Acceptance of Meeting Agenda: Motion/Second/Approved (m/s/a) unanimously to accept the agenda for November 3, 2020. Member Reports: Tom visited Howarth, Harborview and Silver Lake areas. He reported that Mark Harrison and Bob Hillman attended his neighborhood meeting and they did a great presentation on the Howarth Park improvements. Tom was very happy with their presentation and said that it was well received. Tom also shared that the golf course at Legion Park is in incredible shape. Toms son; Kendall Norcott, is a wildlife biologist and he has created a history of Howarth Park publication which Tom will share with the board. Katrina reported that she is happy to have the lights back on at Garfield. She noted that the public is pleased as well. The electrical box levels are high, but they will be on grade when the new pathway is installed. Pamela and Laura did not have an update to share with the board currently. Michael discussed that the tennis courts at Clark Park have been booming. Similarly, the Lowell Park pickleball courts have been very busy. Michael inquired about covered sports court options so that these sports do not have to be so seasonal. He noted that the Adopt-A-Park Program might benefit from reaching out to neighborhood groups. Rucker Avenue received a large dump of mulch and looks nice without the weeds in that area. Mulch was also dumped on the Grand Avenue side of the bridge and this needs to be taken care of. Kimberly will have the maintenance group handle this. Linda War Bonnet inquired about the horseshoe pits at Forest Park. She also brought up the possibility of nontraditional park play equipment. This type of park would incorporate loose logs and other nature objects. Bob commented that there may be liability considerations when making nature artificial, but it is interesting to consider the concept of what makes a park a park. Parks and Facilities Director Report: Bob Leonard Bob discussed that Linda War Bonnet has agreed to renew her Board term through 2021 to remain on the Board for an additional year. Her term was set to expire at the close of the 2020 but by retaining her seat for an additional year she can help keep the continuity in across a difficult year. We do need to begin to prepare for the election of officers at our December Board meeting. The budget ordinance will be read at the next Council meeting and the last chance for citizen comment is November 18th. The City is considering eliminating nine of the 9-month seasonal positions and replacing them with 6 full time hires. The City will provide benefits to these full-time staff and eliminate cumbersome rehiring and retraining of this seasonal work force. Parks will continue to employ other seasonal staff. This year golf has set round records as well as and revenue records. Council Liaison Report: N/A Tree Committee Staff Report: Paul Crane Kimberly would like to begin utilizing Linda’s proposed tree report format in January. There were no questions/comments regarding the tree committee staff report included in the packet. Silver Lake Trail Project Update: Dean Shaughnessy Dean Shaughnessy presented CAD drawings and discussed the proposed Silver Lake Trail Project with the Board. Dean will be leading this coalition with Public Works. Citizens and City staff have long wanted a continuous loop trail around Silver Lake. Much of this loop trail is currently in place by way of existing streets and sidewalks. The largest piece of trail that is missing is the trail through Thornton A. Sullivan Park. Dean discussed the plan to remove the Bothany house and the adjacent maple tree. He showed the trail path which will be routed to the west of restroom, utilizing a lot of the existing pathway. The anticipated trail will be 10 ft. wide and asphalt surfaced. The trail will be ADA accessible. Snohomish County may provide $80,000 of funding support. This project coalition is comprised of experts in many departments including storm water management and property management. Dean shared plans to combat erosion issues along the trail. The next step in this process is public outreach. Dean will attend the November 17th Silver Lake neighborhood meeting to discuss this project. There are possibilities of right of way issues near the Ibberson road area. Ibberson road will need to be redefined as mixed-use road for pedestrians and vehicles. We may experience some push back regarding the increase in traffic that the trail may cause. The City property management group will be handling land issues/land disputes. The Board brought to light the eagle nest, and popular fishing areas in this area that will likely draw people to this trail. It was also noted that this area is a beautiful contributor to the quality of life for the City of Everett residents. The entire trail will be within the city limits. Currently, the project budget for the Silver Lake Loop Trial is $500,000 with an additional $80,000 in possible funding from Snohomish County. There is further funding planned for the playground and restrooms at Thornton A. Sullivan Park. The Board brought up concerns about the narrow road in terms of providing mixed usage. There were also noted concerns about not increasing parking in the area. This lack of parking could pose issues to the trail goers and to the residents of the area. Satisfaction was expressed regarding how mixed-use paths help move towards overall climate control goals by providing transportation options. The total distance of the trail once complete will be approximately 2-3 miles. The Thornton A. Sullivan Park section of the trail will be made to be ADA accessible. Proposed considerations to the Silver Lake Trail Project included building/providing a delineating marker or barrier between the trail and resident properties and considering inventive design and art ideas along the trail. Dean explained that in the areas adjacent to the beach, landscaping or buffering is not required but in other areas landscaping will be done. Sport Field and Playground Opening Status: Bob Leonard Bob discussed the recent Governor repeal on inter team sport play. Earlier this year, the Governor allowed