Review and Acceptance of Minutes: Board chair asked for acceptance of the meeting minutes from April 9, 2019. Motion to approve the minutes of April 9, 2019. Motion/Second/Approved (m/s/a) unanimously to accept the minutes as presented from April 9, 2019. Acceptance of Meeting Agenda: Board Chair asked for acceptance of the agenda as presented. Staff proposed the YMCA update moved to earlier in the agenda. A motion was heard to move the YMCA update as proposed. Motion/Second/Approved (m/s/a) unanimously to revise the agenda for May 28, 2019, which includes the YMCA update to be presented prior to Tree Committee Staff reports. Member Reports Michael Yates – Commented on great attendance at the Park Board retreat and thanked the Board for attending; made mention of his recent visit to Legion Park; noted the Bayside Neighborhood meeting will be attended by Lori and will be held on Tuesday. Linda War Bonnet – Thanked the Tree Committee for deciding to hold Arbor Day at WE Hall Park in 2019. She would like to see Walter Hall Park built up by adding shelters with picnic tables and more equipment that is engaging. Grant opportunities may be a resource for more equipment. A presentation idea of pesticide control may be of interest to the board in the future. Pam Gerla – Attended the Port Gardner Neighborhood meeting where she heard that Housing Hope is leasing the property located at Norton and 35th Street. It was reported an 80-unit structure is being built as housing for homeless youth. She stated that the Everett Herald newspaper mentioned this is also the former property of the Everett School District, who declared this surplus property. Sergiy Ryzhonkov – Recently visited Hauge Homestead Park and thought it would be nice if there were swings at the park. He also encountered some dogs that were off leash at Hauge and thought more signage would help this issue. He reported Legion Park looked wonderful with all the work put into it. Laura McMurray – Commented her neighbors have posted tree removal signs on their privately owned trees. She appreciated this notice of tree removal. These same neighbors also have a rain garden and she appreciates their involvement in City programs. Katrina Lindahl – Shared an article recently published in a local newspaper on the many benefits of trees, such as providing shade and saving energy costs during the warm summer months. Director Report Lori Cummings reported on the following items: • Megan Pembroke, Exec Dir of Communications will resign effective the end of June. Mayor Franklin has promoted Lori to Executive Director to the Mayor. The Director of Communications position will be filled. • 2020 Budget Kickoff meeting o Revenue projections are due end of June o Expenditures are due in September o Budget information will be formatted differently with a goal of providing citizens a better budget communication tool. • Upcoming Programs o Mukilteo Blvd planting will take place June 1 o Hydro plane races on Silver Lake will be held on Saturday, June 1 o Sorticulture will be at Legion Memorial Park June 7 – 9 • Citizen communication was received at Parks Admin, addressed to the Park Board A citizen, Evelyn Heimdahl, raised a concern about a water aerobics class being shut down at Forest Park. Park staff clarified only one of the five days currently being offered would be eliminated due to low average attendance. It was further explained the contract not only pays the instructor an hourly wage, but also indicates a nine-participant average per class is required for classes to continue. The average was calculated by using the attendance in the previous four months, January through April, with snow event closures not being considered in this calculation. The class held on Thursdays at 8:30am was running an average of six participants. Classes continue to be offered Monday, Tuesday, Wednesday and Fridays. Park staff will draft communication and response back to Evelyn on behalf of the Board. Future changes will be communicated by handout and word of mouth. Council Liaison Report Brenda Stonecipher – Not present. Citizen Comments 1) No comments YMCA Partnership Agreement Update/Proposed Fee Review, presented by Kimberly Shelton A PowerPoint was presented to the Board on Establishing Everett Resident Rates at the YMCA and the Swim Access Agreement. The YMCA will allow access to all Everett residents to the new YMCA pool. Proof of residence will be verified and must reside within zip codes 98201, 98203, 98204 and 98208. The City will retain all admissions revenue for non-member, city of Everett residents. A kiosk will be available at the YMCA for Everett residents to pay for entry with credit/debit card, while cash will be collected by the YMCA on behalf of the city. Marketing and advertising will begin with the Fall Parks Guide, and a marketing plan will be developed by our Communications team. Data collection will be evaluated once the YMCA opens. Forest Park Swim Center’s offerings may be adjusted