These changes would amend what the city defines as “minor development”, which would change rules for categorical exemptions from SEPA review for development within the city. Staff Contact: Karen Stewart (kstewart@everettwa.gov) Item 2: Impact Fee Deferrals and Exemptions This is a workshop to review an impact fee deferral system for new single-family development as required by the 2015 state legislature. In addition, the workshop will review options for exempting up to 80% of impact fees for qualified low-income housing projects.
