Mayor called the meeting to order at 6:33pm.

Financials were moved to discussion.
Craig stated that they have had several months of problems with Paylocity and getting them to
make needed corrections that are causing problems with getting the Financial reports to
council. Council would like to table the Financials.

A. Everman Fire Department Badge Pinning & Swearing In Ceremony
Landon Whatley performed the Everman Fire Department Badge Pinning & Swearing in
Ceremony.

7. DISCUSSION ITEMS
A. Staff Report - Everman Annual Christmas Tree Lighting
Craig stated that we had a great big turn out for this Event. The largest that we have had so far
yet. Thanked all the employees and volunteers involved and Taco Oasis. He also gave a
special thanks to all the students that came out and help with the set-up of the Christmas Tree
Lighting from the EISD.
B. Staff Report - Everman Holiday Market
Craig stated that we have had a lot of people interested in the Event and we have over 60
vendors signed up, coming and lots of fun things planned for this event. He expects a very big
turn out and is very excited about all the fun things that will be here for this event.
C. Staff Report - Everman Annual Employee Gala
The employee Gala will theme Stars of Texas and will be held on January 20, 2023 at 6pm.
D. Staff Report - City of Everman Capital Improvement Plan
Craig stated that it has been a while since we have updated this Capital Improvement Plan.
This is something that we need to do. Directors will be apart of this process as well to get all
their feed back on the identified needs that the city needs. This will start in January and this
will come before council until June once the Planning and Zoning has finalized this Plan.
E. Staff Report - Update on the Tarrant Area Food Bank Local Programs
Craig updated council on the Tarrant Area Food Bank Local Programs.
F. 2024 - 2025 TCAP Board Ballot
We have received this from Tarrant County and would like council to review these choices.
Council took time and has given Craig the choices they have made and will be turned in.

A. Accept Resignation of Doreen Seals from the Senior Citizen Advisory Board

B. Administration of Oath of Office to Senior Citizen Advisory Board Members
City Secretary Mindi Parks Administered the Oath of Office for the Senior Citizens Advisory
Board.
C. Consideration and Discussion related to the Tarrant County Appraisal District Ballot of
Appointments to Board of Directors beginning January 1, 2024.

EVERMAN, TEXAS, AUTHORIZING THE PURCHASE OF ONE NEW AMBULANCE (M219)
AND ALL RELATED AND NECESSARY INTERNAL EQUIPMENT FOR COMPENSATION IN
AN AMOUNT NOT TO EXCEED $580,000.00 TO BE FUNDED OR REIMBURSED BY
TARRANT COUNTY EMERGENCY SERVICES DISTRICT NO. 1 IN ACCORDANCE WITH
THE DISTRICT’S AGREEMENT WITH THE CITY, AND AMENDMENT NO. 1 THERETO FOR
AMERICAN RESCUE PLAN ACT STATE AND LOCAL RECOVERY FUNDS; AUTHORIZING
THE CITY MANAGER TO EXECUTE ALL NECESSARY DOCUMENTS; AND PROVIDING
AN EFFECTIVE DATE.

EVERMAN, TEXAS, AUTHORIZING THE PURCHASE OF FIRST RESPONDER PERSONAL
PROTECTIVE EQUIPMENT AND SELF-CONTAINED BREATHING APARATUS FOR
COMPENSATION IN AN AMOUNT NOT TO EXCEED $150,000.00 TO BE FUNDED OR
REIMBURSED BY TARRANT COUNTY EMERGENCY SERVICES DISTRICT NO. 1 IN
ACCORDANCE WITH THE DISTRICT’S AGREEMENT WITH THE CITY AND AMENDMENT
NO. 1 THERETO FOR AMERICAN RESCUE PLAN ACT STATE AND LOCAL RECOVERY

DISPATCH SERVICES WITH THE CITY OF BLUE MOUND. TEXAS; AND PROVIDING AN
EFFECTIVE DATE.

PROTECTION AND EMERGENCY MEDICAL SERVICES IN IDENTIFIED
UNINCORPORATED AREAS TO BE EFFECTIVE RETROACTIVELY BEGINNING
OCTOBER 1, 2023; AUTHORIZING THE CITY MANAGER TO EXECUTE SAID
AGREEMENT; AND PROVIDING AN EFFECTIVE DATE.

9. EXECUTIVE SESSION
10. CITY MANAGERS REPORT
Craig will be sending a report in an email on some staff issues that have happened this past week.
He will be sending that out. The staff is working hard on the upcoming events. Craig stated and
announced that this is Kyles last meeting that he will be attending from our law firm. January we
will have a new attorney to replace Kyle. There are also a lot of Audits going on right now also.
11. MAYOR’S REPORT
Linebarger Event is tomorrow night.
Mayors Council is the 11th.
When the ribbon cutting on the playground happened the Mayor talked to a gentlemen with WhirlX
and Mayor asked about a swing for wheelchairs in this park and they are making it happen. He will
update the council on this.