based on attendance data and evaluation. Recommended rates are between current Forest Park Swim Center and YMCA rates. The recommendation of support from the Board was requested. Park staff will present the fees to the Budget Committee. A motion was made to accept the recommended fees and seconded by Linda. No further discussion was heard. Motion/Second/Approved (M/S/A) unanimously. Tree Committee Staff Report Paul Crane reported for Public Works on the following: • Pointed out a typo under Hazard trees – The report reflects 25 trees removed during the month at Berkshire and 1st Dr West. Staff will verify whether there were actually 25 hazard trees at this location. • Oak tree trimming will continue on McDougall. PW staff will continue to limb trees along Baker Avenue between 25th to 19th streets and in all of Riverside area. • Board inquired about concerns of tree limbs hanging over a citizen’s shed and the appropriate actions to be taken. • Trees blocking street signs – Public works responsibility to trim trees so as not to block signs. Trees hanging over the sidewalks that cause a hazard should also be reported. PW staff will assess and inform the property owner asking them to trim their tree. • Street trees can be requested but can no longer be planted for this summer season due to the dry weather conditions. Street tree planting will resume in October and November. Bob Leonard reported for Parks Department on the following: • Legion Park pruning of Sequoias, and removal of dead wood for clearance. • Legion Arboretum had five Conifers removed due to winter damage and for landscape replacement. • Jackson Park had a Chamaecyparis removed due to deterioration. Remaining Chamaecyparis are also showing signs of deterioriation and will be removed as time allows. Replacements will be determined after evaluation of soil conditions and development plans of the adjacent property. • WE Hall Golf had one Pine removed due to a root plate that was upheaving and threating damage to infrastructure elements. • TA Sullivan Park had a Western Red Cedar removed due to damage in a winter wind storm. • CBD (Central Business District) area – Tree stock and root balls were removed from the eight street trees cut down during on winter pruning. New root barriers, new soil and replacement trees will be planted this fall. Parks staff will plant trees in tree wells without grates on a trial basis in the CBD area. Recommendation Items Retreat Debrief, presented by Lori Cummings An outlined work plan was drafted and provided to Board staff. These are outlined work plans from the Park Board retreat held on May 18. Six categories were identified as working plan subject matter to include: • Parks Comprehensive Planning - This is big picture planning work. • Education/Information/Advocacy (Proactive) • Policy Work • Project Planning • Program Updates • Partnership Updates Priority and timeline to be determined by staff and board and ordered chronologically. Information Items Capital Update, presented by Bob Leonard • A brief overview of current CIP3 funded projects was reviewed. o Phil Johnson Ballfields – Contract was awarded to Premier Development with an anticipated construction start in July and completion in early 2020. o Forest Park playground specs to be provided to vendors. Vendors will submit proposals. Proposals will be brought back to Park Board for recommendation. o Deer Park almost complete. o Harborview – Updated the Board on the Harborview Pathway Volunteer project, which improves park accessibility. Kudos to the Rotary volunteers who helped with this project. o Legion Golf Detention Project expected completion is around July. o Glacier View Park – Currently in design phase. o Eclipse Mill Park located in the Riverfront Business Park is still in design phase. Park staff is working with Public Work staff to refine original design. Construction of the park is part of the development agreement. Upcoming Summer Community Engagement and Recreation Opportunities, specific to Parks and Community Services were highlighted. Lowell Park Renovation Project Update, presented by Bob Leonard An update to the Lowell Park Sports Court and Dog Park Improvements project was presented. Two public meetings have been held proposing an off-leash dog park between the trail, north side of parking lot and south of wetland area, and will encompasses just over one acre. This new location will allow the dog park to be served by the parking area and tie into the new housing area. The location will service all of Lowell neighborhood, the new housing development, as well as the park patrons, by tying it all together with the pedestrian bridge. Drainage is also better in this new location. This would be a designated off leash, fenced area to include open space, potential dog watering area and dog cleaning area. Lowell Park will also see renovations of the tennis court, to add pickle ball and renovate the basketball court, and create a circuitous walking path. Other Business