Moore - Historic City Hall Time: 6:30 p.m. City Council Chambers - 3002 Wetmore Avenue - Everett, Washington AGENDA -Planning Commission Roll Call -Approval of Minutes -Reports of members and committees – Staff comments – Citizen Comments Item 1: Six-Year Transportation Improvement Program Review and recommendation of the Six-Year Transportation Improvement Program (TIP), the city’s coordinated transportation facility construction program for the years 2019-2024. Staff Contact: Richard Tarry (RTarry@everettwa.gov) Item 2: Sonrise Christian Center Development Agreement A public hearing to consider removing approximately 1.33 acres of real property from a development agreement entered into on the 10th day of January, 2011 for property located on the east side of Airport Road, south of 112th Street, and immediately west of Walmart. Staff Contact: David Stalheim (dstalheim@everettwa.gov) Item 3: Metro Everett, Core Residential Area and Off-Street Parking The planning commission will continue consideration of eight proposed actions shown below. The public hearing was closed for input on June 5, 2018, but the planning commission will hear additional input regarding staff responses to planning commission requests and public input received by the close of that public hearing. 1. Adopt new Metro Everett Subarea Plan, including repeal of the Everett Downtown Plan and Everett Station Plan. 2. Amend City-wide Comprehensive Plan, including Land Use Map, for internal consistency. 3. Amend Title 19, Zoning Code, to adopt new development regulations to implement the Metro Everett Plan. 4. Amend Title 19, Zoning Code, to adopt new off-street parking regulations city-wide and repeal existing chapter. 5. Amend Title 2, Administration and Personnel, Title 3, Revenue and Finance, Title 8, Health and Safety, Title 13, Streets and Sidewalks, Title 16, Buildings and Construction, Title 18, Land Divisions, Title 19, Zoning Code, Title 20, Environment, and Title 46, Traffic Code, to address consistency and coordination with the new development regulations adopted for the Metro Everett Plan.  6. Amend Title 13, Streets and Sidewalks, Title 18, Land Division and Title 19, Zoning Code to address consistency and coordination with the new off-street parking, loading and access regulations adopted city-wide. 7. Amend Title 15, Local Project Review Procedures, to implement new, revised and repealed development regulations, plus new final plat signature authority and notice for short subdivisions. 8. Amend Title 20, Chapter 20.04, Environmental Policy, to adopt new categorical exemptions for infill development in Metro Everett.
