EVERMAN CITY COUNCIL REGULAR MEETING Tuesday, June 11, 2024 at 6:00 PM 213 North Race Street Everman, TX 76140 MINUTES 1. MEETING CALLED TO ORDER Mayor called meeting to order at 6:00pm. Present Mayor Richardson, Council Members Sanders, Renfro, Allen, Pro-Tem Mackey, Sellers, and Davila. 2. INVOCATION 3. PLEDGE OF ALLEGIANCE 4. PRESENTATIONS A. Swearing In-Ceremony - Everman Police Department Craig Spencer read and presented the Oath of Office for and to Ryan Quacknbush. 5. CITIZEN’S COMMENTS Daniel J. Bennett spoke and presented to the council about the TAD Subcommittees. 6. DISCUSSION ITEMS A. 2024 - Celebrate America Festival Craig wanted to brief the council on this. This will be an indoor market in the Civic Center and then with outdoor activities going on and the same live band will also be there. The Fire works will be displayed as well. B. 2024 - Christmas Events Craig wanted to update council on the Christmas events. Holiday Market will be November 30th. The Christmas Tree lighting will be December 5 also. The Movie Night is set for December 23rd. Committee is already meeting and making way on the holiday plans for the city. Craig will keep updating council with the Christmas Plans. C. Review and Discuss FY2025 Budget Calendar Craig stated that Susanne did send out the calendar for the Budget workshops and Craig went over these dates with the council. D. Presentation and Report on the status of Municipal Animal Services Shelter - Ray Rentschler Raymond had an update presentation on the Animal Control facility and staff and changes. Raymond explained that he walked into a big struggle at the Animal Facility. Raymond since then has cleaned up the shelter and it is smelling good and clean and have had compliments on that also. The administration side had missing data and he has that all fixed and done. There have a new truck that they love very much. Raymond also built a new web page with updates and has lots of helpful information for the shelter. Raymond is working hard to get the Quality of Life put into the shelter. He is also working on a Mission statement and getting the city animal ordinances updated. E. Transportation Projects - Updates and Discussion Craig presented an update on some projects going on in the city. The first one is South Race street. Enon to Shelby road. Craig stated that this is a new project. This would be a McDonalds on Race street and Everman Parkway. They are planning to do this in six months. Also, do some creek work in that area to improve the drainage. A signal is being looked into also for this intersection to improve the traffic. We are working with them to see if they will help with this and we will see what comes out of that for the funding of that signal. Craig also wanted to update on the expansion on Forest Hill Drive. This is still in the design phase and still about 1 to 2 years out. We also have Wichita Street. This is I-20 to South of Roy C. Brooks. F. City of Everman & Everman ISD Interlocal Agreement for Law Enforcement Services Craig stated that they are not proposing a change and we the city are asking for an amendment in the contract to increasing the cost of Police Officers to five percent. Craig wanted to make sure the council did not want to change anything with this contract. 7. CONSIDERATION AND POSSIBLE ACTION A. RESOLUTION # 2024-06-02 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EVERMAN, TEXAS, RENAMING THE CITY FACILITY LOCATED AT 100 NORTH RACE STREET AS THE “DAGGS BUILDING”. Motion made by Place 4; Mayor Pro-Tem Mackey, Seconded by Place 5 Sellers. Voting Yea: Place 1 Sanders, Place 2 Renfro, Place 3 Allen, Place 4; Mayor Pro-Tem Mackey, Place 5 Sellers, Place 6 Davila and Mayor Motion Carried. 8. EXECUTIVE SESSION 9. CITY MANAGERS REPORT Craig stated about the City Hall hour change to Monday through Friday 7am-6pm. 10. MAYOR’S REPORT Mayor informed council that Craig will be receiving an award for the William J Pitstick Award. 11. ADJOURN Mayor adjourned the meeting at 7:22pm. Pursuant to Section 551.071, Chapter 551 of the Texas Government Code, Council reserves the right to convene into Executive Session(s) from time to time as deemed necessary during this meeting, to receive advice from its attorney on any posted agenda item, as permitted by Law. Additionally, Council may convene into Executive Session to discuss the following: A. Section 551.071 - Pending or Contemplated Litigation or to Seek Advice of the City Attorney. B. Section 551.072 - Purchase, Sale, Exchange, Lease, or Value of Real Property. C. Section 551.073 - Deliberation Regarding Prospective Gift. D. Section 551.074 - Personnel Matters. E. Section 551.087- Deliberation Regarding Economic Development Negotiations. F. Section 551.089 - Deliberations Regarding Security Devices or Security Audits. Citizens wishing to submit written comments should e-mail the City Secretary at mparks@evermantx.net. Comments that are received at least one-hour prior to the start of the meeting will be provided to all council members. According to the City of Everman Policy on Governance Process, individual citizen comments will be restricted to three (3) minutes unless otherwise determined by a majority vote of the Council. The mayor is responsible to enforce the time limit. Citizens may address City Council either during the Citizen Comments portion of the meeting or during deliberation of a listed agenda item. City Council is only permitted by Law to discuss items that are listed on the agenda. Citizens wishing to make comments should notify the City Secretary as soon as possible. City Hall is wheelchair accessible. Parking spaces for disabled citizens are available. Requests for sign interpretative services must be made 48 hours prior to the meeting.