Amenities at current parks – The question was asked how a citizen requests additional amenities. Board meetings – A request was made to move this meeting to the first Tuesday of the month. A motion was made to move the Board meetings to the 1st Tuesday of the month. Motion seconded and no further discussion. Motion/Second/Approved (M/S/A) to move the Board of Park Commissioner meetings to the first Tuesday of the month with the next meeting to be held July 2nd. Linda WarBonnet shared an upcoming topic on Live in Everett. Charlie Vogelheim from Forterra will be on the pod cast tomorrow (May 29). This year we will focus our efforts in the South end of the City and move North through the City. Additionally, the following either have been completed or is on the books to be completed later this year. Water Bags: Water Bags have been distributed to numerous locations such as Legion Bluff, Garfield and Judd & Black parks. Water Bags are used on newly planted trees to help with establishment and generally are used for 2-3 years. Parks and Community Services 802 E Mukilteo Blvd Everett, WA 9820 3 425.257.8300 425.257.8325 fax recreation@everettwa.gov everettwa.gov Pervious Rubber Surfacing: Public works has placed a pervious rubberized surfacing in the tree wells along Wall and Hoyt. They will be coming back and filling in the large gap with an alternate color that can be trimmed as the tree grows. This type of surfacing will replace the cast iron tree grates as trees are replaced along Hewitt and Colby Avenues. This is also going to be used during the upcoming streetscape improvement project. Page 2 of 4 Hauge Park: The weeping willow adjacent to the picnic shelter received some damage. We are unsure as to what exactly caused the damage. While we work on removing the damaged portion, we will be inspecting the tree further to determine the cause. Page 3 of 4 Forest Park: The Yew located between the concrete stage and the old restroom has perished. This tree has been on our watch list as it was showing signs of deterioration. Staff had aerated the roots and installed the mulch ring around the drip zone in an attempt to improve conditions. This will be removed later this year. Staff will evaluate locations for new trees to be planted this fall. Sullivan (T.A. Sullivan Park) in the fall of 2018, staff determined that a long-standing assumption that dogs were not allowed in the park by health code was proven to be incorrect. The assumption was based on the fact that the park includes a beach area. Staff made the determination to allow dogs on leash at T.A. Sullivan Park, similar to all other City of Everett parks in the fall of 2018. A couple of months ago, a Silver Lake resident reached out, expressing his concern with allowing dogs on leash in the park. Staff attended the Silver Lake neighborhood meeting in May to solicit additional input. Staff will share this input and the staff recommendation at the July Park Board meeting. With T.A. Sullivan’s status as a regional park, we felt it would be important to solicit Park Board input before proceeding. Staff will present the pros and cons associating with allowing dogs on leash in T.A. Sullivan. RECOMMENDATION Provide input for staff consideration. Staff will lead discussion about adding rules specific to the use of gazebos, shelters and restrooms throughout the park system. Shelters and gazebos within the City’s park system are intended to serve as an amenity that is either formally reserved or, if not reserved, to be used on a first come first serve basis by the public. Restrooms are intended to be available for use by all park users. Staff are proposing rule changes as noted below to minimize challenges associated with extended hours of use of the gazebos, shelters and restrooms. Rule additions include: Gazebo and Shelter Signs: For the Enjoyment of All: Limit your gazebo/shelter visit to 3 hours, unless reserved Use Spaces as Intended: Sleeping, bikes, scooters and skateboards are not permitted Be Considerate of Others: Loud noise and obscene language is not permitted Park Hours are 6am – Dusk: No use allowed outside these hours without permit Restroom Signs: For the Consideration of All: One person at a time, plus caregiver Exit quickly, parks staff may unlock the door if no one responds No smoking or sleeping allowed RECOMMENDATION Discuss and consider adopting the rules presented. Neighborhood supports this. o Staff are working on finalizing the site plan. • Garfield Pathways and Basketball Court (CIP3 Funding) o Plans and specifications complete. o Awaiting purchasing approval to go out to bid. o Overlay asphalt paths, create two connecting paths to two shelters. o Seal coat and stripe basketball courts. • Harborview Pathway Volunteer Project (Parks General Fund) o Phase 1 – Accessibility improvement project installing 400’ of pathway from parking lot, around perimeter of park and adding ADA-compliant picnic tables and benches to improve park accessibility. o Pathway completed.
