a.) 2021 Budget Amendment
Melanie Dickinson presented Ordinance 821-21 updating the 2021 budget to reflect accurate fund starting
balances. All budgeted fund balances increased.
Councilmember Hammond made a motion to approve the Mayor to sign Ordinance 821-21 amending the
2021 budget, seconded by Councilmember Goering. Motion carried with unanimous approval. 5-0.
COMMITTEE REPORT
a.) Finance Committee
Councilmember Lautenbach reported the new investment account has been opened and the previous month
bank reconciliation was balanced. We awarded $87,000 in CARES money grants to local businesses.

RE: Flint West Everson Annexation – Petition and Initial Public Hearing

MEMORANDUM
On December 20, 2018, the City received a Notification of Intention to Commence Annexation
from Mr. Michael Flint. The proposed annexation, referred to as the Flint West Everson
Annexation, included approximately 103 acres of land located to the west o the existing City
limits (west of Sable Terrace to the Livestock Auction). At the January 8, 2019 city council
meeting, the Council voted to accept the Notification of Intention with no change to the
geographic area of the proposed annexation. That action authorized the proponents to circulate
and submit a Petition for Annexation signed by the owners of not less than sixty percent of the
valuation of the annexation area for general taxation purposes.
On February 1, 2021, the City received a Petition for Annexation signed by owners of over sixty-
two percent of the total valuation of the annexation area, along with other supporting
documentation. The Petition included a statement that upon annexation the annexed properties
will assume their fair share of general City indebtedness and that upon annexation said
properties will be assigned City zoning designations consistent with the future zoning
designations shown in the City comprehensive plan.
An initial public hearing regarding the proposed annexation will be held on February 23, 2021.
Copies of the Annexation Petition and supporting documentation have been included in the
council packet. Notification regarding the public hearing was provided in the Lynden Tribune
and mailed to potentially affected and neighboring property owners on February 10, 2021. One
written comment in support of the proposed annexation has been received thus far. Members of
the public will have the opportunity to provide testimony regarding the proposed annexation at
the hearing.
Following the closing of the public hearing, the City Council will have the opportunity to pass a
Resolution either resolving to annex the proposed area subject to certain conditions or denying
the annexation. Based on direction from Council, the actual resolution will be prepared and
brought back for formal action at the next council meeting. The City is also waiting to hear back
from the County Assessor, who is required by state law to issue a Certificate of Sufficiency with
respect to the Annexation Petition.
If the Council passes the resolution to annex the proposed area, the City will then prepare the
necessary documents and maps for submittal to the County Boundary Review Board (BRB).
Following BRB review, the City Council will need to hold a final public hearing prior to taking
final action by ordinance.
City staff will be available at the public hearing to answer any questions from the Mayor or
Council regarding the proposed annexation or the annexation process.

We, the undersigned Petitioners herein, hereby formally petition the City of Everson to
annex the real property legally described in attached Exhibit A, and graphically
depicted in attached Exhibit B, into the City of Everson, Washington, pursuant to the
petition method of annexation established under RCW 35A.14.120et Seq.
We the undersigned are owners of not less than sixty percent of the total value of the
proposed annexation area based on the assessed valuation of said properties for general
taxation purposes. We the undersigned hereby understand and agree that the annexed
properties will assume their fair share of general City indebtedness and that upon
annexation, said properties will be assigned City zoning designations consistent with
the future zoning designations shown in the City Comprehensive Plan.
We the undersigned also hereby acknowledge that the proposed annexation area is
located in proximity to designated Agricultural lands and/or Resource lands whereby
activities associated with agriculture, forestry or mineral extraction may occur and may
reasonably be expected to occur, and that at certain times, may be incompatible with
residential development due to noise, traffic, odor, dust or other impact.
