MAYOR'S YOUTH ADVISORY COUNCIL Tuesday, November 11, 2025 at 5:00 PM 213 North Race Street Everman, TX 76140 MINUTES 1. MEETING CALLED TO ORDER Craig called meeting to order at 5:01pm. Present: Leah Martinez Audrianna Mangram Phoebe Dudley Citlali Martinez Jesus Davila Furaha Mwangi Miriam Davila Absent: Karen Velasco 2. INVOCATION 3. PLEDGE OF ALLEGIANCE 4. CONSENT AGENDA 5. PRESENTATIONS 6. CITIZEN’S COMMENTS 7. DISCUSSION ITEMS A. Introductions of Staff and Members of the MYAC Craig Spencer introduced himself and explained his job to the Youth Council. We also went around the table and everyone introduced themselves to the council and staff and said a little bit about themselves or what we do as city staff. B. Review & Discussion Related to the Purpose of the Mayor's Youth Advisory Council This Mayor's Youth Advisory Council will give the Everman City Council their input and learn how the city runs. Craig explained to the MYAC what their duties of this council are and explained how they will present their recommendation of the MYAC Project for the FY 2026 as well once they deliberate on that to the Everman City Council. 8. CONSIDERATION AND POSSIBLE ACTION A. Election of Officers for MYAC Motion was made by Davila and seconded by Leah Martinez to appoint Furaha Mwangi President of the Mayor's Youth Advisory Council. All voted Aye Motion was made by Leah Martinez and seconded by Citlali Martinez to appoint Jesus Davila Vice President of the Mayor's Youth Advisory Council. All Voted Aye Motion was made by Mwangi and seconded by Dudley to appoint Leah Martinez Secretary to the Mayor's Youth Advisory Council All Voted Aye Motion was made by Mwangi and seconded by Leah Martinez to appoint Citlali Martinez Treasure of the Mayor's Youth Advisory Council All Voted Aye B. Discussion and Consideration of Establishing a MYAC Project for the FY 2026 Secretary Leah addressed the council to inform them the project they they had last year for them to take before the council for approval. They put this whole project together and had a layout and drawings of a new Recreation Center. Park improvements for Johnson and Pittman Park as well is a project that they Mayor has recommended for them to do this year for the project that they want to take before the council. This is something the city is already looking into as well. The lighting, walking trails, and many more things to get our parks better and better accessible for the citizens and kids. This project would be creating a master plan for all the Parks. The council can do anything they would like and do not have to make that decision today. C. Discussion and Consideration of Establishing Regular Meeting Dates, Times, & Location The Council has decided to have their meetings on the same day as the Everman council on the second Tuesday of the month at 5pm. In January they will start having the second meeting of the month on the fourth Tuesday of the month at the High School. 9. EXECUTIVE SESSION 10. ADJOURN President Mwangi adjourned the meeting at 5:50pm. Pursuant to Section 551.071, Chapter 551 of the Texas Government Code, Council reserves the right to convene into Executive Session(s) from time to time as deemed necessary during this meeting, to receive advice from its attorney on any posted agenda item, as permitted by Law. Additionally, Council may convene into Executive Session to discuss the following: A. Section 551.071 - Pending or Contemplated Litigation or to Seek Advice of the City Attorney. B. Section 551.072 - Purchase, Sale, Exchange, Lease, or Value of Real Property. C. Section 551.073 - Deliberation Regarding Prospective Gift. D. Section 551.074 - Personnel Matters. E. Section 551.087- Deliberation Regarding Economic Development Negotiations. F. Section 551.089 - Deliberations Regarding Security Devices or Security Audits. Citizens wishing to submit written comments should e-mail the City Secretary at mparks@evermantx.net. Comments that are received at least one-hour prior to the start of the meeting will be provided to all council members. According to the City of Everman Policy on Governance Process, individual citizen comments will be restricted to three (3) minutes unless otherwise determined by a majority vote of the Council. The mayor is responsible to enforce the time limit. Citizens may address City Council either during the Citizen Comments portion of the meeting or during deliberation of a listed agenda item. City Council is only permitted by Law to discuss items that are listed on the agenda. Citizens wishing to make comments should notify the City Secretary as soon as possible. City Hall is wheelchair accessible. Parking spaces for disabled citizens are available. Requests for sign interpretative services must be made 48 hours prior to the meeting.
