1. MEETING CALLED TO ORDER
Mayor Richardson called the meeting to order at 6:01pm.

A. Proclamation - National Police Week 2025
Mayor Richardson read out the Proclamation and presented this to the Police staff that was
present at the meeting.
B. Proclamation - National Public Works Week 2025
Mayor Richardson read out the Proclamation and presented it to the Public Works staff that
was present at the meeting.
C. Proclamation - Declaring May 14th as Tow Truck & Traffic Safety Professionals Day
Mayor Richardson read out the Proclamation and presented this to Beards Towing and
American Barricade. There was an employee from both of the businesses to except this
Proclamation.
D. New Municipal Animal Services Mobile Adoption Trailer
The truck was right outside the back door and the council went into recess to go out and look
at this trailer. Mayor recessed the meeting at 6:14pm. Mayor reconvened the meeting at
6:24pm.

A. RESOLUTION NO. 2025-05-01 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EVERMAN, TEXAS, EXPRESSING STRONG OPPOSITION TO ANY COUNTY
REDISTRICTING PLAN THAT WOULD RELOCATE THE CITY OF EVERMAN FROM
COMMISSIONERS COURT PRECINCT 1; AFFIRMING THE CITY’S HISTORIC
RELATIONSHIP WITH PRECINCT 1; AND PROVIDING FOR AN IMMEDIATE EFFECTIVE
DATE.
This will be tabled.
B. RESOLUTION NO. 2025-05-02 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EVERMAN, TEXAS, CANVASSING THE RETURNS AND DECLARING THE RESULTS OF
THE GENERAL ELECTION HELD ON MAY 3, 2025, FOR THE PURPOSE OF
REAUTHORIZING THE LOCAL SALES AND USE TAX FOR STREET MAINTENANCE AND
APPROVING OR REJECTING PROPOSED CITY CHARTER AMENDMENTS; AND
PROVIDING AN EFFECTIVE DATE.
Motion made by Place 5 Sellers, Seconded by Place 4; Mayor Pro-Tem Mackey.
Voting Yea: Place 1 Sanders, Place 2 Renfro, Place 3 Allen, Place 4; Mayor Pro-Tem Mackey,
Place 5 Sellers, Mayor Richardson

C. ORDINANCE 833 AN ORDINANCE OF THE CITY OF EVERMAN, TEXAS, ADOPTING
AMENDMENTS TO THE HOME RULE CHARTER APPROVED BY THE VOTERS OF THE
CITY OF EVERMAN, TEXAS, AT AN ELECTION HELD ON MAY 3, 2025; AND PROVIDING
FOR AN EFFECTIVE DATE.
Motion made by Place 5 Sellers, Seconded by Place 4; Mayor Pro-Tem Mackey.
Voting Yea: Place 1 Sanders, Place 2 Renfro, Place 3 Allen, Place 4; Mayor Pro-Tem Mackey,
Place 5 Sellers, Mayor Richardson

