1. MEETING CALLED TO ORDER
Mayor called meeting to order at 6:31pm.

5. PRESENTATIONS
A. Swearing In & Badge Pinning Ceremony - Police Officers Tara Culpepper and Jarred Burson
Craig Spencer administered the Oath of Office to Officers Tara Culpepper and Jarred
Burson.
B. Administer Oath of Office - Lead Animal Control Officer Raymond Rentschler
Craig Spencer administered the Oath of Office to Raymond Rentschler.
C. Presentation of the new School Resource Officer Vehicle
Five minute recess to view the vehicle at 6:42pm and all returned back at 6:46pm.
6. CITIZEN’S COMMENTS
Johnnie Allen wanted to inform council about the auto thefts in the area of Southway and Bluebell
Dr.. There have been several in the last three months and would like the police to patrol the area
more at night. Also, she is stating that they release water from the Columbine well and she and the
citizens in that area would like to know when it will stop. It is every day and it flows down several
blocks.
7. DISCUSSION ITEMS
A. Staff Report - Winter Storm Gerri
Craig wanted to put this on the agenda for any discussion for weather for the weekend and
also to report that we have had no major leaks or infrastructure that has been damaged. Craig
did state that a few minutes ago he got a report of a potential water leak that may have to be
repaired and crews are on the way to look at it now. Everything as of now, is going good and
he will keep the council updated.
B. Staff Report - Capital Improvement Plan Update
Craig stated that the last Capital Improvement Plan was reviewed and approved in 2020. We
are already working on the update. This is going back to the Planning and Zoning Commission
this Thursday to review what has been completed on the Plan and what may need to be added
to this Plan. There will be a meeting held for the public so that we can hear their opinions and
desires they may have or want to see in their community. This is on Social Media to get
citizens participation.
C. Staff Report - City of Everman Annual Report
Staff has began working on the Everman Annual Report and each department will have
reports to share so it can be compiled to the Annual Report and important highlights for all the
citizens for the year. Craig also stated to the council if they had anything that they wanted to
add to send it to him directly and he will make sure to get it in the report.
D. Staff Report - City of Everman Annual Employee Gala
Craig reminded council that the Gala is Saturday, January 20th, at 6pm. Encouraging all to
come.
8. CONSIDERATION AND POSSIBLE ACTION
Susanne, Finance Director presented the Financials to the council and answered any questions
they had. After discussion;
Motion was made by Council Member Mackey and seconded by Council Member Sellers to
approve the Financials as presented. All Council Members voted Aye.
Motion Carried.
A. RESOLUTION #2024-01-01 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EVERMAN, TEXAS, AUTHORIZING EXECUTION BY THE CITY MANAGER OF A
PROPOSAL AND COST SCHEDULE AS AN ADDENDUM TO THE CITY’S EXISTING
MANAGED SERVICES AGREEMENT WITH NET GENIUS, INC. IN AN AMOUNT NOT TO
EXCEED $65,447.99 FOR THE EMERGENCY REPLACEMENT OF A DISPATCH SERVER
AND RELATED AND NECESSARY SOFTWARE; AND PROVIDING AN EFFECTIVE DATE.
Motion made by Place 4; Mayor Pro-Tem Mackey, Seconded by Place 2 Renfro.
Voting Yea: Place 1 Sanders, Place 2 Renfro, Place 3 Allen, Place 4; Mayor Pro-Tem Mackey,
Place 5 Sellers, Place 6 Davila, Mayor Richardson
Motion Carried.
B. ORDINANCE # 805 - AN ORDINANCE AMENDING THE CODE OF ORDINANCES OF THE
CITY OF EVERMAN, TEXAS, CHAPTER 2 “ADMINISTRATION”, ARTICLE II “COUNCIL”, BY
AMENDING SECTION 2-21 “MEETINGS”, SUBSECTION (a); PROVIDING FOR THE
REPEAL OF ALL ORDINANCES IN CONFLICT; PROVIDING A SEVERABILITY CLAUSE;
PROVIDING A SAVINGS CLAUSE; AND PROVIDING AN EFFECTIVE DATE .
Motion made by Place 4; Mayor Pro-Tem Mackey, Seconded by Place 5 Sellers to deny the
motion
Voting Yea: Place 1 Sanders, Place 2 Renfro, Place 3 Allen, Place 4; Mayor Pro-Tem Mackey,
Place 5 Sellers
Voting Nay: Place 6 Davila, Mayor Richardson
Motion Carried to deny the Ordinance #805.

Craig had nothing to report.
11. MAYOR’S REPORT
Went to Hugely to see the new building ribbon cutting for the ICU and ER. Wheelchair swing
meeting has got moved and they will be meeting tomorrow to decide if we get the swing or not.
12. ADJOURN
Mayor adjourned the meeting at 7:17pm.

Comments that are received at least one-hour prior to the start of the meeting will be provided to all
council members.
According to the City of Everman Policy on Governance Process, individual citizen comments will be
restricted to three (3) minutes unless otherwise determined by a majority vote of the Council. The mayor
is responsible to enforce the time limit. Citizens may address City Council either during the Citizen
Comments portion of the meeting or during deliberation of a listed agenda item. City Council is only
permitted by Law to discuss items that are listed on the agenda. Citizens wishing to make comments
should notify the City Secretary as soon as possible.
City Hall is wheelchair accessible. Parking spaces for disabled citizens are available. Requests for sign
interpretative services must be made 48 hours prior to the meeting. To make arrangements, call
