ANIMAL CONTROL ADVISORY BOARD MEETING Wednesday, July 13, 2022 at 4:00 PM 213 North Race Street Everman, TX 76140 - Suite 100 MINUTES 1. MEETING CALLED TO ORDER 2. CONSENT AGENDA Motioned by Judy Sellers Seconded by Martin Zeider All voted Aye A. Reading of Minutes of Regular Meeting on March 23, 2022 Created a PDF copy and e-mailed out. Minutes were approved unanimously. 3. CITIZEN’S COMMENTS 4. DISCUSSION ITEMS A. Dog Park Update - Chief Spencer Chief Spencer advised that there was not any update on this project at this time. B. Agreement with City of Kennedale and City of Forest Hill ACO's - Chief Spencer An update was provided as to the status of the Agreements in place with other agencies. ACO's advised that Kennedale and Forest Hill staff had been assisting with some of the issues, but needed a more structured setup. They did advise that those agencies were highly beneficial during the major animal seizure case that occurred. C. Advertising the Animal Shelter as a Tax Donation - Susan Mackey Susan Mackey would like to improve advertisement that donations to the Everman Animal Shelter is considered tax deductible. Would also like to see about improving sponsorships. Improve the donation receipts through the water bills. Robinson advised that there is a new Purina distribution center on Oak Grove Road. Craig will research the donation process and try to improve. D. Disposition of cats left in town by ex-resident ACO's advised that they are currently not able to trap the animals due to the extreme heat. Texas Law prohibits trapping of animals in temperatures in excess of 85 degrees. Neighbor is slowly bringing the cats in as they are able to catch them.  E. Update on recent animal capture ACO's advised that they are now able to foster out all of the animals, but must be a long-term foster. Sgt. Robinson advised that the animals are technically considered evidence as a part of the ongoing criminal investigation. Majority of the animals have been turned over to fosters for the time being. The shelter currently has 20 dogs. Several of the animals have been received medical attention. ACO's provided a completely inventory and status of each animal, totaling 51 animals all together. F. Current condition of the Animal Control Facility needs (computers, software, refrigerators, food stocks, blankets, disposition of keys and other things) Sgt. Robinson provided a proposal from PetPoint on a software program that is needed by Animal Control. Currently, all processes are handled by paper. Additionally, Animal Control does not have any sort of software that indicates what animals are available for adoption. The current processes are not clearly outlined and cause confusion. There is also currently no reporting ability. This software will address all of those issues. The cost for the software is below the amount requiring City Council Approval. Chief Spencer advised that there is money within the budget to move forward with this project immediately if the board so choose to do so. A vote was not required for this action. 5. CONSIDERATION AND POSSIBLE ACTION A. Discuss and approve budget recommendations to the Everman City Council Sgt. Robinson advised that the current building had significant maintenance concerns and appeared to also have structural and security concerns. The Air Conditioners in the building are not working properly and require replacement. Chief Spencer advised that it would be beneficial to begin research on a new facility. Sgt. Robinson proposed the concept of a potential partnership with a vet that may be interested in leasing a portion of the facility to provide services, and would also be available to Animal Control Officers for clinical needs. 6. ACO Report ACO's provided further update related to the large animal seizure and advised that they were working with various rescues to move the dogs out as quickly as possible. 7. Citizens may address the Board or Commission either during the Citizen Comments portion of the meeting or during deliberation of a listed agenda item. Members of the Board or Commission are only permitted by Law to discuss items that are listed on the agenda. Citizens wishing to make comments should notify the City Secretary as soon as possible.
