Everett Historical Commission Meeting Summary February 22, 2022 Commissioners Staff Guest Amelia Hieb, Chair Alex Byrd Liz Vogeli Arnold Morrison, Vice Chair Becky McCrary Corey Williams Steve Fox Laura Cameron-Behee Patrick Hall Andrea Tucker Madison Vazquez Collin Palen Theresa Gemmer The meeting convened at 6:30 pm with a roll call of Commissioners. Acceptance of Agenda Commissioner Hall made a motion to accept the meeting agenda and Chair Hieb seconded. It was approved unanimously. Approval of Prior Meeting Summary The meeting summary for the prior Historical Commission meeting held on February 22, 2022, was reviewed. A motion to approve the meeting summary was made by Commissioner Hall, seconded by Vice Chair Morrison, and approved unanimously. Citizen comments (for items not on tonight’s agenda) Corey Williams commented regarding a proposed project at 2115 and 2117 Grand Ave., which the commission reviewed in 2019. Corey will work directly with staff regarding next steps in moving the project forward. There were no other citizen comments for items not on the agenda. 1322 Rucker Ave Design Review The commission conducted a design review of a proposed, approximately 374sf, addition to an existing single-family residence at 1322 Rucker Ave. The existing structure is a contributing structure in the Rucker Grand Historic Overlay Zone. The proposed one-story addition would be constructed at the rear of the existing two-story single-family residence. Staff recommended the Historical Commission review the proposed design of the addition, using the Neighborhood Conservation Guidelines and Historic Overlay Zone Standards, and provide a recommendation of approval to the Planning Director. The property owner gave a brief presentation of the project. There were no citizen comments or questions regarding this item. The commission discussed the project and made a recommendation of approval to the Planning Director, with the condition that the area underneath the proposed addition shall be enclosed around the north, west, and east sides with siding consistent with that of the existing residence. The area underneath the deck on the south side may be enclosed with sliding doors. Commissioner Fox made a motion to make a recommendation of approval to the Planning Director, with the condition stated 1 above, and Commissioner Hall seconded. It was approved unanimously. Continue updating 1987 Historical Commission Rules of Procedure Alex Byrd, staff liaison, presented the updated Draft Rules of Procedure document and the associated attachments. The commission reviewed the proposed changes, drafted by staff, and discussed further changes and updates. The commission delegated research items and will continue working on updating this document at the March 22, 2022, meeting. 2022 Work Plan Update There were no 2022 Work Plan updates. Next Meeting (date and subject) The next meeting will be held on Tuesday, March 22, 2022, at 6:30pm. Staff confirmed Dan Eernissee, with the City’s Economic Development division, will attend the next meeting to discuss signage. Staff and Commissioner Comments Chair Hieb announced that it is Commissioner Cameron-Behee’s last meeting, as she is resigning from the Historical Commission effective after the February 22, 2022, meeting. The commission thanked her for her service to the community and commission. Staff reminded the commission to complete the Open Public Meetings Act training. Lastly, Commissioner Hall announced Historic Everett’s annual meeting date, where there will be a presentation about the history of Everett’s Fire Department.
