RE: Planning Update for Council Retreat
Introduction
Planning efforts currently underway or coming up in the next year fall into four main categories:
• Current Planning (Development projects)
• Long-range Planning
• City Public Works Projects
• Code Updates
In addition to the projects in the above categories (discussed below), City staff continue to meet
and coordinate with Whatcom County River and Flood and the other cities to address short-term
and long-term options to increase safety and reduce risks related to flooding. The results of these
discussions could result in new City projects, updates to the City comprehensive plan and zoning
regulations, and revisions to the City’s critical areas regulations (including flood regulations).
Current Planning
Over the past several years there has been a steady flow of development projects, primarily long
subdivisions, that have come before the City Council. Some of these long plats (Birchwood
Division 4 and Falcon Landing) have been approved and recorded and are now in the process of
being built out.
The Nighthawk Landing development is still under construction, but will likely be ready for final
plat approval in the near future. The Fieldview Terrace and Beverly Estates developments have
received preliminary plat approval, but have not yet been approved for construction.

The Eagle Landing Rezone was recently approved by the Council; however, a subdivision
application has not yet been received. The City recently received applications from Habitat for
Humanity for a mixed use (residential and commercial) development on the property to the south
of the shopping center. This proposal will likely come before the Council prior to the end of the
year. Finally, the owners of the Livestock Auction have also indicated an interest in moving
forward with subdivision of their property, which could create an additional 80 new residential
lots.
Long-range Planning
Recent planning efforts
Over the past two years, the City has worked with other jurisdictions to update the following
long-range plans: Natural Hazards Mitigation Plan, Coordinated Economic Development
Strategy, and the GMA Review and Evaluation Program. The City also completed the required
Periodic Review of our Shoreline Master Program and submitted the proposed updates to the
Washington Department of Ecology earlier this year for their review and comment prior to final
adoption by the City Council.
Comprehensive Land Use Plan
The state Growth Management Act (GMA) establishes the schedule for required Periodic
Review and Update of the City’s comprehensive land use plan, which was last updated in 2016.
The next update of the comprehensive plan is due by June 2025 and will address the 20-year
period from 2025 through 2045. It is anticipated that the state will make grant funding available
July 1, 2023 to support the City’s required planning efforts.
As part of that upcoming process, the City will review current zoning within the existing City
limits and the planned future zoning in the portion of the urban growth area (UGA) outside city
limits. In updating the comprehensive plan, the City will need to work closely with Whatcom
County and the other cities to establish future growth allocations for population and employment,
to complete a land capacity analysis, and to determine the need for and locations of any UGA
expansions/modifications. Several property owners have expressed interest in having their
properties added to the Everson UGA as part of the update process. The GMA also requires each
jurisdiction to demonstrate that it has (or has planned to develop) capital facilities capacity
sufficient to serve planned new growth through the 20-year planning period.
Capital Facilities Planning
To support the required updates to the comprehensive land use plan, the City will need to update
both the City’s Water System Plan and General Sewer Plan. These are major efforts that may
need to get underway prior to July 1, 2023. Other capital facilities that will also need to be
addressed include stormwater system, parks, police, fire/emergency services and schools.
Development Regulations
The GMA also requires that the City’s development regulations (zoning and subdivision
regulations) and critical areas regulations be reviewed and updated in conjunction and
coordination with updating the comprehensive plan to ensure consistency between the long-

range plan and the development regulations intended to implement the goals and policies set
forth in the comprehensive plan. This requirement provides an opportunity to establish new
zoning districts, adjust allowed densities, and modify the procedures and standards applicable to
development. Critical areas regulations (wetlands, streams, geologically hazardous areas, aquifer
recharge areas and frequently flooded areas) must be updated to be consistent with “best
available science.”
City Public Works Projects
Planning work related to City Public Works projects includes grant applications and permitting.
The City is currently in the design phase for both the SR 544 S. Everson Sidewalk project and
the Blair Drive Improvements project. Coordination is ongoing with WSDOT to meet federal
project funding and documentation requirements. It is anticipated that both projects will be able
to move forward to construction in the next two years.
Code Updates
There are no chapters from the City Code that are currently in the process of being updated. The
following Code updates are required or anticipated over the next few years:
• Zoning and subdivision ordinances (Titles 19 and 108, respectively)
• Critical areas ordinance (Chapter 16.12)
• National flood insurance program regulations (Chapter 15.10) to address new FEMA
Policy regarding accessory structures.
There have also been recent discussions regarding development of new regulations to address
accessory dwelling units (ADUs).
Conclusion
I will be available during part of the Council retreat on September 27th to answer any questions
regarding the above items. I have also attached a copy of the current Official Zoning Map if the
Council decides to discuss zoning in greater detail.
