1. MEETING CALLED TO ORDER
Mayor Ray Richardson called meeting to order at 6:01pm.

A. Proclamation - Celebrating 48th Anniversary for Hickory Stick BBQ
Mayor Ray Richardson read the Proclamation Celebrating the 48th Anniversary for Hickory
Stick BBQ. He presented he Proclamation to them at Hickory Stick earlier this morning.
B. Recognition of Human Resources Director Jennifer Nateros on achieving her International
Public Management Association for Human Resources Certified Professional (IPMA-CP)
certification
Mayor Ray Richardson presented Jennifer Nateros, Human Resources Director her certificate
for achieving her International Public Management Association for Human Resource Certified
Professional certification.
6. CITIZEN’S COMMENTS
We had no citizens with comments.
7. DISCUSSION ITEMS
A. Discuss and Review Proposed Budget for FY2025
Craig reviewed and discussed Proposed Budget for FY2025 with council and all council had
no questions or concerns.
B. Discuss and Consider an Ordinance creating a Mayor's Youth Advisory Council.
Craig presented to council on the consideration of an Ordinance creating a Mayor's Youth
Advisory Council and presented to them the different things that they would do and be
involved in. All council loved the idea and is in consensus with having this for approval at the
next meeting.
C. Review and Discuss potential amendments Code of Ordinances Article IV. Garage Sales
Craig wanted to review and discuss potential amendments for Code of Ordinances Article IV.
Garage Sales to prevent businesses in the city having Garage Sales and the concerns and
with that the council would like to move forward with looking into making these changes to
Garage Sales and would like them to have to get permission to hold these sales on their
business property and come before council for that. Council would like to focus on the
commercial side of this Ordinance.
D. Report on Planned Community Events
Craig wanted to update council with some Events and dates for these Events as follow:
September 11th, Remembrance Walk through Pitman Park, no time yet but in the evening.
September 20th, Homecoming and the Parade for this is still to be determined. Council will be
doing a float for this parade.
October 24th, Halloween Festival and we are looking to host this at Timberview Homestead.
This will be a great location for this and this will start at 6pm.
8. CONSIDERATION AND POSSIBLE ACTION
A. RESOLUTION # 2024-08-01 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EVERMAN, TEXAS, ESTABLISHING A CHARTER REVIEW COMMISSION; ESTABLISHING
CHARTER REVIEW COMMISSION GUIDELINES; AND PROVIDING FOR AN EFFECTIVE
DATE.
Motion made by Place 4; Mayor Pro-Tem Mackey, Seconded by Place 5 Sellers.
Voting Nay: Place 2 Renfro, Place 3 Allen, Place 4; Mayor Pro-Tem Mackey, Place 5 Sellers,
Place 6 Davila and Mayor.
Motion Not Carried.
This item will come back to the August 27th meeting.
B. RESOLUTION # 2024-08-02 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EVERMAN, TEXAS, APPROVING A NEGOTIATED SETTLEMENT BETWEEN THE ATMOS
CITIES STEERING COMMITTEE (“ACSC”) AND ATMOS ENERGY CORP., MID-TEX
DIVISION REGARDING THE COMPANY’S 2024 RATE REVIEW MECHANISM FILING;
DECLARING EXISTING RATES TO BE UNREASONABLE; ADOPTING TARIFFS THAT
REFLECT RATE ADJUSTMENTS CONSISTENT WITH THE NEGOTIATED SETTLEMENT;
FINDING THE RATES TO BE SET BY THE ATTACHED SETTLEMENT TARIFFS TO BE
JUST AND REASONABLE AND IN THE PUBLIC INTEREST; APPROVING AN
ATTACHMENT ESTABLISHING A BENCHMARK FOR PENSIONS AND RETIREE MEDICAL
BENEFITS; REQUIRING THE COMPANY TO REIMBURSE ACSC’S REASONABLE
RATEMAKING EXPENSES; DETERMINING THAT THIS RESOLUTION WAS PASSED IN
ACCORDANCE WITH THE REQUIREMENTS OF THE TEXAS OPEN MEETINGS ACT;
ADOPTING A SAVINGS CLAUSE; DECLARING AN EFFECTIVE DATE; AND REQUIRING
DELIVERY OF THIS RESOLUTION TO THE COMPANY AND THE ACSC’S LEGAL
COUNSEL.
Motion made by Place 4; Mayor Pro-Tem Mackey, Seconded by Place 5 Sellers.
Voting Yea: Place 2 Renfro, Place 3 Allen, Place 4; Mayor Pro-Tem Mackey, Place 5 Sellers,
Place 6 Davila and Mayor.
Motion Carried
9. EXECUTIVE SESSION
A. The City Council will convene into closed, executive session in accordance with Texas
Government Code section 551.071(2) – Consultation with City Attorney, to seek legal advice
regarding potential enforcement actions by the Texas Commission on Law Enforcement
Mayor Richardson opened Executive Session at 6:41pm.
Mayor Ray Richardson closed the Executive Session at 7:01pm.
No Action Taken.
10. CITY MANAGERS REPORT
Craig just wanted to highlight to council the very interesting job on South Race street with the
stripping job on the street. This was a subcontractor that did the job and he has been pulled and
the city is now working with another contractor for the restriping job to get this corrected.
11. MAYOR’S REPORT
Mayor reminded the council to have their appointment for the Charter Review Board on the 27th.
12. ADJOURN
Mayor Ray Richardson adjourned the meeting at 7:04pm.

Citizens wishing to submit written comments should e-mail the City Secretary at mparks@evermantx.net.
Comments that are received at least one-hour prior to the start of the meeting will be provided to all
council members.
According to the City of Everman Policy on Governance Process, individual citizen comments will be
restricted to three (3) minutes unless otherwise determined by a majority vote of the Council. The mayor
is responsible to enforce the time limit. Citizens may address City Council either during the Citizen
Comments portion of the meeting or during deliberation of a listed agenda item. City Council is only
permitted by Law to discuss items that are listed on the agenda. Citizens wishing to make comments
should notify the City Secretary as soon as possible.
City Hall is wheelchair accessible. Parking spaces for disabled citizens are available. Requests for sign
