The meeting convened at 6:30 pm with a roll call of Commissioners.
Acceptance of Agenda
Under Item 6 (2023 Work Plan Update), a sub-item was added to summarize the meeting Chair Morrison
and Vice Chair Hall had with city staff on February 23, 2023. Vice Chair Hall made a motion to accept
the February 28, 2023, agenda, it was seconded by Chair Morrison, and approved unanimously.
Citizen comments (for items not on tonight’s agenda)
There were no citizen comments for items not on the agenda.
Approval of January Meeting Summary
Commissioner Vazquez made a motion to approve the January 24, 2023, meeting summary. Chair
Morrison seconded and it was approved unanimously.
Comprehensive Plan Update
Becky McCrary, Long-Range Planning Manager, gave a presentation on the Comprehensive Plan Update.
The presentation included an update on project status, a recap of Historic Resources Comprehensive
Plan goals, policies, objectives, and implementation measures, introduction of policy review guiding
principles, and next steps for the Historical Commission.
2023 Work Plan
This item was continued from the January 24, 2023, meeting. First, Chair Morrison summarized the
meeting he and Vice Chair Hall had with City Staff on February 23, 2023. The meeting focused on re-
imagining the working relationship between the Commission and city staff and how they can best
support each other moving forward. The Commission drafted the 2023 Work Plan. Prior to the March
28, 2023, meeting, Commissioner Bush will transfer the Work Plan document from Microsoft Word to an
Excel spreadsheet, so it is more usable tool.

The next meeting will be held on Tuesday, March 28, 2023.

Staff and Commissioner Comments
Vice Chair Hall reminded the Commission about the URM pilot program that will be taking place in
Everett on Saturday, April 15th at 9:00am. Commissioner Bush asked if the Commission had any
thoughts on meeting in person, instead of virtual meetings. Staff will look into the logistics of meeting
in-person and follow up at the next meeting. Staff asked the Commission if they are familiar with the
history of the Everett Fire Station at 2801 Oakes and why it is not on the Everett Register. This may be
something the Commission and City pursue. Lastly, staff found documents for each of the historic
registers that would be a good visual to have on the Historical Commission website. Staff will share with
the Commission.
