TAC MINUTES April 16, 2015 In attendance: Members Staff Guests Victor Harris Tim Miller, Public Works Keri Moore, Snohomish Health Tom Norcott Sabina Popa, Transit District William Weber Edward Koltonowski Trevor Townsend, Police Tim Manrow Ken Dorn, Police 8:20 a.m. Chair William Weber called the meeting to order, and welcomed new TAC member, Tim Manrow.  M/S/P approving March 2015 meeting minutes. Announcements & Requests to Add Agenda Items  Tom Norcott was nominated and elected Vice Chair. Citizen’s Comments  None. Engineering Report  No report was given, but later in the meeting, Ed Koltonowski asked for an update, which Tim Miller supplied. The department is working on signal revisions on Evergreen corridor to install flashing yellow lights on left turns. Tim Miller is looking at the data to determine which signals to change. Safety grants will supply some money for this project. A report may be given at the next meeting.  The Broadway Bridge Construction project is making good progress, even with the addition of the work to shore up the foundation of the Fishtail Ale building. Traffic impacts have been minor and the detour plan is working well.  The pedestrian railing that closes the north leg crosswalk at Broadway and Everett Ave (in front of QFC), has been hit and replaced.  Ed requested an update on implementation plans of Flashing Yellow Arrows for next TAC meeting. Police Report  Trevor Townsend announced that he would be leaving the South Administrative Sergeant’s position and will return to their training department. A new Administrative Sergeant will be named who will also be the new TAC representative.  Ken Dorn stated that the traffic enforcement emphasis is going well and the new website with the announced traffic enforcement emphasis locations is receiving media coverage. The  department is losing people to retirement, as are police departments across the area which creates staff turnover issues for EPD. Transit Report  Sabina Popa distributed copies of the August 2015 Service Change Proposal brochure. It will be available on busses and on the ET website.  Based on ridership stats, routes will have increased service, decreased service, or be eliminated entirely. There will be three more meetings for public comment. Comments will be received through the end of April.  Overall: Increase of approximately 2,000 service hours.  Drivers do a manual count of boardings and alightings since the software isn’t completely reliable for those figures. The timing data gathered by the system is more useful. The reporting system (Strategic Mapping) is currently being revised.  Victor asked the percentage of Orca cards vs. cash ~ 50%  Bill asked if earlier trips to Boeing were being considered. The answer is no, because those who go in early don’t have problems finding parking and are less likely to take the bus.  Victor asked if there were any comments on the ATPA (American Transit Peer Review) report. Sabina replied that ET is working through the recommendations, especially at Everett Station. He commented that ET should not be blamed for people misbehaving; it is a police matter. Agenda Items: Item 1: Mukilteo Multimodal Project  Tim Miller showed a presentation outlining the changes to be made in the area of the Mukilteo Ferry Dock. Item 2: Traffic Study Video Camera System  Tim Miller presented information about the two new video cameras the City is using to gather traffic count information. The cameras can record a location for 72 hours and the information goes onto an SD card for later viewing. It is not a live feed. The cameras replace the need for someone to watch and take notes at a location. The video can be reviewed later at a faster playback speed to get the required data.  Concern about possible theft was raised. Because the camera is only at a particular location for seventy two hours and then moved, that hasn’t been a problem. In addition, they are well secured to a pole and locked.  Video taken with the new cameras was shown which showed train traffic at Railroad Avenue which allowed tabulation of the daytime hours the crossing is blocked.
