Everett Historical Commission Meeting Summary April 25, 2023 Commissioners Staff Guest Arnold Morrison, Chair Alex Byrd Michelle Thompson, DAHP Madison Vazquez Becky McCrary Karen Anderson Collin Palen Ashli Bush Christine Svihus Jean Satti-Hewat Robert Barren Attendance The meeting convened at 6:30 pm with a roll call of Commissioners. Acceptance of Agenda The 2023 Work Plan Update was changed to a tentative item depending on how much time is left after the design review training. Chair Morrison made a motion to accept the April 25, 2023, agenda, it was seconded by Commissioner Barren, and approved unanimously. Citizen comments (for items not on tonight’s agenda) There were no citizen comments for items not on the agenda. Approval of March Meeting Summary Commissioner Bush made a motion to approve the March 28, 2023, meeting summary. Commissioner Barren seconded and it was approved unanimously. Commissioner Vazquez and Commissioner Palen abstained because they were absent at the March meeting. Training on Conducting Design Reviews Michelle Thompson, CLG Coordinator and Main Street Design Specialist with the Department of Archaeology and Historic Preservation (DAHP) attended the meeting and provided a training on conduction design reviews. The Commission was able to ask questions and discuss the grant process. 2023 Work Plan Commissioner Satti-Hewat gave a presentation on existing neighborhood and historical signage, as the Commission is interested in signage toppers in the historic overlays. Staff is going to reach out to the Public Works Department for information regarding the existing signs. For example, who is making the signs, who is installing them, and who is paying for them. Staff will also contact Dan Eernissee regarding branding. Commissioner Satti-Hewat and Commissioner Barren met separately to begin working on updating the Historical Commission website. They prepared a website assets list with comments that was shared with the Commission. 1 Next Meeting (date and subject) The next meeting will be held on Tuesday, May 23, 2023. It will be held in-person in the 8 th floor Hearing Room at the Everett Municipal Building (2930 Wetmore Ave). Staff and Commissioner Comments Chair Morrison mentioned that a new ballpark for the Everett AquaSox may be built and asked if historical signage could be included in any new freeway signage associated with the potential project. Staff will reach out to Dan Eernissee to discuss. Commissioner Satti-Hewat brought up several House Bills and asked how they may affect the Historical Commission’s work (House Bill 1110, 1042, and 1026). Becky McCrary stated that staff is currently working on evaluating House Bill 1110 and will have an update at the next meeting. Becky McCrary clarified that the call for changes to the Comprehensive Plan that is due on May 26 th is for the general public and the Historical Commission will be directly involved in the Comprehensive Plan update. Commissioner Vazquez updated the Commission on how the URM pilot program went. A recording of the full meeting is available upon request. 2