8. DISCUSSION ITEMS
A. Forest Hill Public Library District - Upcoming Summer Library Events
Michael Hardrick and Willie Strickland came to share all the program's and events that they
have going on at the Forest Hill Public Library. Willie Strickland, the Library Service Specialist
approached council and proceeded to share his presentation on the screen that he had to
present. This presentation includes special events and regular events that they will be hosting
at the Library. Some of those programs are Computer Classes, Teen Movie Night, Summer
program events (Painting and a lot of other activities), Summer Reading Program, Story Time,
Teen Cooking Camp, Dance Classes and so much more. They also have a Pod Cast every
Wednesday at 12pm. All these activities and events are on their website calendar with all the
times and dates. They are excited to be hosting these activities and events for both
communities and making sure that they cater to the needs of very group of the communities.
Willie also stated that the Everman residents have access to their resources for free. With their
Library Card they also get to access Kanopy, Hoopla, and Libby. These allow them to check
out ebooks, audiobooks, certain movies and TV Shows from your phone, TV and computer.
He also stated that over the last two years they have accumulated over 500 Everman
Residents utilizing these resources and he believes this is a big deal and they are using them.
Forest Hill Library also offers Metroshare, and this allows Patrons to borrow items from other
Metroshare Libraries which include Benbrook, Burleson, Decatur, Forest Hill, Haltom City,
Haslet, Keller, Richland Hills, Roanoke, Saginaw and Watauga. He stated that all this
information can be found on the ForesHillPublicLibrary.org website and the calendar of events
is on there as well. Mayor did state that the City of Everman has a big Hispanic community
and are they thinking of anything in the future to help better serve them as well and Willie did
add that there as been discussion about other events besides bilingual story time. In the Fall
they are Looking to host what they call Latin Night. They will have a known band called the
Tejano Heat to come and perform and other activities as well. Craig just wanted to say that he
is blown away with all that they offer and anything the City of Everman can do to help they do
not need to hesitate to ask.
B. Staff Report - Semi-annual Park, Stream, and Bulk Trash Cleanup Day
This event went on this past weekend. Craig stated that there was a lot of advertising for this
event as well. We had about 10 dumpsters full that they hauled off. It was a great event and
flowed well and went well and Public Works did a phenomenal job with the set up. Johnnie
Allen asked about advertising on the actual banners and including that into the new budget.
Craig stated that when we do have Budget he will look into making that happen.
C. Staff Report - Tarrant County Commissioner Roderick Miles Town Hall - May 15th, 2025
Craig wanted to announce that there will be a Town Hall meeting here at the Civic Center, and
this is being hosted by Tarrant County Commissioner Roderick Miles. This will be this
Thursday, May 15th at 5pm.
D. FY 2026 Budget Planning Calendar
Craig presented a schedule to the council for the upcoming Budget Workshops. He explained
to the council what the meetings will address and when they will be. Council got the schedule
from Craig as a handout and wanted to know if they wanted to make any changes. The council
has no changes for the schedule.
E. Creation of a shared City Council Calendar
Craig stated that this calendar should be created and ready by the next meeting. This will be a
shared google calendar that they could access from their phones or laptop. This is and would
be a public facing calendar as well so council would need to keep that in mind.
9. EXECUTIVE SESSION
A. The City Council will convene into closed, executive session pursuant to Texas. Govt. Code
section 551.071, consultation with City Attorney, to receive legal advice regarding the petition
to protect Texas taxpayers from potentially unconstitutional public contracts relative to Texas
Government Accountability Assn.
Mayor convened into Executive Session at 7:00pm and Mayor reconvened out of Executive
Session at 7:18pm.
Motion made by Place 4; Mayor Pro-Tem Mackey to authorize the Mayor to execute on behalf
of the City Petition to protect the Texas Tax payers from potentially, unconstitutional contracts
relative to Texas Government Accountability Association, Seconded by Place 5 Sellers.
Voting Yea: Place 1 Sanders, Place 2 Renfro, Place 3 Allen, Place 4; Mayor Pro-Tem Mackey,
Place 5 Sellers, Mayor Richardson
Motion Carried.
10. CONSIDERATION AND POSSIBLE ACTION RESULTING FROM EXECUTIVE SESSION
11. CITY MANAGERS REPORT
Craig wanted to inform council of the At home event with Frost Bank at Civic Center at 10am to
2pm on Saturday May 17th. This event is free. This is a lot of educational information.
12. MAYOR’S REPORT
Mayor Richardson had nothing to report.
13. ADJOURN
Mayor Richardson adjourned the meeting at 7:20pm.

Citizens wishing to submit written comments should e-mail the City Secretary at mparks@evermantx.net.
Comments that are received at least one-hour prior to the start of the meeting will be provided to all
council members.
According to the City of Everman Policy on Governance Process, individual citizen comments will be
restricted to three (3) minutes unless otherwise determined by a majority vote of the Council. The mayor
is responsible to enforce the time limit. Citizens may address City Council either during the Citizen
Comments portion of the meeting or during deliberation of a listed agenda item. City Council is only
permitted by Law to discuss items that are listed on the agenda. Citizens wishing to make comments
should notify the City Secretary as soon as possible.
City Hall is wheelchair accessible. Parking spaces for disabled citizens are available. Requests for sign
interpretative services must be made 48 hours prior to the meeting. To make arrangements, call