inter team sport play and the City quickly started scheduling games at Kasch Park and Phil Johnson Ballfields. Due to the high demand for these game times we filled up spaces at our facilities very quickly. Unfortunately, will be closing the fields to inter sport play once again due to the most recent Governor mandate. Practices can continue to be scheduled. Seattle’s playgrounds are currently open, as are many other local municipal playgrounds. An issue that the City is trying to combat is the public’s difficulty in delineating which playgrounds are open, and which are not. In addition to this lack of public knowledge, some people are simply ignoring or destroying regulatory signage and caution tape. The City would like to begin posting “use at own risk” type of signage and open the playgrounds for use with these in place. The Board would like to wait on reopening of playgrounds. Urban Forestry Grant: Bob Leonard Bob shared the City’s intent to apply for the Urban Forestry Grant. This grant could help offset some of the costs of the Urban Forestry section of the PROS plan. We currently have enough time to complete and submit this grant before the deadline. Dean has been in discussion with the DNR about these details and we will move forward with submission. Public, Private Partnership RFP Update: Kimberly Shelton Kimberly shared with the Board that 12 companies responded to the Public, Private Partnership RFP. We are currently in the middle of the process, so the names of the organizations are all that is available to share currently. The 12 organizations who submitted proposals are listed below. Some agencies submitted proposals for multiple locations and are therefore listed more than once. The City’s collaboration with Premier Golf expires at the end of 2021. Consequently, proposals for golf were entertained and one golf agency submitted. The last time the PROS Plan was updated it was a smaller update. This time it will be a large new plan. The City has received 6 proposals. Since this is just the beginning of this process the only information that can be shared are the names of the organizations who submitted proposals. The 6 organizations are listed below: Burke Consulting Gglo Architecture Greenplay LLC Beckwith Consulting Group  Pros Consulting MIG The City aims to decide upon an agency and have them under contract this year. The deadline is 2022 but the goal is to get someone under contract this year in order to implement their work all next year (2021). It is the intent of the City to make sure that the PROS Plan is a guiding document to steer the department over the next 6 years and that the plan provides explicit direction on how to proceed as a department. Some of the categories of this plan are the urban tree canopy, and park impact development fees. Cultural Arts Grant Applications: Kimberly Shelton The Cultural Arts commission will allocate $40,000 to nonprofit art entities in the Everett community through their grant process. Kimberly will check to see if neighborhood associations can apply for this at the request of the Board. Applications are being accepted at this time. Project Updates: Chris Lark Chris updated the Board on relevant department updates as the project update document was reviewed. The most notable updates are listed below: • The Cope Gillette Theater lease amendment and the EPAC management fee amendment will both go to council on November 4th. • The Lowell Park sport courts are 100% complete. • The Forest Park sport courts are 50% complete. • Garfield Park Pathways have been delayed due to weather. The new anticipated start date is April 2021. • The Howarth Park upper area is in the design development stage based on comments generated at the October 20th neighborhood meeting. New Business The Board discussed potential use of the Norton Park greenspace. This area is school district property but in the past the City has looked at it. It is unfortunately located near other, nicer, park areas. Parking is also limited in this area. The substantial tree planting in front of the Jackson apartments received praise from the Board and has been well received by the public. Similarly, the newly opened view section at Howarth Park has received public support. Meeting Adjourned at 6:10pm Respectfully Submitted Emily Young Administrative Coordinator City of Everett Parks and Facilities  2020 NOVEMBER Tree Report November tree counts are as follows: Trees Planted – 4 weeping sequoia, 10 giant sequoia, 3 crabapple, and 1 catalpa at Jackson park. 1 dogwood at Thornton A Sullivan park. 2 stewardia at Forest park. 3 stewardia at South 99 gateway. 2 cherries at Grand park. 1 weeping sequoia at Drew neilson (replacement for vadalized elm). 1 weeping sequoia at Walter Hall (replacement for dead arborday tree). 2 Giant sequoia at Legion golf. 4 cherries and 1 parrotia at Everett Ave gateway. Trees Pruned – Approx. 40 tree sapplings at Howarth were pruned for view management. Trees Removed – 4 cottonwoods at SR527-Emory’s were removed for risk mitigation. Tree planting at Jackson park was completed in early November. There is a total of 50 new trees. 2 Akebono cherries planted at Grand park. 1 parrotia and 4 cherries planted at Everett Ave gateway 4 large cottonwoods were removed on the fence line adjacent to Emory’s at silver lake. SUMMARY: A PowerPoint presentation summarizing the proposed 2021 golf fee modifications is attached for review and discussion. A virtual public forum is scheduled on December 17th at 6pm. A final public forum will be held at the January Board of Park Commissioners Meeting. A summary of the public forum feedback and final staff recommendations are scheduled for the January 2021 Board Meeting. On July 9, 2008 City Council approved a resolution that delegated the authority to establish and modify golf green fees for the City of Everett Golf Courses, Walter E. Hall and Legion Memorial. This resolution includes language that assures the Board of Park Commissioners and the public have the opportunity to review and discuss fee modifications and that the Board will entertain public comments and prepare a recommendation to Park staff.
