Everett Salary Commission Meeting February 6, 2019 Mayor’s Conference Room The meeting commenced at 11:10 a.m. Those Present: Commission Members: Chris Adams Tony Anthonissen Angie Sievers Kevin Sylvester Vickie Norris City Staff: Bob Bolerjack, Executive Director Christina Wiersma, City Attorney’s Office Elizabeth Smith, Administration Michael Duerr, Human Resources Welcome and Introductions Bob Bolerjack began the meeting by asking all to introduce themselves. Brief Overview of the Commission’s Task Bob Bolerjack explained the purpose of the Commission according to the Charter is to determine base salaries for elected officials for the City for the next two years. Those elected officials are the Mayor, seven Councilmembers, and two elected Judges. The work is to be completed by May 6, pursuant to the City Charter. There are seven Commissioners holding four-year terms. The Mayor appoints one Commissioner, two are appointed by Council, and the Commissioners appoint four. Currently, there are two vacancies, with three applicants to consider for the vacancies. The first order of business for the Commission is to appoint a temporary Chairperson. Chris Adams suggested the Chair appointment wait until all the Commission positions are filled and the group agreed. Bob Bolerjack said that by Charter, all Boards and Commissions should represent a broad cross section of the community for gender, race and geographical area. Currently, the Commission consists of two women and two members who reside in South Everett. Tony Anthonissen suggested the Commission look at the database of submitted applications to broaden the pool of candidates. The group discussed the time limitations because of the need for two public hearings before completing the work by May 6. Chris Adams moved to forward the three current applications, Vickie Norris Seconded and the group voted. The motion carried. Data Staff to Provide Bob Bolerjack said Salary schedule was included in the packets and asked what datasets the group would like Mike Duerr to provide. Tony Anthonissen said he’d like to know the CPI and union contracts and the history of increases. Kevin Sylvester would like to know how the cost of living increase compares to the last one. He asked how any salary increases would fit with the Mayor’s Budget Directive. Bob will invite the Finance Director to present at a future next meeting. Future Meetings A representative from the City Attorney’s Office will present at a future meeting regarding open public meetings. Bob Bolerjack asked the group if they would like the Mayor or Councilmembers to attend a meeting so the group could have a better understanding of their duties and workload. Vickie Norris suggested presentations and discussions be deferred until the new Commissioners are appointed. The next meeting was scheduled for Thursday, February 14th, at 2:00. Further meetings will be scheduled after the new Commissioners are appointed. Meeting Adjourned at 11:40.
