EVERMAN CITY COUNCIL REGULAR MEETING Tuesday, August 27, 2024 at 6:00 PM 213 North Race Street Everman, TX 76140 MINUTES 1. MEETING CALLED TO ORDER Mayor called meeting to order at 6:00pm. 2. INVOCATION 3. PLEDGE OF ALLEGIANCE 4. CITIZEN’S COMMENTS We had no citizens comments. 5. DISCUSSION ITEMS A. Staff Report - Upcoming Events and Activities Craig stated that open enrollment for Employee Benefits. Rodney Dryden is here to present to council about the changes that have been made. For this city it is a two percent reduction. Rodney did state there are no real changes for the city when it comes to the coverages. Craig updated council with the up coming events starting with the 911 Remembrance Walk. Parade day is also September 18th at 6pm. National Night out Tuesday October 1st at 6pm. Battle of the Badges October 19th at 6pm at Everman High School. Halloween Festival October 24th at Timberview Farmstead from 6pm-9pm. B. Staff Report - Permitting Updates Craig provided some details and information about Permitting since he was asked about that and will take any questions that the council may have concerning permitting. Craig did send this report out to council by email. Craig pulled some highlights from that report to present to council at this time. This report displayed with the permitting information concerning the total count, fees, fees paid, and the total of permits that we issued and collected for in years 2021- 2024. These are statistics and numbers. Council had no questions for Craig on this report for Permitting. 6. CONSIDERATION AND POSSIBLE ACTION A. RESOLUTION # 2024-08-01 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EVERMAN, TEXAS, ESTABLISHING A CHARTER REVIEW COMMISSION; ESTABLISHING CHARTER REVIEW COMMISSION GUIDELINES; AND PROVIDING FOR AN EFFECTIVE DATE. Motion made by Place 4; Mayor Pro-Tem Mackey, Seconded by Place 1 Sanders. Voting Yea: Place 1 Sanders, Place 2 Renfro, Place 3 Allen, Place 4; Mayor Pro-Tem Mackey, Place 5 Sellers, Place 6 Davila and Mayor to appoint Andy Booth, Judy Greeson, Bobbie Montgomery, Judy Graham, Janet Ward, Steve Tindle, and Sofia Burgos to the Charter Review Commission. Motion Carried. B. RESOLUTION 2024-08-03 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EVERMAN, TEXAS RATIFYING THE PROPERTY TAX INCREASE REFLECTED IN THE CITY’S ADOPTED FISCAL YEAR 2024-2025 BUDGET, WHICH IS A BUDGET THAT WILL REQUIRE RAISING MORE REVENUE FROM PROPERTY TAXES THAN IN THE PREVIOUS YEAR; AND PROVIDING AN EFFECTIVE DATE Motion made by Place 4; Mayor Pro-Tem Mackey, Seconded by Place 5 Sellers. Voting Yea: Place 1 Sanders, Place 2 Renfro, Place 3 Allen, Place 4; Mayor Pro-Tem Mackey, Place 5 Sellers, Place 6 Davila and Mayor Motion Carried. C. ORDINANCE # 818 - AN ORDINANCE OF THE CITY OF EVERMAN ADOPTING AN AD VALOREM TAX RATE FOR THE FISCAL YEAR 2025 AND LEVYING THE AD VALOREM TAXES FOR THE YEAR 2024 (FISCAL YEAR 2024-2025) AT A RATE OF 1.026080 CENTS PER ONE HUNDRED DOLLARS ($100) ASSESSED VALUATION ON ALL TAXABLE PROPERTY WITHIN THE CORPORATE LIMITS OF THE CITY OF EVERMAN AS OF JANUARY 1, 2024, TO PROVIDE REVENUE FOR THE PAYMENT OF CURRENT EXPENSES; PROVIDING FOR AN INTEREST AND SINKING FUND FOR ALL OUTSTANDING DEBT OF THE CITY OF EVERMAN; PROVIDING FOR DUE AND DELINQUENT DATES TOGETHER WITH PENALTIES AND INTEREST; PROVIDING A REPEALING CLAUSE; PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING FOR AN EFFECTIVE DATE. Motion made by Place 4; Mayor Pro-Tem Mackey that the Property Tax Rate be increased by the adoption of a Tax Rate of 1.026080 cents which is effectively a 3.63 percent increase in the Tax Rate and approve Ordinance No. 818, Seconded by Place 1 Sanders. Voting Yea: Place 1 Sanders, Place 2 Renfro, Place 3 Allen, Place 4; Mayor Pro-Tem Mackey, Place 5 Sellers, Place 6 Davila and Mayor Motion Carried. D. ORDINANCE # 819 - AN ORDINANCE AMENDING THE CODE OF ORDINANCES OF THE CITY OF EVERMAN, TEXAS, CHAPTER 11 “LICENSES, PERMITS AND MISCELLANEOUS BUSINESS REGULATIONS”, ARTICLE IV, “GARAGE SALES” BY AMENDING SECTIONS 11-191 AND 11-192, AMENDINGSECTION 11-194 AND RENUMBERING IT ASSECTION 11- 195, AND ADDING A NEW SECTION 11-194 “GARAGE SALES ON NONRESIDENTIAL PROPERTY”; PROVIDING FOR THE REPEAL OF ALL ORDINANCES IN CONFLICT; PROVIDING A SEVERABILITY CLAUSE; PROVIDING A SAVINGS CLAUSE; AND PROVIDING AN EFFECTIVE DATE . Motion made by Place 5 Sellers, Seconded by Place 6 Davila. Voting Yea: Place 1 Sanders, Place 2 Renfro, Place 3 Allen, Place 4; Mayor Pro-Tem Mackey, Place 5 Sellers, Place 6 Davila and Mayor Motion Carried. E. ORDINANCE # 820 - AN ORDINANCE AMENDING THE CODE OF ORDINANCES OF THE CITY OF EVERMAN, TEXAS, CHAPTER 2 “ADMINISTRATION”, ARTICLE V “BOARDS AND COMMISSIONS”, BY ADDING A NEW SECTION 2-72 “MAYOR’S YOUTH ADVISORY COUNCIL”, PROVIDING FOR THE REPEAL OF ALL ORDINANCES IN CONFLICT; PROVIDING A SEVERABILITY CLAUSE; PROVIDING A SAVINGS CLAUSE; AND PROVIDING AN EFFECTIVE DATE . Motion made by Place 4; Mayor Pro-Tem Mackey, Seconded by Place 6 Davila. Voting Yea: Place 1 Sanders, Place 2 Renfro, Place 3 Allen, Place 4; Mayor Pro-Tem Mackey, Place 5 Sellers, Place 6 Davila and Mayor Motion Carried. F. Actions Concerning Appointments to Various Boards, Commissions, or Committees. Craig did inform council that Daniella Soria did turn in her resignation for the EDC Board. Council will have to have another appointment for this board. The council would like more time to decide the replacement for the EDC board. Motion made by Place 4; Mayor Pro-Tem Mackey, Seconded by Place 6 Davila to table this item. 7. CITY MANAGERS REPORT Craig had nothing to report. 8. MAYOR’S REPORT Mayor wanted to inform council of Ed Sonnenberg passed away. 9. ADJOURN Mayor adjourned the meeting at 6:34pm.
