EVERMAN CITY COUNCIL REGULAR MEETING Tuesday, January 28, 2025 at 6:00 PM 213 North Race Street Everman, TX 76140 MINUTES 1. MEETING CALLED TO ORDER Mayor called meeting to order at 6:01pm. 2. INVOCATION 3. PLEDGE OF ALLEGIANCE 4. CONSENT AGENDA A. Minutes December 10, 2024 Everman Council Regular Meeting Motion made by Place 4; Mayor Pro-Tem Mackey, Seconded by Place 5 Sellers. Voting Yea: Place 1 Sanders, Place 2 Renfro, Place 3 Allen, Place 4; Mayor Pro-Tem Mackey, Place 5 Sellers and Mayor Richardson. Motion Carried. B. Financials November 2024 Motion made by Place 5 Sellers, Seconded by Place 1 Sanders. Voting Yea: Place 1 Sanders, Place 2 Renfro, Place 4; Mayor Pro-Tem Mackey, Place 5 Sellers and Mayor Voting Nay: Place 3 Allen Motion Carried. 5. PRESENTATIONS 6. CITIZEN’S COMMENTS No Citizens comments. 7. DISCUSSION ITEMS A. Staff Report - Police Department Officer James Thompson went over the Stats for January. These stats included all calls and these calls include the calls for Police, Fire and EMS. He also updated council with staff updates and the accomplishments of certificates and certified trainings that certain ones have completed. B. Staff Report - Fire Department Landon reported the Fire Emergency Incident calls for service December 10, 2024 through January 27, 2025. Also he reported the incident by response type and the percentage on the calls for service like Fire related, EMS, MVA, Hazmat, Other fire type and other calls. Landon also updated the changes and progress from the staff. C. Staff Report - Public Works Rudy with Public Works, the Street Superintendent reported the public works highlights. All the January month they prepared for the Winter Storm. They worked 12 main breaks 160 work orders, 4 sewer back ups, and 7 curb stops. Parks and streets started the Animal shelter project, changed out flags, 600 block of hansbarger needs to be checked out due to running water down the street. Chlorine at the well lot to be checked. Potholes in the city are an issue and the street department as they are reported it is put on the list prioritized by date and or if it is dangerous. This month has not been a good month for the pothole repairs due to the weather. D. Staff Report - Code Compliance Nineteen (19) new cases in the last 2 days. Commercial vehicles, junk vehicles are a lot of these. He was on vacation so not much to report. 8. CONSIDERATION AND POSSIBLE ACTION A. ORDINANCE NO. 826 AN ORDINANCE OF THE CITY OF EVERMAN, TEXAS, AMENDING THE CODE OF ORDINANCES BY REPEALING AND REPLACING IN ITS ENTIRETY CHAPTER 3 TITLED "ANIMALS AND ANIMAL CONTROL REGULATIONS”; PROVIDING A REPEALING CLAUSE; PROVIDING A SEVERABILITY CLAUSE; PROVIDING A SAVINGS CLAUSE; AND PROVIDING FOR AN EFFECTIVE DATE. Motion made by Place 4; Mayor Pro-Tem Mackey, Seconded by Place 5 Sellers to table this item until the next meeting. B. ORDINANCE NO. 827 AN ORDINANCE OF THE CITY OF EVERMAN, TEXAS, AMENDING THE CODE OF ORDINANCES BY AMENDING APPENDIX A TITLED “FEE SCHEDULE” BY ADDING A NEW SECTION ENTITLED “MUNICIPAL ANIMAL SERVICES FEEES;” PROVIDING A REPEALING CLAUSE; PROVIDING A SEVERABILITY CLAUSE; PROVIDING A SAVINGS CLAUSE; AND PROVIDING FOR AN EFFECTIVE DATE. Motion made by Place 5 Sellers, Seconded by Place 1 Sanders to table this item until the next meeting. C. RESOLUTION NO. 2025-01-05 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EVERMAN, TEXAS, APPROVING AN INTERLOCAL COOPERATION AGREEMENT WITH TARRANT COUNTY EMERGENCY SERVICES DISTRICT NO. ONE FOR FIRE PROTECTION AND EMERGENCY MEDICAL SERVICES IN IDENTIFIED UNINCORPORATED AREAS TO BE EFFECTIVE RETROACTIVELY BEGINNING OCTOBER 1, 2024; AUTHORIZING THE CITY MANAGER TO EXECUTE SAID AGREEMENT; AND PROVIDING AN EFFECTIVE DATE. Motion made by Place 5 Sellers, Seconded by Place 1 Sanders. Voting Yea: Place 1 Sanders, Place 2 Renfro, Place 3 Allen, Place 4; Mayor Pro-Tem Mackey, Place 5 Sellers and Mayor. Motion Carried. D. RESOLUTION NO. 2025-01-06 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EVERMAN, TEXAS, APPROVING AN INTERLOCAL COOPERATION AGREEMENT WITH TARRANT COUNTY EMERGENCY SERVICES DISTRICT NO. ONE FOR EMERGENCY DISPATCH SERVICES IN IDENTIFIED UNINCORPORATED AREAS TO BE EFFECTIVE RETROACTIVELY BEGINNING OCTOBER 1, 2024; AUTHORIZING THE CITY MANAGER TO EXECUTE SAID AGREEMENT; AND PROVIDING AN EFFECTIVE DATE. Motion made by Place 5 Sellers, Seconded by Place 1 Sanders. Voting Yea: Place 1 Sanders, Place 2 Renfro, Place 3 Allen, Place 4; Mayor Pro-Tem Mackey, Place 5 Sellers and Mayor Motion Carried. E. Actions Concerning Appointments to Various Boards, Commissions, or Committees. Motion made by Place 5 Sellers, Seconded by Place 4; Mayor Pro-Tem Mackey to appoint Linda Sanders to the Senior Citizens Advisory Board. Voting Yea: Place 2 Renfro, Place 3 Allen, Place 4; Mayor Pro-Tem Mackey, Place 5 Sellers Voting Abstaining: Place 1 Sanders and Mayor Motion Carried. 9. EXECUTIVE SESSION 10. CITY MANAGERS REPORT Craig stated that he was very happy with the turnout of the Gala and appreciated everyone who showed up and came. It was a great turnout. 11. MAYOR’S REPORT Mayor just added to Craig's report on the Gala and that it was a great turnout. Commissioner Brooks was very happy and complimented the event and Rodrick Miles did attend as well. 12. ADJOURN Mayor adjourned the meeting at 6:35pm. Comments that are received at least one-hour prior to the start of the meeting will be provided to all council members. According to the City of Everman Policy on Governance Process, individual citizen comments will be restricted to three (3) minutes unless otherwise determined by a majority vote of the Council. The mayor is responsible to enforce the time limit. Citizens may address City Council either during the Citizen Comments portion of the meeting or during deliberation of a listed agenda item. City Council is only permitted by Law to discuss items that are listed on the agenda. Citizens wishing to make comments should notify the City Secretary as soon as possible.
