MAYOR'S YOUTH ADVISORY COUNCIL Tuesday, December 09, 2025 at 5:00 PM 213 North Race Street Everman, TX 76140 MINUTES 1. MEETING CALLED TO ORDER President Mwangi called meeting to order at 5:02pm. Present Citlali Martinez Audriana Mangram Furaha Mwangi Jesus Davila Karen Velasco Leah Martinez Phoebe Dudley Miriam Davila 2. INVOCATION 3. PLEDGE OF ALLEGIANCE 4. CONSENT AGENDA A. Minutes November 11, 2025 - Regular Meeting Minutes Motion was made by Audriana and Seconded by Phoebe to approve the previous meeting minutes as read. ALL VOTED AYE Motion Carried. 5. PRESENTATIONS  A. Presentation related to Street Repairs, Improvements, and Construction by the Everman Department of Public Works David with the street department came to the council and explained how a pot hole would be repaired throughout the city as they need to be repaired. He explained what equipment they need to use and how they would make the area safe for the street crew that at work. He also explained how to get the hole prepared for this repair. There are certain materials that they need for this type of fix and he also explained this as well. This type of repair would take about 3 or 4 crew people to do this repair. A small hole could take up to 20 minutes. 6. CITIZEN’S COMMENTS There are no citizens present to comment. 7. DISCUSSION ITEMS A. Staff Report - Recent & Upcoming Community Events City Manager, Craig Spencer stated that he would have wanted to get them to help out with the Christmas Tree Lighting and Holiday Market in the planning process. December 22, at the Civic Center there will be a Movie Night and will be showing Arthur Christmas. Craig stated if they can be a part of that please do. B. Review & Comment on the upcoming Everman City Council Agenda Craig wanted them to review the City Council agenda items for their meeting this present night. He then went over each item on the agenda that they have deliberation to do on and consider at this meeting. 8. CONSIDERATION AND POSSIBLE ACTION A. Discussion and Consideration of Establishing a MYAC Project for the FY 2026 Motion was made by Mangram and seconded by Mwangi to approve the MYAC Project for the FY 2026 "Master Park Plan". All Voted Aye Motion Carried. B. Discussion & Consideration of Establishing Regular Meeting Dates, Times & Locations Motion was made by and seconded by to approve the meeting time to be at 3:00pm to 3:50pm on the fourth Tuesday of the month to start in January. The next meeting January 12 at 3pm at the school. 9. EXECUTIVE SESSION 10. CITY MANAGERS REPORT 11. Comments that are received at least one-hour prior to the start of the meeting will be provided to all council members. According to the City of Everman Policy on Governance Process, individual citizen comments will be restricted to three (3) minutes unless otherwise determined by a majority vote of the Council. The mayor is responsible to enforce the time limit. Citizens may address City Council either during the Citizen Comments portion of the meeting or during deliberation of a listed agenda item. City Council is only permitted by Law to discuss items that are listed on the agenda. Citizens wishing to make comments should notify the City Secretary as soon as possible. City Hall is wheelchair accessible. Parking spaces for disabled citizens are available. Requests for sign interpretative services must be made 48 hours prior to the meeting.
