MAYOR'S YOUTH ADVISORY COUNCIL Tuesday, January 13, 2026 at 5:00 PM 213 N. Race St, Everman, TX 76140 MINUTES 1. MEETING CALLED TO ORDER President Mwangi called meeting to order at 5:07pm. Present: Miriam Davila Audrianna Mangram Jesus Davila Phoebe Dudley Furaha Mwangi Absent: Citlali Martinez Karen Velasco Leah Martinez 2. INVOCATION 3. PLEDGE OF ALLEGIANCE 4. CONSENT AGENDA 1. Minutes - December 9, 2025 Motion was made by Audrianna Mangram and seconded by Jesus Davila to approve the previous meeting minutes as read. All voted AYE. Motion Carried. 5. CITIZEN’S COMMENTS We had no citizens present. 6. DISCUSSION ITEMS 1. Presentation on City Finances - City Manager City Manager wanted to explain how the city collects revenue. The number one funding source for the city is Property Tax. Craig explained how that number comes about and explained a little of how this process is. The city also has to look at different avenues to collect revenues resources. He also explained the restrictions that we have as a municipality and how those funds have to be either spent or how they get distributed between the city, state and county. This is why the city has to look at different ways to get revenue sources. Craig displayed to the Advisory Board some financial reports that the city has and disburse to the council each month. These reports show where and how the monies are being spent and what is brought in. There are several funds in this financial report and he explained what there called how there used and that there are restrictions for some of these funds. He also stated that the city does invest and these reports show those investment funds. 2. Review & Comment on the upcoming City Council Agenda Craig has attached the Agenda Packet for the council meeting tonight and reading through this to the Board and updating them on what the council is doing. Craig explained what the items are on the agenda and why we have these items on the agenda. 3. Begin Discussions Related to the Development of a Master Park Plan Craig informed the Board that he will be inviting them to a group on Basecamp. He let them know if they have any ideas they would up load those things to the Project Management in Basecamp. Craig stated that he would like to do step one which would be asses the current parks. He would also like to meet in the parks and do this hands on and they can take notes and be hands on with this project. 7. CONSIDERATION AND POSSIBLE ACTION 1. Discussion and Consideration of Establishing Future Meeting Dates/Times & Locations We did not vote on this but the days for the meetings are the 2nd Tuesday of the month and 4th Tuesday of the month at the school at 3pm. 8. ADJOURN President Mwangi adjourned the meeting at 5:42pm. Additionally, Boards & Commissions may convene into Executive Session to discuss the following: A. Section 551.071 - Pending or Contemplated Litigation or to Seek Advice of the City Attorney. B. Section 551.072 - Purchase, Sale, Exchange, Lease, or Value of Real Property. C. Section 551.073 - Deliberation Regarding Prospective Gift. D. Section 551.074 - Personnel Matters. E. Section 551.087- Deliberation Regarding Economic Development Negotiations. F. Section 551.089 - Deliberations Regarding Security Devices or Security Audits. According to the City of Everman Policy on Governance Process, individual citizen comments will be restricted to three (3) minutes unless otherwise determined by a majority vote of the Council. The Presiding Officer of the Board or Commission is responsible to enforce the time limit. Citizens may address the Board or Commission either during the Citizen Comments portion of the meeting or during deliberation of a listed agenda item. Members of the Board or Commission are only permitted by Law to discuss items that are listed on the agenda. Citizens wishing to make comments should notify the City Secretary as soon as possible. City Hall is wheelchair accessible. Parking spaces for disabled citizens are available. Requests for sign interpretative services must be made 48 hours prior to the meeting.
