. Motion passed unanimously. MILL TOWN TRAIL Planner Popelka reviewed trail maps, existing signs and proposed trail signs based on Port of Everett templates. He reported on his meeting with Lisa Lefeber at the Port and how their sign templates may be used for trailheads, trail identification, directional signs at key locations and mile markers. Port templates can also be used for interpretive boards at key sites, dependent on funding. Commission discussion is summarized below: • Overall lack of existing trail signage • Identify trailheads at Riverside Park and Everett Ave • Add signs to existing signposts in addition to new signs • Install pedestrian/bike crossing at Alverson/Marine View METRO EVERETT HISTORIC BUILDING SURVEY Planner Popelka reviewed the building survey for the 2010 Hewitt National Historic District and its building categories (national register, contributing and non-contributing buildings). He discussed the criteria for each category, including these criteria for determining contributing/non-contributing buildings: • Contributing property helps make a historic district historic • Major alterations (re-siding) may damage historic integrity • Irreversible damage or compromise • Significance conveyed through integrity (location, design, setting, materials, workmanship, feeling and association) Page 2 of 3 He led a discussion of four non-contributing buildings (1705-07 and 1712-1714 Hewitt, 2820 Oakes and 2821 Wetmore) and their potential as contributing buildings to the Hewitt Historic District. Each building was discussed in detail in relation to the criteria above. After extensive discussion, the Commission agreed that the 2821 Wetmore and 2820 Oakes buildings may be candidates for contributing buildings. Staff will follow up with the Department of Archaeology and Historic Preservation (DAHP) and with BOLA, the consultant for Claremont Heights and for the 2010 Hewitt Historic District nomination. 2017 CLG GRANT UPDATE Planner Popelka shared the presentation given to DAHP for the approved 2017 grant. The $15,000 grant will fund a survey of existing downtown building conditions to identify common issues of maintenance and preservation, and to conduct one or more workshops with building owners. OTHER BUSINESS Chair O’Donnell announced that Commissioner Vincent will hold showings of the Captain Ramwell collection at the Elks Club (Hoyt at California) on July 20 at 12:00 (with David Dilgard) and again, if needed, at 4:00 that same day. There may be a future proposal to name either Terminal Avenue or the Terminal bridge after Captain Ramwell. Commissioner Fox noted upcoming events: there is a ceremony for the Weyerhauser building relocation at the current site on July 13; Historic Everett has scheduled a tour of downtown Everett on July 23; and there is a Mill Town Trail bike ride on July 28 at 6pm. He also suggested that the Mill Town Trail should extend south from Riverside Park to Eclipse Mill Park. Mill Town Trial signage could be combined with Interurban Trail signage.
