EVERMAN CITY COUNCIL REGULAR MEETING Tuesday, March 07, 2023 at 6:30 PM 212 North Race Street Everman, TX 76140 MINUTES 1. MEETING CALLED TO ORDER Mayor called meeting to order at 6:30pm. 2. INVOCATION 3. PLEDGE OF ALLEGIANCE 4. CONSENT AGENDA 5. PRESENTATIONS A. Oath of Office - Corporal Ashley Bolliger Craig presented and administered the Oath of Office to Corporal Ashley Bolliger. B. Tarrant County Regional Communications (TCRC) Center Presentation and Update - Director Beverly Patton Beverly Patton is updating the council with the new dispatch center. Beverly stated that we have been a multi facility agency since December of last year so we have been an operating agency for two months. Beverly can report that everything so far is on the up. We have better staffing and we are almost fully staffed on the fire side and fully staffed on the police side. She stated that the call volume has increased tremendously. We have always had one or two dispatchers for fire, and police and now we have designated dispatchers for those departments that are specialty trained and certified for those types of calls. This has put such a positive outlook on coming to work everyday. Beverly produced a report showing the call loads going out. Total calls for all is 1,803. This is 11 times more than what we are used to getting per month stated Beverly. Last year alone for the City of Everman calls was 15,000 alone. As of today for the year we are at about 4,000 calls so far for the year so we will supersede that number and Beverly is very excited of where they are going and what they will be. Craig wanted to add that all calls where answered within 10 seconds and that is 97 percent of the calls, the standard is set at 90 percent so we are above that. Council stated that is amazing and excellent and they are doing a very good job. 6. CITIZEN’S COMMENTS 7. DISCUSSION ITEMS A. Discuss and Review of Current Water Rates Craig stated in 2021 we did propose an increase in the water rates and it would be a big increase. We did not do any in 2022 due to how big that increase was. So, with that being said we will be proposing increasing the water rates again. Craig stated that he wanted to ask council if there is any data that they would like him to get to make this decision. Council did ask about TML and comparing with like cities and what they charge for the water rates. Craig is pulling that data now. The first meeting in April he will have a proposal for them to approve for a water rate increase. Craig stated that the rates are good but we have had water emergency that has put us behind which was a sewer-line collapse and a water-line that fed Hanna Ranch, and a few other things also that we had to address. Allen asked about ARPA Funds and Craig stated that the $150,000 in there needs to stay there for the projects now for any overages or anything that might come up and they have that there to use for that to keep us from going in our Reserves. Craig will have all the information for them at the next meeting. B. Staff Report - Citywide Cleanup Event Craig stated that this event was a huge success and they used 15 dumpsters. March was much better this year than last being in November. This was a huge turnout. Very good feed back from this event. We will be able to do this once a year for no cost to the city which is in our contract. More than one time the city will have to pay out of pocket for that and it would take several thousand dollars to do that if the council chooses to. Johnnie Allen asked about signs for this event since we do have advertising in the budget. There is no budget for event advertising stated Craig. This is out in News Corner, social media, digital signage. Council would like them to get signage for this event next year. Craig will make that happen. C. Staff Report - Legends of Hanna Ranch Subdivision Update Craig stated that there is a lot of progress in the Hanna Ranch Project. They are now pulling permits to build homes. Total of 6 house permits and 12 water meter permits in review right now. Craig did say he got with the builders and asked them if they had plans to make a sign and they came back with a beautiful memorial signage and we don't have an ordinance to maintain subdivision signs. Craig just wanted to let council know that this ordinance will come to them for approval at the next meeting. He also added that these homes will be a mixture of renters and owners. Hanna Ranch is doing the leasing and they will not sell to investors. This will be an HOA also to keep these homes nice and clean. This will be a 50, 50 split on sold and rental. These are in the $300,000 range. There are deed restrictions on slum lords buying and renting or selling the property in Hanna Ranch. This was something the city required so that will not happen. D. 2022 Annual Report - Discussion Craig is hoping to have this ready and out by April. Craig also stated that if council would like to see anything in this report please get it to him as soon as possible. This report is presented to our citizens. This is a highlight on different departments in the city. 8. CONSIDERATION AND POSSIBLE ACTION 9. EXECUTIVE SESSION Did not convene into Executive Session. 10. CITY MANAGERS REPORT Auditor's have been here and will be here in April to submit the Audit report. There is also 2 AC Units that will need to be replaced here at City Hall. Craig stated they are going for bids and making sure we get the best price. 2016 it was last replaced. He will keep them informed on that process. He is back in the office also. 11. MAYOR’S REPORT Final documents from the Flood Study are in and this should be starting in the next week or so. 12. ADJOURN Mayor adjourned the meeting at 7:03pm. Section 551.087- Deliberation Regarding Economic Development Negotiations. F. Section 551.089 - Deliberations Regarding Security Devices or Security Audits. Citizens wishing to submit written comments should e-mail the City Secretary at mparks@evermantx.net. Comments that are received at least one-hour prior to the start of the meeting will be provided to all council members. According to the City of Everman Policy on Governance Process, individual citizen comments will be restricted to three (3) minutes unless otherwise determined by a majority vote of the Council. The mayor is responsible to enforce the time limit. Citizens may address City Council either during the Citizen Comments portion of the meeting or during deliberation of a listed agenda item. City Council is only permitted by Law to discuss items that are listed on the agenda. Citizens wishing to make comments should notify the City Secretary as soon as possible.
