1. MEETING CALLED TO ORDER
Mayor called meeting to order at 6:32pm.

Cheryl Jones from 300 Southway Drive wanted an update on the underground waterline that is
being constructed on Columbine. From her understanding the original completion date was in
August and she wanted to know if there is a new estimated completion date for the waterline.
7. DISCUSSION ITEMS
A. Consideration and Discussion related to the Tarrant County Appraisal District Ballot of
Appointments to Board of Directors beginning January 1, 2024.
Mayor stated that council should have received the documentation from TAD with the
nominees on it. Mayor stated that we do have a total of five votes. Mayors recommendation is
to give all five votes to Gary Losado. With small discussion the Mayor and council agree to
give all five votes to Gary Losado. This will be on the next meeting for approval.
B. Staff Report - Substandard Building Processes and Procedures Update.
Our City ordinances keep us from proceeding with this process if we need to. Code
Enforcement Officer Dabb's, Craig and the attorney had a meeting to talk about how we can
enforce this. Planning and Zoning Commission as the Substandard Building Commission
committee is one of the first steps in helping this situation. This is the committee that Dabbs
will take these properties to that may need to be set substandard. There are several that are at
this time. This will be on the next meeting for approval.
8. CONSIDERATION AND POSSIBLE ACTION
A. ORDINANCE #804 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
EVERMAN, TEXAS, AMENDING THE CODE OF ORDINANCES OF THE CITY OF
EVERMAN, TEXAS BY AMENDING SECTION 19-76 “SPECIAL ORDINANCES
PROHIBITING OR REGULATING PARKING OF VEHICLES AT SPECIFIC PLACES ON
DESIGNATED STREETS” OF DIVISION 1 “GENERALLY” OF ARTICLE III “STOPPING,
STANDING AND PARKING”; PROVIDING A SEVERABILITY CLAUSE, PROVIDING A
REPEALING CLAUSE; AND PROVIDING FOR AN EFFECTIVE DATE.
Motion made by Place 4; Mayor Pro-Tem Mackey, Seconded by Place 5 Sellers.
Voting Yea: Place 1 Sanders, Place 2 Renfro, Place 4; Mayor Pro-Tem Mackey, Place 5
Sellers, Mayor Richardson

B. RESOLUTION # 2023-11-01 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EVERMAN, TEXAS, APPROVING AN INTERLOCAL COOPERATION AGREEMENT FOR
COMMUNICATIONS CENTER AND EMERGENCY DISPATCH SERVICES WITH THE
BRIAR-RENO FIRE DEPARTMENT (BRFD); AND PROVIDING AN EFFECTIVE DATE.
Motion made by Place 5 Sellers, Seconded by Place 1 Sanders.
Voting Yea: Place 1 Sanders, Place 2 Renfro, Place 3 Allen, Place 4; Mayor Pro-Tem Mackey,
Place 5 Sellers, Mayor Richardson
Motion Carried.
C. RESOLUTION #2023-11-02 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF

9. EXECUTIVE SESSION
10. CITY MANAGERS REPORT
Craig stated that Election Day is today, letting council know about the proposition A.
Will bring additional funding if passed.
Noel playground is getting close to being done. November 20th is the planned date for this ribbon
cutting.
Christmas Committee is meeting weekly and working hard to get all the events ready that will be
going on in the city. Richard approached council and explained what Pozole and Pasadas.
December 12 at 6pm.
Raffle from UB and Christmas Spirit award.
11. MAYOR’S REPORT
Mayor and Susan went on a train ride and went on a meeting at Trinity Metro.

According to the City of Everman Policy on Governance Process, individual citizen comments will be
restricted to three (3) minutes unless otherwise determined by a majority vote of the Council. The mayor
is responsible to enforce the time limit. Citizens may address City Council either during the Citizen
Comments portion of the meeting or during deliberation of a listed agenda item. City Council is only
permitted by Law to discuss items that are listed on the agenda. Citizens wishing to make comments
should notify the City Secretary as soon as possible.
City Hall is wheelchair accessible. Parking spaces for disabled citizens are available. Requests for sign
