Shawn was acting chair as Edward Koltonowski was absent.  M/S/P approving April 2013 meeting minutes. Announcements & Requests to Add Agenda Items  None. Citizen’s Comments  Victor mentioned May 17 was Bike to Work Day. He also mentioned how pleased he was with the City Council meeting where Regional Transit issues were discussed. Engineering Report  Ryan mentioned that the SEPA comment period for the Broadway Bridge Replacement project ended last week. BNSF is ready to meet with City legal staff to finalize details of agreement. Ryan met with Fish Tale Ale to discuss their concerns. Following completion of the BNSF agreement we will have 2 to 3 months for further outreach efforts during the advertising, bidding and award phases prior to construction. The project schedule will be completed and publicized once the BNSF agreement has been completed. Police Report  Bob Strickland explained the absence of the EPD representatives to the TAC due to their schedule of working with a movie production crew. A motion picture film titled “Seven Minutes” is being shot in Everett and EPD officers are hired as actors. The City is providing barricades and signs and signal timing revisions to aid in the filming of scenes. Transit Report  Agreement with KPFF for the Preliminary Engineering (PE)for the Everett Station Parking Garage has been finalized. PE is expected to be complete by end of 2013. Outreach meetings are planned. ET received new trash cans and is installing them along Evergreen. New metal mesh benches are being installed along Evergreen and at Hewitt & Hoyt. A second listening session is planned for May 21st, 5:00 PM at Everett Station.  J.T. Dray noted at the last City Council meeting a presentation on Transit Friendly Communities was given. Paul Roberts summarized the main points of the presentation and offered that Allan Giffen could give a full summary if TAC desired. He noted PSRC had received a several million dollar grant to study Transit Oriented Developments. He reiterated “We cannot pave our way out of congestion” and must look to alternative modes of transportation. He mentioned Everett is ahead of most communities in that we are already planning for TOD along the Swift corridor and Everett Station. Planning along the Evergreen corridor last year is also a good example of land use planning. He also commented that Everett has a larger supply of affordable housing than other cities and supplies more affordable housing category by a factor of 2 when compared to other local communities.  Some discussion occurred surrounding the Riverfront development. It was noted that Oliver McMillan was planning on selling to Polygon. When it comes to the development of this area, the City provides the developer with the City’s design standards and requirements for creating any public streets. Transit is also considered during the design process. George stated that no development takes place without Transit commenting. Agenda Items: Item 1 Second Presentation of 2014-2019 6-Year Transportation Improvement Program (TIP) (Richard Tarry) Action Requested – Recommend Approval  Richard Tarry – Presented the 2014-2019 TIP, stating it will remain as DRAFT until approved by City Council. He gave information on new projects (Broadway Corridor Improvements – Transit bulb outs, and Evergreen Way Streetscape Improvements – Lane additions) as well as projects completed which were removed from the list. These latter totaled nearly $18M with a typical year average of about $7.5M for pure transportation projects. Some discussion occurred surrounding the PSRC and the dissemination of federal funds. Bob Strickland moved to recommend approval of the TIP. William Weber seconded, and the motion passed. Item 2 City of Everett Banner Program & Port of Everett Street Name Signs (Tim Miller)  Tim Miller – Presented information on the City’s Banner Program and showed examples of the Port of Everett, Trinity Lutheran College, Everett Community College and Silvertips. Tim also presented information on the street name sign design proposed for the public intersections of Port of Everett roadways intersecting W Marine View Dr. This was compared to the Hewitt Avenue Historic District signs recently developed. Finally, a presentation of new way finding signs along the port frontage and within the Port of Everett was presented. Victor Harris called for better signing at the W Marine View Drive intersections, asking for overhead signs. Meeting adjourned at 9:30am The Next Scheduled Meeting is Thursday June 20
