As a precaution against spreading COVID‐19, the City will be conducting the Planning Commission meeting
remotely. Due to the Governor’s “Stay Home, Stay Healthy” Order, we are not able to provide a place for
community to gather to view or attend the Planning Commission meeting.

Item 1: Hope Covenant Church/Schmidt Properties, REVV 20‐001; REZ 20‐001
A public hearing to amend the comprehensive plan land use map designation for 8 parcels comprising 2.46 acres
at 4426, 4502 and 4516 Rucker Avenue. Six parcels owned by the Hope Covenant Church are proposed to be
amended from Single Family to Multifamily, and the zoning designation from R‐1 Single Family Low Density to R‐
5 Multiple Family High Density. The two adjacent Schmidt parcels are proposed to amend the comp plan
designation from Single Family to Commercial Mixed‐Use and the zoning designation from R‐1 Single Family Low
Density to E‐1 Evergreen Way.

Item 2: Evergreen Recovery Center Summit Campus, REVV 20‐002; REZ 20‐002
A public hearing to amend the comprehensive plan land use map designation from Single Family to Commercial
Mixed‐Use, and the zoning designation from R‐2 Single Family Detached Medium Density to C‐1 General
Commercial for parcels located at 2601, 2604, 2606, 2612, 2614 Summit Avenue.

Item 3: Floodplain Prevention Ordinance
A public hearing to repeal Chapter 30, Floodway Overlay Districts and Regulations of the Everett Zoning Code
and replace with a new Chapter 30, Flood Damage Prevention. The Federal Emergency Management Agency
(FEMA has updated the Flood Insurance Study (FIS) and Flood Insurance Rate Map (FIRM) for our community
effective June 19, 2020. Adoption of the new standards is required to avoid suspension from the National Flood
Insurance Program (NFIP).

A briefing on amendments to the zoning code and streamlining of local project review procedures. The
discussion will cover:
Chapter 33, Streets, sidewalks and pedestrian access standards ‐ summary / revision
Chapter 17, Airport‐Port‐Navy Compatibility Overlay – summary / revision
Any topic previously discussed for Rethink Zoning (www.everettwa.gov/rethink)
